WHAT IS THE PURPOSE OF YOUR REBUITALTESTIMONY?
My rebuttal testimony supports the Entergy Arkansas, Inc.’s C‘EAI” or the
“Company”) Amended Application for a Certificate of Environmental
Compatibility and Public Need (“CECPN”) to allow the Company to
construct and operate a new 161 kV transmission line and related
substation facilities (the ”Proposed Electrical Facilities”) in Lono ke,
Pulaski, and FauIkner Counties, Arkansas. Specifically, my rebuttal
testimony will address the concerns and recommendations presented in
the prepared testimony of Mr. Clark Cotten, Senior Electrical Engineer
employed by the General Staff (Itstawl) of the Arkansas Public Service
Commission (“APSC” or the “Commission”). Mr. Cotten filed his prepared
testimony in this Docket on September 10, 2010, on behalf of the APSC
Staff. I will respond to Mr. Cotten’s recommendations which concern two
modifications the Company made to the Proposed Route which
modifications were necessary to by-pass planned residential areas that

the Company became aware of after its Application filing on June 10,

II. RESPONSE TO STAFF RECOMMENDATIONS AND COMMENTS
Q. WHAT ARE THE RECOMMENDATIONS PRESENTED BY STAFF
WITNESS, MR. COlTEN?

Code Ann Q 23-18-511 et seq, and is deficient in two areas? The
deficiencies stated are:
The Company's Application failed to address Ark. Code Ann §
23-1 8-51 1(7) which requires "an analysis of the estimated
effects on energy costs to the consumer as a result of the
construction and operation of the proposed facility."
The Environmental Impact Statement ("EIS") does not address
the environmental impact of the proposed substation as
required by Ark. Code Ann 5 23-1 8-503 (5) (E).
HOW WILLTHE COMPANY ADDRESS THESE FINDINGS?
I will respond to Recommendation I, 3, and 4 in my rebuttal testimony.
Mr. Steven G. Thornhill of Burns & McDonnelJ, who filed direct testimony
in this Docket will furnish rebuttal testimony responding to
Recummendation 2. Ms. Myra L. Talkington, Regulatory Project
Coordinator in the Revenue Requirements and Analyses Department for
Entergy Services, Inc. will respond to the first deficiency noted by
Mr. Cotten, and Mr. Thornhill will respond to the second deficiency
concerning the EIS omission in his rebuttal testimony. In addition, the
Company will file an Amended Application that will include the effects on

energy costs to customers and a Supplemental Environmental Impact
Statement (“SEIS”) that addresses the proposed substation site and is
attached to the Amended Application as EA1 Amended Application Exhibit
- E. Finally, the Amended Application will include two modifications made
to the Proposed Route (Vilonia Northeast Modification and the Lewisburg
Road Modification), and will include a revised route map showing the
Amended Proposed Route, which map is at page 14 of 18 in EAI
Amended AmIication Exhibit D.
PLEASE DESCRIBE THE MODIFICATIONS OF THE PROPOSED
ROUTE.
The Vilonia Northeast Modification was made to the route after crossing
US. Hwy 64 to the north in line segment 5 of the Proposed Route. The
revised route map in EA1 €xhibit GAB-4 of this rebuttal testimony depicts
this route. The Proposed Route, after exiting the site of the Proposed
Vilonia 161113.8 kV Substation located just south of U.S. Hwy 64,
generally runs west and north through Powell Gap. The route has been
modified to move the line away from crossing through Powell Gap to the
east by approximately 2,500 feet. The Amended Proposed Route will run
generally north after crossing US. Hwy 64, then turns north-northeast and
crosses over Cadron Ridge (approximately 2,500 feet east of Powell Gap),
and then the route turns west crossing Naytor Road and reconnects to the
Proposed Route of line Segment 5.

