City Council
Holds Meeting
At the January meeting of
the Blue Rapids City Council
last Wednesday the Council
approved a bid from Don
Osborne in the amount of $350
to purchase lot 35 on Genesee
Street was accepted.
(Editor’s Note: This is an
empty lot next to the Osborne
home accross the street west of
the Methodist Church.)
1. The Council re-appointed
Sarah Toerber to a three-year
term on the planning commission.
2. The purchase of roofing
materials ($629.50) as quoted
by Hometown Lumber to
replace the roof on the bathhouse
was approved.
(Editor’s Note: The bath
house is located in the Fair
Grounds and the City and the
Fair board have made an
agreement that the Fair board
would repair the roof if the
City purchased the materials.)
3. Placing more stop signs
around the city died for lack of
a motion.
4. Council designated State
Bank of Blue Rapids as the
official bank per K.S.A. 9-
1401 designated The Telegraph
as the official newspaper per
K.S.A. 12-651.
(Editor’s Note: The Council
ask about designating the Free
Press but was told the paper is
not a legal newspaper because
they do not charge for subscriptions.)
5. A continued public hearing
on nuisance birds at 1200
Genesee was opened at 7:30
p.m. Mr. Kruse did not appear
until 7:35 p.m. Mr. Kruse stated
that he still has 10 geese on
his property, they are penned
and he is not able to sell them
without a federal permit which
he stated he has applied for.
Council voted to dismiss the
case until which time Mr.
Kruse either obtains more than
ten (10) birds or the birds
become a nuisance.
(Editor’s Note: This property
was declaired a public nuisance
because of a large number of
bird on the property. The geese
On the 14th of January, 2012
there were 4 intentionally set
grass fires in Marshall County.
The first being called in at
0125 a.m. at 14th and Osage
Rd.
The second and third fires
fire was called in simultaneously
at 0235 a.m. North of
U.S. 36 between 14th and 15th
roads.
The 4th fire was called into
dispatch at 0240.a.m. in the
1000 section of 13th road. Fire
Departments responding to
these numerous calls were
are protected by the Federal
Government and the Council
felt that Mr. Kruse had
removed what was considered
a nuisance.)
6. Council voted to accept
the contract awards as awarded
for CDBG grant 11-HR-030
and to receive the city’s wellhead
protection plan as it exists
with no changes.
7. Soybeans harvested from
the industrial park land will be
sold.
8. By consensus, the council
decided to pursue the demolition
with grant funds of a
house owned by Jean Thornton
for as long as no funds are
expended in the process. The
Kansas Historical Society has
determined the house at 321 W.
6th to be “potentially eligible”
for listing in the National
Register of Historic Places
which affects the use of federal
funds for demolition.
(Editor’s Note: The house
has been determined to be
“potentially eligible” but it is
in very poor condition and the
City must document the problems
before any demolition can
take place.)
Kelsey Osborne Weds Megan Chaffee
Megan Chaffee and Kelsey
Osborne were married
September 10, 2011 at First
Covenant Church, Salina. The
ceremony was officiated by
Pastor Doug McHenry. The
bride's parents are Mark and
Barb Chaffee of Salina and the
grooms parents are Jim and
Shelli Osborne of Blue Rapids.
Grandparents of the groom
are Donald and Roberta
Osborne and Irma Lupher, of
Blue Rapids and the late Kelly
Lupher. The bride's grandparents
are Harold Chaffee of
Lincoln, NE and the late Wilma
Jean Chaffee and Marvin and
Mildred Pickel.
Erica Ring, friend of the
bride was maid of honor.
Bridesmaids were Dani
Wiesen, friend of the bride;
Sara Chaffee, sister of the
bride; and Samantha Osborne,
sister of the groom.
Best man was Cody
Osborne, brother of the groom.
Groomsmen were Jerred
Snyder, friend of the groom;
Ryan Bishop, friend of the
groom; and Dan Swearingen,
It’s fun watching a puppy
grow. Seeing a dog grow and
learn is one of the benefits of
taking the dog project in 4-H.
Today we’ll learn about a group
of people involved with the 4-
H dog project who not only
developed their dogs, they
helped develop a new service
which is now benefitting hundreds
of people with disabilities.
Glenda Keller is a long-time
K-State Research and
Extension agent in Washington
County. She explained that, in
the 1980s, she had 4-H members
in the dog project who
were raising puppies for out-ofstate
guide dog services. As the
4-Hers tracked where those
dogs went, they found that virtually
none of the dogs were
being placed in the Midwest.
