PUBLIC ACCESS TO CADW-AIDED BUILDINGS 2<br />
Preface<br />
<strong>Cadw</strong> carries out the statu<strong>to</strong>ry functions of the <strong>Welsh</strong> <strong>Assembly</strong><br />
Government with regard <strong>to</strong> the his<strong>to</strong>ric environment. <strong>Cadw</strong>’s role<br />
is <strong>to</strong> protect, conserve and promote an appreciation of the his<strong>to</strong>ric<br />
environment of Wales — the physical remains of our past, ranging<br />
from prehis<strong>to</strong>ric caves, through the castles and abbeys of the<br />
Middle Ages, <strong>to</strong> industrial works and domestic dwellings of the<br />
Vic<strong>to</strong>rian period and later. It includes not only large houses but also<br />
modest vernacular cottages, features such as coastal defence<br />
works, parks, gardens and landscapes as well as structures such as<br />
bridges, lighthouses and watermills.<br />
Preserving our heritage is highly relevant <strong>to</strong> the present. It is<br />
important not only in giving us an understanding of our past and a<br />
sense of belonging but also in contributing <strong>to</strong> the country’s<br />
economic and social development and <strong>to</strong> the Government’s<br />
sustainability agenda. The value of the built heritage <strong>to</strong> <strong>to</strong>urism is<br />
well appreciated, as is the presentation of important educational<br />
experiences <strong>to</strong> new generations. The repair and re-use of vacant<br />
his<strong>to</strong>ric properties and the use of traditional materials in schemes<br />
of repair and res<strong>to</strong>ration can also be valuable by stimulating the<br />
economic and social regeneration of depressed areas.<br />
Public interest in the built heritage continues <strong>to</strong> grow and visi<strong>to</strong>r<br />
numbers <strong>to</strong> <strong>Cadw</strong> and National Trust sites are high. Local<br />
community groups have initiated civic schemes or established<br />
building preservation trusts <strong>to</strong> bring new life <strong>to</strong> his<strong>to</strong>ric <strong>buildings</strong><br />
which have been neglected or vandalized.<br />
<strong>Cadw</strong> gives grant aid for the repair or res<strong>to</strong>ration of outstanding<br />
his<strong>to</strong>ric <strong>buildings</strong>, and for the conservation of scheduled ancient<br />
monuments. Normally it is a condition of grant that the owner or<br />
occupier should allow some degree of <strong>public</strong> <strong>access</strong> <strong>to</strong> the<br />
property. Some — such as National Trust properties — are open<br />
for much of the year as a matter of course, whereas, in general,<br />
private houses which have been grant-<strong>aided</strong> can be seen by<br />
appointment, and perhaps on certain days of the year specified by<br />
the owner.
PUBLIC ACCESS TO CADW-AIDED BUILDINGS 3<br />
This right of <strong>access</strong> does not, however, last indefinitely. In the case<br />
of his<strong>to</strong>ric <strong>buildings</strong> grant, it is <strong>Cadw</strong>’s practice that the condition<br />
remains in force for a period of ten years from the date of the first<br />
payment of grant.<br />
This booklet provides information on <strong>buildings</strong> and sites which have<br />
been grant-<strong>aided</strong> by <strong>Cadw</strong> and can be visited by the <strong>public</strong>. The<br />
date upon which the <strong>access</strong> requirement will expire is indicated.<br />
Also included is information on sites <strong>to</strong> which the <strong>public</strong> may not<br />
enjoy a right of <strong>access</strong>, but can view from a <strong>public</strong> way.<br />
The levels of <strong>access</strong> <strong>to</strong> his<strong>to</strong>ric <strong>buildings</strong> and ancient monuments<br />
are indicated by the following codes:<br />
• <strong>access</strong> 1 — these <strong>buildings</strong> (such as National Trust<br />
properties) can be visited as a matter of course, and are<br />
open for 30 days or more each year;<br />
• <strong>access</strong> 2 — there is a right of <strong>access</strong> <strong>to</strong> these <strong>buildings</strong>, but<br />
it needs <strong>to</strong> be exercised by appointment with the owner;<br />
• <strong>access</strong> 3 — the interiors of these <strong>buildings</strong> can be viewed by<br />
reason of their use — for example, churches and chapels;<br />
• <strong>access</strong> 4 — the exteriors of these <strong>buildings</strong> are their most<br />
important feature and can be seen from the street;<br />
• <strong>access</strong> 5 — arrangements for visiting these <strong>buildings</strong> will be<br />
displayed outside the building;<br />
• <strong>access</strong> 6 — these monuments can be seen from a <strong>public</strong><br />
right of way;<br />
• <strong>access</strong> 7 — there is <strong>access</strong> <strong>to</strong> these monuments but it must<br />
be arranged with the occupier since the surrounding land<br />
will generally be in use;<br />
• <strong>access</strong> 8 — all or part of the monument is open <strong>to</strong> the<br />
<strong>public</strong>.<br />

A NOTE ON GRANTS<br />
<strong>Cadw</strong> is the <strong>Welsh</strong> <strong>Assembly</strong> Government’s his<strong>to</strong>ric environment<br />
service. It is responsible for Wales’s built heritage. <strong>Cadw</strong> makes<br />
grant offers under section 4 of the His<strong>to</strong>ric Buildings and Ancient<br />
Monuments Act 1953 or section 24 of the Ancient Monuments and<br />
Archaeological Areas Act 1979.<br />
All grant applications under the 1953 Act are considered by the<br />
His<strong>to</strong>ric Buildings Advisory Council for Wales. The Council is the<br />
statu<strong>to</strong>ry independent body on his<strong>to</strong>ric <strong>buildings</strong> in Wales and<br />
advises the <strong>Welsh</strong> <strong>Assembly</strong> Government on the exercise of the<br />
functions vested in it. The Council judges whether or not a building<br />
is of outstanding his<strong>to</strong>ric or architectural interest, the criterion for<br />
assistance under the 1953 Act. It also considers the urgency and<br />
nature of the proposed works before making a recommendation <strong>to</strong><br />
the <strong>Welsh</strong> <strong>Assembly</strong> Government regarding the grant. In the case<br />
of applications from commercial owners, <strong>Cadw</strong> takes account of<br />
the need for financial support <strong>to</strong> ensure that the necessary repairs<br />
are carried out. Grant is directed at works of repair or res<strong>to</strong>ration<br />
— alterations <strong>to</strong> properties are not eligible for assistance.<br />
Generally, ancient monument grants assist with the funding of<br />
works <strong>to</strong> preserve, maintain or manage ancient monuments. The<br />
primary aim of such schemes is <strong>to</strong> conserve monuments but, where<br />
appropriate, grant assistance may also be used <strong>to</strong> offset the cost of<br />
the interpretation of a monument or for works which will facilitate<br />
its better management.<br />

While encouraging greater <strong>public</strong> <strong>access</strong> <strong>to</strong> sites of archaeological<br />
importance, <strong>Cadw</strong> emphasizes that the use of a metal detec<strong>to</strong>r on a<br />
scheduled ancient monument is illegal unless the <strong>Welsh</strong> <strong>Assembly</strong><br />
Government has authorized such activity.
