Foreword by the USAID Adm<strong>in</strong>istrator<br />
This report – <strong>Promot<strong>in</strong>g</strong> <strong>Competitiveness</strong> <strong>in</strong> <strong>Practice</strong>: An Assessment of<br />
Cluster-Based Approaches – was prepared by The Mitchell Group at the<br />
request of the Office of <strong>Economic</strong> <strong>Growth</strong> <strong>in</strong> USAID’s Bureau for<br />
<strong>Economic</strong> <strong>Growth</strong>, Agriculture, and Trade (EGAT). Harvard’s Michael<br />
Porter and others have led the way <strong>in</strong> suggest<strong>in</strong>g that development of<br />
dynamic and <strong>in</strong>novative bus<strong>in</strong>ess clusters is critical for countries to<br />
compete more effectively <strong>in</strong> world markets. Macroeconomic stability,<br />
strong <strong>in</strong>stitutions, and the rule of law are widely recognized as essential<br />
to economic growth. Porter’s competitiveness approach emphasizes the need to pay attention<br />
to sector-specific reforms and other aspects of the microeconomic environment <strong>in</strong> which<br />
bus<strong>in</strong>esses thrive as well as the macro context.<br />
USAID and other donors have taken up the challenge of apply<strong>in</strong>g this theory, launch<strong>in</strong>g a<br />
number of cluster-based competitiveness projects <strong>in</strong>tended to facilitate the formation of<br />
sector-specific <strong>in</strong>dustry groups. The projects identify policy constra<strong>in</strong>ts, new technologies,<br />
and new ways of work<strong>in</strong>g together that, comb<strong>in</strong>ed, are expected to <strong>in</strong>crease productivity and<br />
allow the <strong>in</strong>dustry to compete effectively <strong>in</strong> global markets. Because cluster-based<br />
approaches are grow<strong>in</strong>g <strong>in</strong> USAID and among development practitioners generally, we felt<br />
that it was important to commission an <strong>in</strong>dependent assessment of these applications of<br />
cluster theory and the results they have achieved to date.<br />
To our knowledge, this is the most comprehensive effort yet to evaluate the performance of<br />
cluster-based approaches to promot<strong>in</strong>g competitiveness <strong>in</strong> develop<strong>in</strong>g countries. Many<br />
development professionals rema<strong>in</strong> deeply skeptical of <strong>in</strong>dustry- or firm-level level work,<br />
preferr<strong>in</strong>g to emphasize efforts that develop the <strong>in</strong>vestment climate without runn<strong>in</strong>g the risk<br />
of “pick<strong>in</strong>g w<strong>in</strong>ners” or promot<strong>in</strong>g a particular sector. A careful read<strong>in</strong>g of <strong>Promot<strong>in</strong>g</strong><br />
<strong>Competitiveness</strong> <strong>in</strong> <strong>Practice</strong> suggests, however, that work at the <strong>in</strong>dustry and firm level can<br />
quickly illum<strong>in</strong>ate both macroeconomic and microeconomic constra<strong>in</strong>ts to growth and can<br />
engender a “participatory” process of reform that ensures private as well as public sector<br />
ownership. The report also offers concrete recommendations for <strong>in</strong>creas<strong>in</strong>g the effectiveness<br />
of cluster-based programs.<br />
It is my s<strong>in</strong>cere hope that this assessment will complement the impressive new <strong>in</strong>formation<br />
becom<strong>in</strong>g available on <strong>in</strong>vestment and bus<strong>in</strong>ess climates across the develop<strong>in</strong>g world. We<br />
thank the authors and The Mitchell Group Inc. for an unusually thorough and thoughtful<br />
