2002, <strong>the</strong> president <str<strong>on</strong>g>of</str<strong>on</strong>g> Sadia was Luíz Fernando Furlan, Lula’s current Minister <str<strong>on</strong>g>of</str<strong>on</strong>g> Development,<br />

Industry and Foreign Commerce. Furlan is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> many heirs <str<strong>on</strong>g>of</str<strong>on</strong>g> Sadia, and although he no<br />

l<strong>on</strong>ger serves <strong>on</strong> <strong>the</strong> executive board, he maintains his familial and m<strong>on</strong>etary links to <strong>the</strong><br />

company. As menti<strong>on</strong>ed before, <strong>the</strong> oppositi<strong>on</strong> looked up<strong>on</strong> this as a Chávez ploy to ingratiate<br />

himself with <strong>the</strong> current Brazilian administrati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> CANTV Dollar and <strong>the</strong> Parallel Market<br />

With foreign exchange literally impossible to obtain through legal means, many<br />

individuals have turned to <strong>the</strong> parallel market, buying dollars from incoming tourists, from<br />

people paid in dollars, or from those who have decided to make a living smuggling dollars. Most<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>se transacti<strong>on</strong>s that take place <strong>on</strong> <strong>the</strong> street are small, $200-$300, and do very little to help<br />

businesses make a dent in <strong>the</strong> $1 billi<strong>on</strong> worth <str<strong>on</strong>g>of</str<strong>on</strong>g> goods per m<strong>on</strong>th that was imported before <strong>the</strong><br />

exchange c<strong>on</strong>trols were enacted.<br />

Individuals with large sums <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ey to c<strong>on</strong>vert and businesses needing more substantial<br />

amounts have turned to <strong>the</strong> stock market, a legal loophole in <strong>the</strong> laws that created CADIVI and<br />

enacted <strong>the</strong> exchange c<strong>on</strong>trols. <str<strong>on</strong>g>The</str<strong>on</strong>g> Venezuelan stock market has traditi<strong>on</strong>ally been a small<br />

enterprise. A few <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> larger Venezuelan corporati<strong>on</strong>s, such as CANTV, <strong>the</strong><br />

telecommunicati<strong>on</strong>s giant, are traded in New York and can be exchanged for Bolivar- or Dollar-<br />

denominated stocks, but <strong>the</strong> petrostate model has d<strong>on</strong>e little to foment local businesses and thus<br />

<strong>the</strong> creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> viable nati<strong>on</strong>al market.<br />