The dogs were being shipped to
the populated areas on the east
and west coast.
So, 4-H leaders and others in
Washington County wanted to
set up a service through which
dogs could be trained to serve
people with disabilities in the
central section of the country.
All Your Ag Needs
The ring bearers/flower boys
were Cooper and Caden
Purcell, cousins of the bride.
The candle lighters were
Megan Ortega and Chelsea
Weber, cousins of the groom.
Ushers were Hubert, Trenton
and Ryan Tiemeyer, cousins of
the groom. Scripture was read
by Kristal Baumgartner, friend
of the couple. The pianist was
Coleen Warkentin and the
vocalist was Sara Chaffee, sister
of the bride.
Following the ceremony a
reception, dinner and dance
was held at the Salina Country
Club. The reception hosts and
hostesses were Tom and Phyllis
Pickel, uncle and aunt of the
bride; and Ken, Debbie,
Kendra, Kylie and Kayla
Hanson, friends of the bride.
The groom is a graduate of
Kansas State University-Salina.
He is a pilot for Seaport
Airlines. The bride is a graduate
of Kansas State University.
She works in the customer
service department at Seaport
Airlines.
They are at home in
Memphis, TN.
In 1990, these leaders organized
the Kansas Specialty Dog
Service, also known as KSDS
Inc. It was established in the
county seat: the rural community
of Washington, population
1,197 people. Now, that’s
rural.
A former restaurant building
in Washington was available. It
became the dog training center
with a canine housing unit next
door. Local volunteers set out
to train dogs to assist people
who are blind or otherwise
handicapped.
KSDS now offers three separate
programs: Guide dogs to
help the visually impaired,
service dogs to help those who
are physically impaired, and
social dogs which are utilized
in medical settings, by educational
facilities, and by social
work professionals.
The primary breeds of dogs
used in this service are yellow
and black Labrador retrievers
and golden retrievers. Most of
the dogs are born and bred in
Washington County, and then
placed with puppy raisers
across 17 states. The puppy
raisers care for the dogs from
the age of eight weeks to 18 or
20 weeks, at which point the
dogs come back to Washington.
All of the dogs are screened
at the K-State veterinary school
to evaluate their temperament
and physical characteristics
such as the dogs’ eyes and hips.
If a dog should not meet the
standard for some reason, the
puppy raisers get first choice to
acquire the dog. If the puppy
raiser declines, there is a waiting
list of others who are interested
in the dogs.
But those dogs that do pass
are slated for a rewarding
career as an assistance dog.
KSDS trainers evaluate what
type of service work the dog is
best suited for, and what type of
training would be most appropriate
for them.
Meanwhile, KSDS receives
applications from individuals
who have a need for a service
dog trained for special needs.
In order to help understand the
type of setting in which the dog
will work, applicants might be
asked to send in a video of their
home and surroundings. KSDS
will evaluate the physical
demands and type of assistance
needed, and then try to find the
ideal match of the person and
the dog. When the dog is two
years old, it will be matched
and placed with a person.
Remarkably, this service is
free of charge to the recipients.
“The Benders” Come To Waterville
The Waterville Opera House
and the Weaver Hotel will team
up on Saturday, February 11,
2012 to provide an evening of
dining enjoyment and entertainment
in Waterville, Kansas.
There will be a Valentine’s
Dinner, followed with a performance
by the “The Benders”
a 50s& 60s Rock Band from
Wichita, Kansas,
Drummer and vocalist Byron
Brewer first fronted "The
Benders" on Oct. 28, 1985.
Coincidently, that was also the
time of his most recent haircut.
As the leader of "The Benders"
Byron often claims that his hair
is more popular than he is.
Joining Byron in the fourman
group that produces
melodius 50s and 60s show
tunes are saxophonist / vocalist
Kevin May, guitarist / vocalist
Johnny Cruz fresh from a 4
year vacation, and Bassist
Larry "Campy" Campanello.
May, who has been playing
both guitar and saxophone for
over 40 years, grew up in
Wichita and attended Wichita
State University, where he
studied music, May went on to
teach at Wichita State before
joining "The Benders in 1990.
In 1998, May left "The
Benders" for a gig with the
internationally acclaimed
group "Roomful of blues." As a
member of that group, May
was able to perform with artists
such as Ray Charles, Ike
Turner, and The Blues Brothers
Band. A desire to raise his family
in the Wichita brought
Kevin back to the Midwest in
1999, and he re-joined "The
Benders" in 2003.
Guitarist Cruz is a Law
enforcement officer when not
rocking and after a 4 year
retirement brings back to the
stage his polished vocal and
guitar skills.
