1. Two (2) wples of thls report, propedy filled out and verified, shall be filed with the Utilities Division of the Arkansas Public<br />

Service Cornrnlsslon. Uttle Rock, Arkansas on or before the 31st day of March following the close of tho calendar year for<br />

whlch h e report is made.<br />

2. ThIs form of annual report Is prepared In conformity with the Unlform System of Accounts for PubIlc Utilities prescribed by<br />

the Publlc Servlce Cornrnlsslon. and all accounting words and phrases are to be Interpreted In accordance with the said<br />

classification.<br />

3. The word "respondenr In the Iollwing inqulrtes means the person, firm, assodatlon or wmpany In whose behaff the report<br />

Is made.<br />

4. Instructions should be CarefulIy observed, and each quesllon should be answered fully and aca~mtely. Where the word<br />

Entergy Arkansas, Inc. (previously known as Arkansas Power & light Company) as it<br />

conducted business in 2006 came into existence on October 13, 1926. Technically, the<br />

corporation was created on October 2, 1926, when the Articles of Incorporation were filed<br />

with the Secretary of State; however, no assets other than the minimum necessary to<br />

incorporate were obtained until October 13, 1926. On that date, a consolidation and<br />

merger occurred which combined with and into Entergy Arkansas, lnc. the following<br />

companies: (I) East Arkansas Power & Light Company, (2) Arkansas Central Power<br />

Company, (3) Arkansas Light & Power Company, and (4) The Pine Bluff Company. These<br />

four companies were corporations of the State of Arkansas, incorporated under the laws of<br />

this State.<br />

Additionally, effective on and as of January 1, 1981, the electric properties of Entergy<br />

Arkansas, Inc. and the Arkansas-Missouri Power Company were consolidated as<br />

authorized under the laws of the State of Arkansas. Prior to its consolidation with Entergy<br />

Arkansas, Inc., Arkansas-Missouri Power Company was a corporation of the State of<br />

Arkansas, incorporated under the laws of this State.<br />

Use of Econometric Models for Sales Forecastins:<br />

Entergy uses econometric equations to forecast sales and customers for all of its jurisdictions. These models are built<br />

using linear (least squares) regression analysis. Sales are estimated at the revenue class level for the residential and<br />

governmental classes. For the commercial and small industrial classes, sates are estimated for individuat segments<br />

(9 industrial and 18 commercial) defined using North American Industrial Classification System (NAICS) codes. Sales<br />

for the large industrials (defined as the largest 150 industrial accounts) are forecast individually using input from the<br />

responsible account managers. All customer count models are at the revenue class level.<br />

Typical variables included in the regression models are economic drivers such as economic growth, employment,<br />

household formation, industrial production indices, weather (degree days), and pricing (to account for potential<br />

elasticity). Data from both the national and operating company level (based on county-level estimates) are used in the<br />

models, the selection being based on what type of drivers make intuitive sense and produce the most robust statistics.<br />

All economic driver data are obtained from the consulting firm Moody’s €conomy.com, Some of the statistics used to<br />

evaluate validity include R-squared (a measure of the success of the regression in predicting the vatue of the<br />

dependent variable, 0.95 is a good target), p values for each individual coefficient (the probabitity that the coefficient is<br />

not vatid, -05 or less is good), the Durbin-Watson statistic (a measure of serial correlation, anything close to 2.0 is<br />

sufficient), and Mean Absolute Percentage Error (MAPE, under 3% is good). Dummy variables, monthly binaries,<br />

autoregressive and moving average techniques are also applied to reduce the level of information in the residual<br />

terms of the equations.<br />

Once per year (typicalty in July), Entergy completes a comprehensive five-year sales forecast where the econometric<br />

models are comptetely re-estimated and where each Top 150 account forecast is produced. The output of this<br />

exercise is the sales forecast that underlies Entergy’s annual five-year business plan. This forecast is typically<br />

completed during July as the first step in a multi-stage planning process that determines the hourly demand<br />

(megawatt), generation mix and fuel cost assumptions in the business plan.<br />

The factors which historically would explain the wholesale growth were considered to be the same factors<br />

that explained EAl's residential, commercial, and industrial energy growth. That is to say that the model will<br />

predict the whoIesale energy growth in the future based upon ENS residential, commercial and industrial<br />

energy forecasts and how wholesale energy has grown relative to residential, commercial, and industrial energy<br />

growth in the past.<br />

Entergy Arkansas Incorporated has a contract for wholesale sales without reserves to Union Electric. The<br />

forecast is modeled as defined by the contract.

The next step in the forecasting process is the forecasting of customer loads by revenue class with<br />

Wholesale included in the EA1 system. €AI'S current forecast was produced using ITRON's<br />

MetrixLT forecasting model.<br />

PEAK DEMAND MODEL<br />

The MetrixLT model is a traditional forecasting tool (An econometric sales forecast using historical<br />

Ioad shapes and scenario-based weather patterns). MetrixlT requires specification of several<br />

parameters in order to produce a forecast. Key parameter assumptions are as follows:<br />

Forecast input: KWh Sales (adjusted for co-generation losses) drawn from the 2007 Business Plan sales<br />

projections, plus wholesale and company use.<br />

Load Shape Development: A load shape was developed using actual EA1 revenue class loads for 2004.<br />

The actual loads were adjusted to add back an assumed level of actual interruptible loads by<br />

an assumed level of actual interruptible loads for the industrial revenue class, Le. to reflect an assumed load as<br />

If there were no interruptions, based on 2005 toad shapes.<br />

Weather input: Little Rock Weather Station - IO-Year Typical Weather (July 1996 - June2006)<br />

Developed from I O years of actual ADT (average daily temperatures), obtained from Entergy's internal<br />

OPWAQ (Operations Planning Weather Actual Query) sohare.<br />

MetrixLT produces results at the meter level. The meter level results are adjusted by Transmission and<br />

Distribution loss factors to produce results at the generation level.<br />
