c<strong>on</strong>trols. Extreme uncertainty surrounding <strong>the</strong> final handover <str<strong>on</strong>g>of</str<strong>on</strong>g> dollars has made many foreign<br />

companies to be hesitant about doing business with Venezuela. Importers <str<strong>on</strong>g>of</str<strong>on</strong>g> final goods fail to<br />

do business as well as importers <str<strong>on</strong>g>of</str<strong>on</strong>g> raw materials, which hinders <strong>the</strong> ability <str<strong>on</strong>g>of</str<strong>on</strong>g> exporting (n<strong>on</strong>-oil)<br />

firms to c<strong>on</strong>tinue <strong>the</strong>ir work. 64<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Chicken or <strong>the</strong> Ally?<br />

One <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> primary criticisms levied by <strong>the</strong> oppositi<strong>on</strong> is <strong>the</strong> charge <str<strong>on</strong>g>of</str<strong>on</strong>g> a desire by <strong>the</strong><br />

government to push <strong>the</strong> private sector out <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> import market by denying <strong>the</strong>m dollars,<br />

replacing <strong>the</strong>ir goods with imports solicited by <strong>the</strong> government from firms that align with <strong>the</strong><br />

government’s politics. When it became clear that <strong>the</strong> permit process, al<strong>on</strong>g with price c<strong>on</strong>trols<br />

was causing food shortages, <strong>the</strong> Venezuelan government sought out a way to feed its people and<br />

maintain its m<strong>on</strong>opoly <strong>on</strong> dollars in a manner c<strong>on</strong>sistent with <strong>the</strong> Bolivarian Revoluti<strong>on</strong>. That is,<br />

a manner that would not support big business, but ra<strong>the</strong>r promote <strong>the</strong> public good. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

oppositi<strong>on</strong>’s claim is that <strong>the</strong> process is actually part <str<strong>on</strong>g>of</str<strong>on</strong>g> Chávez’s move towards political and<br />

ec<strong>on</strong>omic integrati<strong>on</strong> with MERCOSUR 65 and str<strong>on</strong>ger alliances with o<strong>the</strong>r Latin American<br />

leaders who have expressed ideology closer to his and closer to that <str<strong>on</strong>g>of</str<strong>on</strong>g> Fidel Castro.<br />

This criticism is especially poignant in Venezuela’s trade relati<strong>on</strong>s since Chávez rise to<br />

power and especially since <strong>the</strong> implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> exchange c<strong>on</strong>trols. Venezuela is a member <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<strong>the</strong> Community <str<strong>on</strong>g>of</str<strong>on</strong>g> Andean Nati<strong>on</strong>s (CAN) 66 , a five-member trading block reminiscent <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

NAFTA, but much weaker than its sou<strong>the</strong>rn counterpart, MERCOSUR. <str<strong>on</strong>g>The</str<strong>on</strong>g>re is an explicit and<br />

implicit agreement to foster trade am<strong>on</strong>g <strong>the</strong> CAN countries. Recently, however, <strong>the</strong> Venezuelan<br />
