provide for her child abroad. 77<br />

In June <str<strong>on</strong>g>of</str<strong>on</strong>g> 2003, almost five m<strong>on</strong>ths after its creati<strong>on</strong>, CADIVI finally enacted a<br />

provisi<strong>on</strong> for remittances under which any pers<strong>on</strong> could solicit up to US$300 per m<strong>on</strong>th to send<br />

to family members abroad. 78 <str<strong>on</strong>g>The</str<strong>on</strong>g> solicitati<strong>on</strong> process, however, did not get any easier or faster<br />

and requires documentati<strong>on</strong> from both <strong>the</strong> sender and receiver <str<strong>on</strong>g>of</str<strong>on</strong>g> funds. Many still find it easier<br />

and more effective to buy <strong>the</strong>ir dollars <strong>on</strong> <strong>the</strong> parallel market.<br />

As many Venezuelans are finding <strong>the</strong>y are unable to make a living and thus trying to<br />

leave <strong>the</strong> country, so are many immigrants. Cruz is c<strong>on</strong>sidering moving to <strong>the</strong> interior <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />

country, a less populated regi<strong>on</strong> that she thinks is more stable, less chaotic, where she can find<br />

better paying work. 79<br />

Meanwhile, banks and investors are making excellent returns <strong>on</strong> <strong>the</strong> pegged Bolivar<br />

through currency exchanges, loans and ADR shares. Chávez’s revoluti<strong>on</strong> to empower <strong>the</strong> poor<br />

has instead brought riches to investors who were smart enough to start early 80 and <strong>on</strong>ly<br />

exacerbated poverty in already depressed areas. 81<br />

Price Distorti<strong>on</strong>s<br />

Remittances are not <strong>the</strong> <strong>on</strong>ly way that salaries have been eroded since <strong>the</strong> exchange<br />

c<strong>on</strong>trols were implemented. While price c<strong>on</strong>trols keep basic staples from becoming more<br />

expensive, <strong>the</strong>re are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten shortages, and <strong>the</strong> staples are hard to find. Goods that are not<br />

c<strong>on</strong>sidered part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> food basket are experiencing significant price changes. Electr<strong>on</strong>ics,<br />
