Preface
Cadw carries out the statutory functions of the Welsh Assembly
Government with regard to the historic environment. Cadw’s role
is to protect, conserve and promote an appreciation of the historic
environment of Wales — the physical remains of our past, ranging
from prehistoric caves, through the castles and abbeys of the
Middle Ages, to industrial works and domestic dwellings of the
Victorian period and later. It includes not only large houses but also
modest vernacular cottages, features such as coastal defence
works, parks, gardens and landscapes as well as structures such as
bridges, lighthouses and watermills.
Preserving our heritage is highly relevant to the present. It is
important not only in giving us an understanding of our past and a
sense of belonging but also in contributing to the country’s
economic and social development and to the Government’s
sustainability agenda. The value of the built heritage to tourism is
well appreciated, as is the presentation of important educational
experiences to new generations. The repair and re-use of vacant
historic properties and the use of traditional materials in schemes
of repair and restoration can also be valuable by stimulating the
economic and social regeneration of depressed areas.
Public interest in the built heritage continues to grow and visitor
numbers to Cadw and National Trust sites are high. Local
community groups have initiated civic schemes or established
building preservation trusts to bring new life to historic buildings
which have been neglected or vandalized.
Cadw gives grant aid for the repair or restoration of outstanding
historic buildings, and for the conservation of scheduled ancient
monuments. Normally it is a condition of grant that the owner or
occupier should allow some degree of public access to the
property. Some — such as National Trust properties — are open
for much of the year as a matter of course, whereas, in general,
private houses which have been grant-aided can be seen by
appointment, and perhaps on certain days of the year specified by
the owner.

This right of access does not, however, last indefinitely. In the case
of historic buildings grant, it is Cadw’s practice that the condition
remains in force for a period of ten years from the date of the first
payment of grant.
This booklet provides information on buildings and sites which have
been grant-aided by Cadw and can be visited by the public. The
date upon which the access requirement will expire is indicated.
Also included is information on sites to which the public may not
enjoy a right of access, but can view from a public way.
The levels of access to historic buildings and ancient monuments
are indicated by the following codes:
• access 1 — these buildings (such as National Trust
properties) can be visited as a matter of course, and are
open for 30 days or more each year;
• access 2 — there is a right of access to these buildings, but
it needs to be exercised by appointment with the owner;
• access 3 — the interiors of these buildings can be viewed by
reason of their use — for example, churches and chapels;
• access 4 — the exteriors of these buildings are their most
important feature and can be seen from the street;
• access 5 — arrangements for visiting these buildings will be
displayed outside the building;
• access 6 — these monuments can be seen from a public
right of way;
• access 7 — there is access to these monuments but it must
be arranged with the occupier since the surrounding land
will generally be in use;
• access 8 — all or part of the monument is open to the
public.

Cadw also advises the Inland Revenue on buildings in Wales which
are preserved and made available to the public in return for

A NOTE ON GRANTS
Cadw is the Welsh Assembly Government’s historic environment
service. It is responsible for Wales’s built heritage. Cadw makes
grant offers under section 4 of the Historic Buildings and Ancient
Monuments Act 1953 or section 24 of the Ancient Monuments and
Archaeological Areas Act 1979.
All grant applications under the 1953 Act are considered by the
Historic Buildings Advisory Council for Wales. The Council is the
statutory independent body on historic buildings in Wales and
advises the Welsh Assembly Government on the exercise of the
functions vested in it. The Council judges whether or not a building
is of outstanding historic or architectural interest, the criterion for
assistance under the 1953 Act. It also considers the urgency and
nature of the proposed works before making a recommendation to
the Welsh Assembly Government regarding the grant. In the case
of applications from commercial owners, Cadw takes account of
the need for financial support to ensure that the necessary repairs
are carried out. Grant is directed at works of repair or restoration
— alterations to properties are not eligible for assistance.
Generally, ancient monument grants assist with the funding of
works to preserve, maintain or manage ancient monuments. The
primary aim of such schemes is to conserve monuments but, where
appropriate, grant assistance may also be used to offset the cost of
the interpretation of a monument or for works which will facilitate
its better management.

METAL DETECTORS
While encouraging greater public access to sites of archaeological
importance, Cadw emphasizes that the use of a metal detector on a
scheduled ancient monument is illegal unless the Welsh Assembly
Government has authorized such activity.
