Cluster Development<br />
The “heart” of competitiveness <strong>in</strong>itiatives is cluster development to re-position the <strong>in</strong>dustry;<br />
“Cluster development” encompasses the<br />
process of different parts of a sector’s value<br />
Reposition<strong>in</strong>g Industries<br />
cha<strong>in</strong> com<strong>in</strong>g together to: (i) discuss issues<br />
<strong>in</strong> Sri Lanka<br />
confront<strong>in</strong>g the sector; (ii) def<strong>in</strong>e areas of<br />
common <strong>in</strong>terest; (iii) cooperatively design a<br />
strategy for advanc<strong>in</strong>g cluster<br />
competitiveness; (iv) jo<strong>in</strong>tly identify specific<br />
USAID’s <strong>Competitiveness</strong> Initiative <strong>in</strong> Sri Lanka<br />
focuses on reposition<strong>in</strong>g eight <strong>in</strong>dustries vis-à-vis<br />
global markets. For example:<br />
actions to be taken; and (v) assign<br />
responsibility for complet<strong>in</strong>g actions. The<br />

In tourism, the strategy is to reposition the<br />
<strong>in</strong>dustry beyond low cost “sun and sand”<br />
markets to higher end niches such as ecotourism<br />
a strategy and identify<strong>in</strong>g and execut<strong>in</strong>g and adventure tourism. To that end, the cluster<br />
targeted actions results <strong>in</strong> “re-position<strong>in</strong>g is:<br />
<strong>in</strong>dustry” towards niche markets, greater • creat<strong>in</strong>g a National Cycl<strong>in</strong>g Trail as an<br />
value-added products. The key difference is adventure tourism and mounta<strong>in</strong> bik<strong>in</strong>g<br />
that the strategies are devised and<br />
implemented by cluster members themselves,<br />
mak<strong>in</strong>g local ownership much more likely<br />
than if an outside advisor recommends<br />
potential paths.<br />

• establish<strong>in</strong>g a model eco-lodge to highlight Sri<br />
Lanka as an ecotourism dest<strong>in</strong>ation; and<br />
• creat<strong>in</strong>g an <strong>in</strong>dustry-driven tourism tra<strong>in</strong><strong>in</strong>g<br />
facility.<br />
Strategic Reforms of Policies, Laws and<br />
Regulations<br />
Such reforms typically emanate from the<br />
cluster development process described above.<br />
Aga<strong>in</strong>, the process of the cluster decid<strong>in</strong>g<br />
which reforms are critical to its<br />
competitiveness – and which reforms the<br />
cluster realistically can affect and change – is<br />
what differentiates policy, legal and<br />
regulatory reform under a competitiveness<br />
<strong>in</strong>itiative from other donor efforts <strong>in</strong> this<br />
arena. Rather than a donor or expatriate<br />
advisors identify<strong>in</strong>g the key reforms that are<br />
necessary or desirable, local actors with<br />
personal and professional stakes <strong>in</strong> see<strong>in</strong>g<br />
through such reforms p<strong>in</strong>po<strong>in</strong>t a particular<br />
issue as a constra<strong>in</strong>t, collectively decide to<br />
address it, and determ<strong>in</strong>e appropriate means to<br />
effect change.<br />
Chang<strong>in</strong>g the Dialogue<br />
To <strong>in</strong>fluence policy, legal and regulatory<br />
reforms, the private sector must <strong>in</strong>teract with<br />
government, the enactor of such legislation<br />

In the gem and jewelry <strong>in</strong>dustry, the cluster<br />
aims to move beyond exports of gems and<br />
capture higher value-added by design<strong>in</strong>g and<br />
export<strong>in</strong>g unique and “branded” jewelry. The<br />
cluster is:<br />
• creat<strong>in</strong>g the “Ceylon Sapphire” brand<strong>in</strong>g<br />
program that engages the <strong>in</strong>dustry <strong>in</strong><br />
develop<strong>in</strong>g a new l<strong>in</strong>e of jewelry with a worldrenowned<br />
designer;<br />
• establish<strong>in</strong>g a free-stand<strong>in</strong>g Gem & Jewelry<br />
Institute to provide advanced tra<strong>in</strong><strong>in</strong>g and<br />
services for the <strong>in</strong>dustry; and<br />
• establish<strong>in</strong>g an <strong>in</strong>ternationally-accredited gem<br />
laboratory <strong>in</strong> Sri Lanka that will certify the<br />
quality of gemstones and, thus, <strong>in</strong>crease their<br />
value.<br />
In <strong>in</strong>formation and communications technology<br />
(ICT), the cluster strategy focuses on improv<strong>in</strong>g<br />
the overall bus<strong>in</strong>ess climate. To that end, the<br />
cluster has:<br />
• developed specific policy recommendations<br />
needed for ICT growth; and<br />
• launched three centers of excellence, focused<br />
on e-learn<strong>in</strong>g, project management and, egovernment.