The Lewisburg Road Modification was made at a point in
transmission line Segment 14 (Section 22, Township 5 North, Range 1 I
West) just north of Lewisburg Road and near where the Proposed Route
crosses over Ballard Hill to the south of Lewisburg Road and then extends
north. The Proposed Route was moved east by about 300 feet which was
accomplished by moving a transmission line Segment 14 angle structure
approximately one span east.
The description of the Amended Proposed Route is:
beginning from the newly constructed Holland 8ottoms
SOO/ISl kV Substation, the proposed route exits the 161 kV
switchyard (located in Section 23, T-44, R-I 0-W, Lonoke
County) and proceeds northwest following the existing EA1
500 kV transmission line (Line #861) along the south edge of
the existing 500 kV right-of-way for approximately 4,500 feet,
crossing U.S. Hwy 671167, and continues to 500 kV
transmission line angle structure #I 02 (located in Section
14, T-4-N, R-IO-W, Lonoke County). At this point the route
turns west northwest and extends approximately 7,286 feet
crossing AR Hwy 5 into Pulaski County, turns north and runs
along the west side of AR Hwy 5 for approximately 3,187
feet to a point located in Section 9. At this point (located in
Section 9, T-4-N, R-IO-W, Pulaski County), the proposed
route turns west northwest, crosses Justice Drive, Four Mile
Hill, Larkspur Court, and McGilI Road and extends
approximate[y 18,360 feet back into the western corner of
Lonoke County to a point (located in Section 31, T-5-N, R-
10-W, Lonoke County) where the route turns due west and
extends along the north side of Wilson Hill, approximately
6,475 feet into Faulkner County. At this point (located in
Section 36, T-5-N, R-l 1 -W, Faulkner County), the proposed
route turns northwest and west for approximately 12,995
feet, crossing Mountain Springs Road and Magness Creek.
It extends over Ballard Hill to a point located in Section 22
just south of Lewisburg Road where the proposed route
turns in a northerly direction and extends approximately
16,903 feet, crossing Lewisburg Road, AR Hwy 31 9, Stanley

Road, and Cypress Valley Road where it terminates into the
proposed Vilonia 161/13.8 kV Substation located just south
of US. Hwy 64 (located in Section 3, T-5-N, R-11-W,
Faulkner County). The proposed Route exits the Vilonia
Substation to the north and extends north and then
northwest for approximately 4,400 feet crossinq US. Hwv 64
to a point just east of Navlor Road and southeast of the
Powell Gap crossing of Cadron Ridqe (located in Section 5,
T-5-N, R-11-W, FauIkner Countv). At this point the
Proposed Route extends approximately 4,200 feet in a
northeast direction, crossinq over Cadron Ridqe
japproximatelv 2,500 feet east of Powell Gap), then turns
back west crossing Naylor Road and then in a westerly
direction, crossing Simpson Road and along the north side
of Dunn Hill Circle, for approximately 22,103 feet to a point
located in Section 26, T-64, R-l2-W, Faulkner County. At
this point the proposed route turns due north and crosses
Bass Road and then turns west and runs along the north
side of Bass road for approximately 7,795 feet to a point
located in Section 27, T-64, R-12-W. At this point the
proposed route turns due south and crosses and then
parallels the south side of Bass Road for I ,I 13 feet before
turning due north and continuing west for 1,047 feet. It
terminates into the existing Hamlet 161 kV Switching Station
(located in Section 28, T-64, R-l2-W, Faulkner County).
The specific modification or change in the description of the Proposed
Route is underlined in the above paragraph.
PLEASE EXPLAIN THE REASONS WHY THE PROPOSED ROUTE
WAS MODIFIED.
The Proposed Route would have bisected a planned subdivision with lake
frontage in transmission line Segment 5 north of US. Hwy 64 and Cadron
Ridge in Section 33 (Township 6 North, Range 11 West}. The property
owner requested a meeting with Company officials to discuss a
modification to the Proposed Route that would not impact a planned

residential development to include an approximate 40 acre lake to be
constructed with the project. After reviewing a potential water crossing
requirement with the transmission design engineers and further
discussions with the landowner, the Company elected to modify its
Proposed Route by extending it approximately 0.6 miIes east to eliminate
having its transmission line over the water body. The landowner also
agreed to allow the Company to extend its line on his existing land for this
additional length prior to turning south and re-connecting to the Proposed
Route. This property owner owns a large portion of the affected property
related to the route modification.
At a point in transmission line Segment 14 (Section 22, Township 5
North, Range 1 I West) it was determined that the Proposed Route would
cross through a residential cul-de-sac that bad previousIy not been
identified. This residential area was located just north of Lewisburg Road
where the Proposed Route extends in a northerly direction after crossing
Ballard Hill. The Company redesigned the route at this point and elected
to move a Segment 14 line angle structure east by approximately one
span which would re-locate the Proposed Route approximately 300 feet to
the east of the existing residential cul-de-sac in transmission line Segment
14.
WILL THE MODIFICATIONS OF THE PROPOSED ROUTE HAVE AN
ECONOMIC IMPACT ON THE ESTIMATED COST OF THE PROJECT?

