about the movie previews, she<br />

did remember seeing an ad<br />

that had a man in handcuffs.<br />

“It was super fast,” she<br />

said. “I don’t know what it<br />

was about.”<br />

Dugo said that anti-fraud<br />

posters were also distributed<br />

in 2009 for employers to hang<br />

in the workplace.<br />

“When there’s an economic<br />

downturn, people that<br />

tend to be financially stressed<br />

may commit fraud,” Dugo<br />

said. “We’re seeing an explosion<br />

in real estate and insurance<br />

fraud.”<br />

Dugo said the anti-fraud<br />

messages are geared toward<br />

the people who may commit<br />

insurance fraud for the very<br />

first time due to financial<br />

stress.<br />

Some examples of insurance<br />

fraud include employees<br />

faking injuries or employers<br />

denying claims, he said.<br />

“For auto insurance, it’s<br />

typically someone who sells<br />

their vehicle to (someone in)<br />

Mexico and reports it stolen<br />

to the insurance company,”<br />

he said.<br />

the swell originates, the less<br />

surf will hit us. This is due to<br />

obstacles like the Santa<br />

Barbara Channel Islands, and<br />

jutting fingers of land like<br />

Point Conception, that pinch<br />

off much of the swell.<br />

If a swell forms further<br />

west than north, we in<br />

Southern California have a<br />

much better chance of receiving<br />

more surf. Still, our conti-<br />

that I’m complaining. I, and I<br />

suspect most of you, enjoy the<br />

gentle ride produced by small<br />

clean surf. Plus, most of the<br />

sandbars and reefs in North<br />

County close out when the surf<br />

gets much beyond five feet.<br />

This swell was no exception, as<br />

beach break waves peaked and<br />

fell on the horizon, kept good<br />

form for a while and unloaded<br />

in one straight line for hundreds<br />

of yards, offering no<br />

place for a surfer to go, except<br />

including a $2 million<br />

<strong>The</strong> gap is currently $4.7 million,<br />

although a construction<br />

accident, and the owner then<br />

buys a new policy and lies<br />

about the date of the theft or<br />

damage and makes a claim,<br />

he said.<br />

This early swell brings<br />

with it optimism for an early<br />

winter. Time will tell if these<br />

waves are a sign of things to<br />

come, or waters that have<br />

become stirred up and angry at<br />

the passing of one of the best<br />

surfers who ever traveled<br />

above them.<br />

David Edwards, of the Santa Margarita Boy Scout District,<br />

has earned his Eagle rank. Edwards, 17, a member of<br />

Troop 745 is a senior at Carlsbad High School. For his<br />

Eagle project, Edwards built picnic tables for Buena Vista<br />

Elementary School in Carlsbad. Edwards said his<br />
