The meeting was opened at 2:30 p.m. by E. Musser.<br />
Approval <strong>of</strong> Agenda & Swearing In <strong>of</strong> New <strong>Commission</strong>ers<br />
Approval <strong>of</strong> the agenda was moved by R. Favreau, seconded by S. Gold, and passed unanimously.<br />
<strong>Commission</strong>ers L. Fisher and T. Thomas received their Oath <strong>of</strong> Office.<br />
Approval <strong>of</strong> <strong>Minutes</strong><br />
Approval <strong>of</strong> the minutes for March 1, 2007 was moved by R. Favreau, seconded by M. Henwood, and<br />
passed unanimously.<br />
Approval <strong>of</strong> the minutes for March 8, 2007 was amended to include an additional item for the July Work<br />
Plan Calendar – Finalize Off-site Meeting Location. The motion was moved by M. Henwood, and<br />
seconded by R. Favreau, and passed unanimously.<br />
Public Communications<br />

Unfinished Business<br />
Announcement <strong>of</strong> New <strong>Commission</strong> Appointments and Enabling Resolution – Staff provided the<br />
commission with an update on the recent <strong>City</strong> <strong>Council</strong> appointments to the <strong>Senior</strong> <strong>Citizens</strong> <strong>Commission</strong>,<br />
including Liz Fisher, Tansey Thomas, and Kathleen (Kitty) Liebhardt. Staff also reviewed the new<br />
Enabling Resolution that was approved by the <strong>City</strong> <strong>Council</strong> on April 3, 2007.

Public Works Presentation on Water/Wastewater Rate Increases – Public Works Director Bob Weir<br />
provided the commission another brief overview <strong>of</strong> the anticipated rate increases both for potential water<br />
and wastewater services provided through the <strong>City</strong>. <strong>City</strong> <strong>Council</strong> has approved rates for this upcoming<br />
fiscal year, and will continue to review the proposed rates each year.<br />
Presentation on Database Capabilities – <strong>City</strong> <strong>of</strong> <strong>Davis</strong> Information Systems/Telecom Manager, Rick<br />
Guidara, provided a brief overview <strong>of</strong> his department’s functions and capabilities in relation to vulnerable<br />
populations. He stated that the <strong>City</strong> does have the ability to map certain data, and/or to assist in sorting<br />
data once it has been collected, however, they do not have the current capacity to create a database and/or<br />
maintain it adequately. Rick <strong>of</strong>fered to assist the commission with database infrastructure once the needs<br />
assessment for a database is completed.<br />
Update on Eleanor Roosevelt Housing Project – Staff stated that the <strong>City</strong> <strong>Council</strong> had approved the<br />
Project Based Section 8 Vouchers for the project, and that Yolo County Housing will have the<br />
responsibility <strong>of</strong> coordinating this component <strong>of</strong> the project. In addition, the project staff is also trying to<br />
distribute the information available to countywide social services about the project and the needs <strong>of</strong> the<br />
residents. Current occupancy rate as <strong>of</strong> the date <strong>of</strong> the meeting was approximately 27 units out <strong>of</strong> 60.<br />
Review Draft Agenda for May 2007 Rancho Yolo Visitation – The <strong>Commission</strong> discussed the agenda for<br />
the upcoming May meeting at Rancho Yolo Mobile Home Park, and confirmed the various areas for<br />
discussion, including <strong>Commission</strong>er S. Gold (<strong>Davis</strong> Community Transit), R. Favreau (Database &<br />
Unitrans), M. Henwood (former Rancho Yolo Mobile Owner), G. Hinkle (Healthy Aging, California<br />
<strong>Senior</strong> Legislature, and <strong>Senior</strong> Discount Shopping Cards), and E. Musser (General Overview <strong>of</strong><br />
<strong>Commission</strong>). Under the New Business section <strong>of</strong> the draft agenda, the <strong>Commission</strong> requested that an<br />
item be added regarding agendizing future discussion topics identified by the public.<br />
The <strong>Commission</strong> chose not to present their current Work Plan or Calendar as presented in the staff report.<br />
E. Musser distributed copies <strong>of</strong> a proposed handout for the <strong>Commission</strong> to use at the Rancho Yolo<br />
meeting. <strong>Commission</strong> members agreed to distribute the handout as presented.<br />
Joint Meeting with Social Services <strong>Commission</strong> – Staff announced that the joint meeting with the Social<br />
Services <strong>Commission</strong> has been set for Saturday, June 23, 2007 from 10:00 a.m. to 12:30 p.m. at the <strong>Davis</strong><br />
Police Department Conference Room.<br />
<strong>Commission</strong> members are mostly interested in discussing the following three questions:<br />
• What are the issues that each commission are currently seeing related to housing and<br />
transportation?<br />
• Where do we need more investigation and information related to housing and transportation?<br />
• What type <strong>of</strong> programs or services could help get things going?<br />
<strong>Commission</strong> briefly discussed each <strong>of</strong> these questions and will work with the Social Services <strong>Commission</strong><br />
to attempt to formulate answers to these questions. <strong>Commission</strong> members also requested that a copy <strong>of</strong><br />
the updated Transportation Flyer be included in the meeting packet for the June meeting with the Social<br />
Services <strong>Commission</strong>, as well as on the <strong>City</strong>’s website.<br />
New Business

Review & discuss Request from the <strong>City</strong> <strong>of</strong> <strong>Davis</strong> Human Relations <strong>Commission</strong> for a Joint Community<br />
Forum – Staff provided a brief overview <strong>of</strong> the proposal that was forwarded to the <strong>Senior</strong> <strong>Citizens</strong><br />
<strong>Commission</strong> relative to co-sponsoring a joint community forum in 2008, possibly on the topic <strong>of</strong> Ageism.<br />
The <strong>Commission</strong> agreed unanimously that they would be interested in pursuing such a project with the<br />
Human Relations <strong>Commission</strong>.<br />
National Volunteer Week – Staff extended an invitation for all commissioners to attend the upcoming <strong>City</strong><br />
celebration for National Volunteer Week on Tuesday, April 17, 2007. The <strong>City</strong> <strong>Council</strong> will be<br />
presenting a proclamation on behalf <strong>of</strong> all the <strong>City</strong> volunteers, followed by a brief reception at<br />
approximately 6:30 p.m.<br />
<strong>Commission</strong> Announcements<br />
E. Musser reported that the next Yolo County <strong>Commission</strong> on Aging & Adult Services meeting will be in<br />
June, and the next Triad meeting in May.<br />
R. Favreau reported that the March meeting <strong>of</strong> the Unitrans Advisory Committee was cancelled, and is<br />
anticipated to be re-scheduled in April.<br />
Staff had no additional information related to the Focal Point Coordinating <strong>Council</strong>. Next meeting date is<br />
anticipated in June 2007, and more information will be distributed as it becomes available.<br />
<strong>City</strong> <strong>Council</strong> Liaison/Staff Comments<br />
<strong>City</strong> <strong>Council</strong> Liaison noted that the various <strong>Senior</strong> Center brochures reflected only couples, and that it did<br />
not represent the community as a whole.<br />
Staff distributed the Information & Assistance Report for March 2007, and provided information on<br />
upcoming events such as the International Party (4/25), free osteoporosis screening (5/16), and National<br />
<strong>Senior</strong> Health & Fitness Day (5/30).<br />

Newsletters and agency agendas/minutes were circulated. No additional discussion ensued.<br />

Meeting was adjourned at 5:00 p.m. with a motion by R. Favreau, seconded by S. Gold, and passed<br />
unanimously.<br />