No. The cost of the project will not be substantially affected as the route
distance after the modification is approximately the same as the
Proposed Route distance and the estimated costs of property for right-of-
way will offset any other cost differentials.
WAS NOTICE OF THE AMENDED PROPOSED ROUT€ AND OTHER
APPLICATION CORRECTIONS AND PROCEDURAL CHANGES GIVEN
TO LANDOWNERS AND STATE AGENCIES ENTITLED TO NOTICE
UNDER ARKANSAS STATUTES?
Yes. The owners of property on the Amended Proposed Route on which
the Proposed Electrical Facilities would be constructed have been notified
by certified mail of EAl's Amended Application, route modifications,
interventions, and limited appearances deadlines. The Company will
notify owners of property of any future changes to the procedural schedule
and a revised public hearing date. The Company is likewise notifying
landowners that own property along the optional transmission line routes
and substation sites by first class mail of the same information. EAl's
notification also advised the landowners of the facilities to be constructed
and a description of the land where the facilities will be installed, as well
as other information required by the APSC Rules of Practice and
Procedure. A copy of the form letter of notice sent to each landowner and
a list of the landowners is attached to my direct testimony as EA1 Exhibit
GAB-5. A Certification of Proof of Service is included in this filing as

Dear Landowner:
This letter will supplement my previous letters to you of June 1: 0,201 0 and of
July 23, 2010 regarding the notification of Entergy Arkansas, Inc.'s (EA])
Application filing with the Arkansas Public Service Commission (APSC) to
construct a 161 kV transmission line in Lonoke, Pulaski, and Faulkner Counties,
Arkansas. EA1 will file an Amended Application on or about September 24, 2010
to present two modifications to its proposed route, and will file a supplement to the
Environmental Impact Statement to furnish additional information concerning the
proposed Vilonia Substation site. A revised map showing the proposed and
optional routes for the transmission facilities and the proposed and optional sites
for the Vilonia Substation is attached. The map has been revised to incorporate
the two modifications in the proposed route, which modifications are shown and
described as fo!lows. Moving a segment of the proposed transmission he
approximately 2,500 feet east from its original position in Section 5 and 32, into
Section 4 and Section 33 (Township 5 and 6 North, Range 1 I West), and moving
a segment of the proposed transmission line approximately 300 feet east from its
original position in Section 22 (Township 5 North, Range 11: West). Pursuant to
Ark. Code Ann. 5 23-18-513 and Rule 3.03(b)(3) and 7.08 of the APSC Rules of
Practice and Procedure (Rules), EA1 filed an Amended Application with the APSC
for permission to construct a 161,000 volt (I 61 kV) electric transmission line and
substation (Proposed Electrical Facilities). The approximate 20 mite, 161 kV
transmission line will connect the existing Holland Bottoms Substation near Cabot
in Lonoke County with the existing 161 kV Hamlet Switching Station located
northeast of Conway in Faulkner County. The proposed distribution substation will
be constructed near the city of Vilonia on a site just south of U.S. Hwy 64 in
Section 3. Our ownership sources indicate that your property may be near or
adjacent to the Proposed Electrical Facilities or optional transmission line routes.

The Proposed Transmission Line Route location is further described as:
The route exits the Holland Bottoms Substation (located in Section 23, T-44, R-
10-W, Lonoke County) and follows the existing EA1 5M3 kV transmjssion line (Line
#861) along the south edge of the existing 500 kV right-of-way for approximately
4,500 feet, crossing U.S. Hwy 67/167, and continues to 500 kV transmission line
angle structure #lo2 (located in Section 14, T-44, R-IO-W, Lonoke County). At
this point the route turns west northwest and extends approximately 7,286 feet
crossing AR Hwy 5 into Pulaski County, turns north and runs along the west side
of AR Hwy 5 for approximately 3,187 feet to a point located in Section 9. At this
point (located in Section 9, T-44, R-10-W, Pulaski County), the proposed route
turns west northwest, crosses Justice Drive, Four Mile Hill, Larkspur Court, and
McGill Road and extends approximately 18,360 feet back into the western corner
of Lonoke County to st point (located in Section 31, T-5-N, R-IO-W, Lonoke
County) where the route turns due west and extends along the north side of Wilson
Hill, approximately 6,475 feet into Faulkner County. At this point (located in
Section 36, T-5-N, R-11 -W, Faulkner County), the proposed route turns northwest
and west for approximatety 12,995 feet, crossing Mountain Springs Road and

