to the Nov. 8 election salary referendum, "Nobody's paying attention,"<br />

Soifer laid. "The only way to tell people something is to get<br />

their attention." The referendum will determine whether six city<br />

management employees receive their <strong>1983</strong> salaries or continue to be<br />

paid at the 1982 level. Three <strong>of</strong> the employees have fetnee left their<br />

positions. Soifer laid he invites signers <strong>of</strong> the referendum petition to<br />

state why they believe city employees shouldn't receive the raises<br />
