Community Guide. This guide is the result of a collaborative effort of

Chamber of Commerce, it gives us great pride to have been a part of

A number of city departments are responsible for specific maintenance 

functions in city right-of-ways. The Street Department is responsible 

for items such as snow removal, street patching, maintaining 

storm sewers/drainage ways, turf restoration, roadside mowing, street 

cleaning, and street signs and markings. The Forestry Department is 

responsible for the care of parkway trees, including trimming, removal 

and new plantings. The Electrical Department is responsible for 

city-owned traffic signals and street lights.

The Waukegan Police Department provides 24-hour protection to 

residents. The department is active in community-oriented policing

Chiefs and includes 172 sworn personnel and 255 civilian personnel. 

The communications center is staffed 24 hours a day and provides 

enhanced 9-1-1 service, radio dispatching, and Emergency Medical 

Dispatch to residents, as well as alarm monitoring and other 

communications functions.

The Staben Center is a 22 bed transitional housing facility for homeless 

men. The Staben Center provides a myriad of services to assist its 

residents in attaining self-sufficiency. Participants reside at the Staben 

Center for 180 days. voter Registration & Notary Services are available 

at the Staben Center. 8:00 a.m. - 4:30 p.m. Monday thru Friday

The Staben House is a transitional housing facility for homelesswomen 

with children has a 16 bed capacity. Our facility provides 

programs that foster self-sufficiency and independent living skills. 

Since its inception the Staben House has operated at capacity levels. 

Homeless women with children are becoming empowered by finding 

employment, housing and receiving educational and vocational 

training.

about The Waukegan Park District 

Established December 26, 1916, the district has 47 properties and 

720 acres of land, which includes the 18-hole Bonnie Brook Golf 

Course and the 9-hole Greenshire Golf Course. The District operates 

recreational centers, the Field House Sports and Fitness Center, the 

Jack Benny Center for the Arts, an outdoor swimming pool, outdoor 

sports courts and fields, picnic areas, playgrounds, a banquet facility, 

the Waukegan Skate Park and the Waukegan BMX track. Currently 

under construction, to be in use by Fall 2010, is an outdoor sports 

complex that will contain 4 lighted baseball fields and 14 sports 

fields that accommodate soccer, football and lacrosse. A full range of 

programs and services are offered year round for all ages, including 

special populations. Cultural events are provided by the Waukegan 

Symphony Orchestra and Concert Chorus, the Bowen Park Theatre 

Company, the Bowen Park Opera Company and the Waukegan 

History Museum. Sixty-seven authorized full-time staff and over 

250 part-time, year round, seasonal and temporary employees. The 

district is a member of the National Recreation and Park Association 

(NRPA), Illinois Association of Park Districts (IAPD), and Illinois 

Park and Recreation Association (IPRA). The district maintains 

IAPD Distinguished Agency accreditation and is also accredited with 

the Park District Risk Management Agency and maintains a Level A