Section 3, T-54, R-11-W, Faulkner County). The proposed Route exits the
Vilonia Substation to the north and extends north and then northwest for
approximately 4,400 feet crossing U.S. Hwy 64 to a point just east of Naylor Road
and southeast of the Powell Gap crossing of Cadron Ridge (located in Section 4,
T-54, R-ll-W, Faulkner County). At this point the Proposed Route extends
approximately 4,200 feet in a northeast direction, crossing over Cadron Ridge
(approximately 2,500 feet east af Powell Gap), then turns back west, crossing
Naylor Road and then in a westerly direction, crossing Simpson Road and along
the north side of Dunn Hit1 Circle, for approximately 22,138 feet to a point located
in Section 26, T-6-N, R-l2-W, Faulkner County. At this point the proposed route
turns due north and crosses Bass Road and then turns west and runs along the
north side of Bass road for approximately 7,795 feet to a point located in Section
27, T-6-N, R-12-W. At this point the proposed route turns due south and crosses
and then parallels the south side of Bass Road for 1,113 feet before turning due
north and continuing west for 1,047 feet. It terminates into the existing Hamlet 161
kV Switching Station (located in Section 28, T-6-N, R-l2-W, Faulkner County).
Information related to the filing in this matter may be obtained from the
secretary of the APSC, 1000 Center Street, Little Rock, Arkansas 72201. A copy
of the Amended Application and related filing documents associated with the
Proposed Electrical Facilities, including the Environmental Impact Statement and
supplement, is also available for inspection during normal business hours at the
following libraries in Lonoke, Putaski, and Faulkner Counties: Arlene Cherry

Pursuant to APSC Order No. 2, dated July 1, 2010, a public hearing to
consider EAl's Application for a Certificate of Environmental Compatibility and
Public Need was scheduled for October 26, 2010, at 9:30 a.m., in Hearing Room
No. 1 of the APSC Building, I000 Center Street, Little Rock, Arkansas 72201.
With the filing of the Amended Application, EA1 understands that, pursuant to Ark.
Code Ann. § 23-1 8-51 6, a hearing will be held no sooner than 40 days nor more
than 180 days after the receipt of the Amended Application. Thus, EA1 will be filing
a Motion to Amend the Procedura! Schedule in order to request that the hearing
date be postponed until a later date. EA1 will supplement this letter to you with
notice of the revised hearing date upon issuance of an APSC Order.
Interventions and limited appearances for interested persons should be filed

This letter will supplement my previous letters to you of June IO, 2010 and of
July 23, 2010 regarding the notification of Entergy Arkansas, Inc.'s (EAI)
Application filing with the Arkansas Public Service Commission (APSC) to
construct a 161 kV transmission line in Lonoke, Pulaski, and Faulkner Counties,
Arkansas. EA1 will file an Amended Application on or about September 24, 2010
to present two modifications to its proposed route, and will file a supplement to the
Environmental lmpact Statement to furnish additional information concerning the
proposed Vilonia substation site. A revised map showing the proposed and
optional routes for the transmission facilities and the proposed and optional sites
for the Vilonia Substation is attached. The map has been revised to incorporate
the two modifications in the proposed route, which modifications are shown and
described as follows. Moving a segment of the proposed transmission line
approximately 2,500 feet east from its original position in Section 5 and 32, into
Section 4 and Section 33 (Township 5 and 6 North, Range 1 i West), and moving
a segment of the proposed transmission line approximately 300 feet east from its
original position in Section 22 (Township 5 North, Range i1 West). Pursuant to
Ark. Code Ann. § 23-18-513 and Rule 3.03(6)(3) and 7.08 of the APSC Rules of
Practice and Procedure (Rules), EA1 filed an Amended Application with the APSC
for permission to construct a 161,000 volt (1 61 kv) electric transmission line and
substation (Proposed Electrical Facilities). The approximate 20 mile, 161 kV
transmission line will connect the existing Holland Bottoms Substation near Cabot
in Lonoke County with the existing 161 kV Hamlet Switching Station located
northeast of Conway in Faulkner County. The proposed distribution substation will
be constructed near the city of Vilonia.