Rounding out The Benders is
Bassist Larry "Campy"
Campanello. Recently re-joining
the band after a two year
"vacation " Campy brings his
unique bass, vocal and fashion
flare to the band in addition to
the often imitated but never
duplicated "Campy Shuffle"
One of the most common
questions besides "Is that your
real hair?" is how the group
gets its name, "The Benders".
This is a question, the group
says, that has a combination of
answers, one gruesome and one
logical.
The unique answer to that
question is that one day when
looking for a group name, the
men stumbled across a newspaper
clipping that told of a family
in Southeastern Kansas with
the last name of Benders. As
the story goes, the Benders
family set up a restaurant and
were suspected of murdering
some of their diners.
Making a long story short,
the men combined the fact that
many of the great bands from
the 1950s used the naming format
of "The _______," and the
story they found about the
Benders in the mid-nineteenth
century, to come up with the
benders.
Glenda Keller, now retired
from K-State Research and
the KSDS Board of Directors.
“We’ve defied all odds to be
successful here,” Glenda said.
“There were a lot of naysayers
when we got started. But these
dogs are changing the lives of
the people they work with. It’s
almost a miracle,” she said.
It’s fun watching a puppy
grow. It can be rewarding to see
a dog grow and develop, as we
experienced in the 4-H dog
project. Glenda Keller and
other 4-H leaders have made a
difference by helping their 4-
Hers and their dogs to grow,
and by helping the Kansas
Specialty Dog Service to grow
as well.
And there’s more. Next
week, we’ll learn about the
remarkable performance of
these assistance dogs in the
day-to-day life of their owners.
Are you looking for ideas to
improve your finances in the
New Year? Saving even $20 a
month at 6% interest can really
make a difference thanks to the
power of compounding interest.
In 10 years $2,400 in contributions
will total $3,265; in
20 years $4,800 in contributions
will total $9,113 and in 30
years the $7,200 contributed
will total $19,585.
The most common excuse
for not saving is “too many
other expenses.” Here are
some ideas for finding an extra
$20 a month to save.
* When it’s time to renew
ance, compare rates with other
companies. How much can
you save if you increase your
deductible? Consider consolidating
all types of coverage
with one company that offers a
discount for doing this.
* Stop the special features on
your phone service like call
waiting, call forwarding, and
text messaging.
* Cancel the premium cable
TV channels you rarely or
never watch.
* Check with local phone
and utility companies to see if
they offer service packages at
discount prices that include
local phone service, internet
access, cell phones, cable TV,
etc.
* Toss your pocket change
Plan too for saving unexpected
income. If you’ll be
getting a pay raise this year put
some of it away in savings.
And if you get a tax refund and
it’s a big check, consider saving
at least half of it.
As you put away money in
savings set financial goals.
You’ll be much more disciplined
to save and stay focused
if you have a goal in mind.
Perhaps it’s for retirement, education,
A popular question I get
asked several times a week is
what is land cash renting for, or
what is land in Marshall
County worth? Both are not
easy answers because primarily
the rental rates and land values
vary with the type, productivity
of the land(s) discussed, production
practices, and how
much someone wants the land.
When discussing cash rental
rates and land values, everything
is subject to negotiation.
Each landlord and tenant, or
land purchasing situation may
have different values.
Good communication
between landlord and tenant is
the key to having a successful
lease arrangement. Both par-
ties need to evaluate their contributions
in a share lease
arrangement, especially when
considering no-till and review
cash rental rates. Lately, I have
worked with landlords and tenants
who have not renegotiated
their leases for years. In one
case, when I was working with
a landlord and I asked what the
cash rental rate was for cropland
involved in the discussion
and the landlord’s cash rental
rate quoted was the average
cash rental rate in 1998. The
rent has not been adjusted for
13 years! Tenants and landlords
should at least be discussing
their leases every three
Reviewing leases is not just
for cash leases. Crop-share
leases should at least be
reviewed every three to five
years, as well. Land values,
crop market prices, and input
costs have a huge impact on the
share percentages in a cropshare
lease. Don’t just assume
50/50, 60/40, or 1/3 / 2/3
arrangements will work for
your situation. Your situation
may be different now and fine
tuning may be needed.
I strongly recommend putting
leases in writing.
Also, landlords need to
remember that if you intend to
remove a tenant from an oral
lease, you need to do this in
writing at least 30 days before
March 1. Remember that 2012
is a leap year, so 30 days prior
to March 1 will be February 1,
waiting until the last minute to