The Proposed Transmission Line Route location is further described as:
The route exits the Holland Bottoms Substation (located in Section 23, T-4-N, R-
10-W, Lonoke County) and follows the existing EA1 500 kV transmission line (Line
#861) along the south edge of the existing 500 kV right-of-way for approximately
4,500 feet, crossing U.S. Hwy 671167, and continues to 500 kV transmission line
angle structure #I02 (located in Section 14, T-4-N, R-IO-W, Lonoke County). At
this point the route turns west norlhwest and extends approximately 7,286 feet
crossing AR Hwy 5 into Pulaski County, turns north and nrns along the west side
of AR Hwy 5 for approximately 3,187 feet to a point located in Section 9. At this
point (located in Section 9, T-4-N, R-IO-W, Pulaski County), the proposed route
turns west northwest, crosses Justice Drive, Four Mile Hill, Larkspur Court, and
McGill Road and extends approximately 18,360 feet back into the western corner
of Lonoke County to a point (located in Section 31, T-5-N, R-IO-W, Lonoke
County) where the route turns due west and extends along the north side of Wilson
Hill, approximately 6,475 feet into Faulkner County. At this point (located in
Section 36, T-5-N, R-I l-W, Faulkner County), the proposed route turns northwest
and west for approximately 12,995 feet, crossing Mountain Springs Road and
Magness Creek. It extends over Ballad Hill to a point located in Section 22 just
south of Lewisburg Road where the proposed route turns in a northerly direction
and extends approximately 16,903 feet, crossing Lewisburg Road, AR Hwy 319,
Stanley Road, and Cypress Valley Road where it terminates into the proposed
Vilonia 161/13.8 kV Substation located just south of U.S. Hwy 64 (located in
Section 3, T-5-N, R-11-W, Faulkner County). The proposed Route exits the
Vilonia Substation to the north and extends north and then northwest for
approximately 4,400 feet crossing US. Hwy 64 to a point just east of Naylor Road
and southeast of the Powell Gap crossing of Cadron Ridge (located in Section 4,
T-54, R-11-W, Faulkner County). At this point the Proposed Route extends
approximately 4,200 feet In a northeast direction, crossing over Cadron Ridge
(approximately 2,500 feet east of Powell Gap), then turns back west, crossing
Naylor Road and then in a westerly direction, crossing Simpson Road and along
the north side of Dum Hill Circle, for approximately 22,138 feet to a point located
in Section 26, T-64, R-l2-W, Faulkner County. At this point the proposed route
turns due north and crosses Bass Road and then turns west and runs along the
north side of Bass road for approximately 7,795 feet to a point located in Section
27, T-6-N, R-12-W. At this point the proposed route turns due south and crosses
and then parallels the south side of Bass Road for -l,l13 feet before turning due
north and continuing west for 1,047 feet. It terminates into the existing Hamlet 161:
kV Switching Station (located in Section 28, T-6-N, R-12-W, Fautkner County).
Information related to the filing in this matter may be obtained from the
secretary of the APSC, 1000 Center Street, Little Rock, Arkansas 72201. A copy
of the Amended Application and related filing documents associated with the
Proposed Electrical Facilities, including the Environmental Impact Statement and
supplement, is also available for inspection during normal business hours at ?he
following libraries in Lonoke, Pulaski, and Faulkner Counties: Arlene Cherry

Pursuant to APSC Order No. 2, dated July 1, 2010, a public hearing to
consider EAl's Application for a Certificate of Environmental Compatibility and
Public Need was scheduled for October 26, 2010, at 9:30 am., in Hearing Room
No. 1 of the APSC Building, 1000 Center Street, Little Rock, Arkansas 72201.
With the filing of the Amended Application, EA1 understands that, pursuant to Ark.
Code Ann. 3 23-18-516, a hearing will be held no sooner than 40 days nor more
than 180 days after the receipt of the Amended Application. Thus, EA1 will be filing
a Motion to Amend the Procedural Schedule in order to request that the hearing
date be postponed until a later date. EA1 will supplement this letter to you with
notice of the revised hearing date upon issuance of an APSC Order.
