1. I am an Assistant Attorney General <strong>in</strong> the Wiscons<strong>in</strong> Attorney General's Office.<br />
I am admitted to practice <strong>in</strong> the State <strong>of</strong> Wiscons<strong>in</strong> and before this Court. The State <strong>of</strong><br />
Wiscons<strong>in</strong> is a pla<strong>in</strong>tiff <strong>in</strong> the above-captioned case.<br />
2. I make this <strong>Declaration</strong> <strong>in</strong> support <strong>of</strong> the Jo<strong>in</strong>t Application <strong>of</strong> the States <strong>of</strong><br />
Arkansas, California, Florida, Michigan, Missouri, New York, West Virg<strong>in</strong>ia, and Wiscons<strong>in</strong> for<br />
an Award <strong>of</strong> Attorneys' Fees and Reimbursement <strong>of</strong> Costs <strong>in</strong> the above-captioned litigation. The<br />
time expended <strong>in</strong> prepar<strong>in</strong>g this <strong>Declaration</strong> is not <strong>in</strong>cluded <strong>in</strong> the Application.<br />
3. Pursuant to the Court’s Pretrial Order No. 1, the State <strong>of</strong> Wiscons<strong>in</strong> has prepared<br />
contemporaneous time and expense records, and has periodically submitted those records to the<br />
Missouri Attorney General's <strong>of</strong>fice. A summary <strong>of</strong> the State <strong>of</strong> Wiscons<strong>in</strong>'s time and expense<br />
reports for both the pre- and post- compla<strong>in</strong>t period are attached hereto as part <strong>of</strong> composite<br />
<strong>Exhibit</strong> 1-C.<br />

Pre-Compla<strong>in</strong>t Investigation<br />
4. Together with the other States jo<strong>in</strong><strong>in</strong>g the Application, Wiscons<strong>in</strong> participated <strong>in</strong><br />
the pre-compla<strong>in</strong>t <strong>in</strong>vestigation <strong>of</strong> the defendants' alleged price-fix<strong>in</strong>g <strong>of</strong> <strong>LCD</strong>-TFT products.<br />
Wiscons<strong>in</strong>'s participation <strong>in</strong> the pre-compla<strong>in</strong>t <strong>in</strong>vestigation began <strong>in</strong> 2010. Wiscons<strong>in</strong>’s pre-<br />
compla<strong>in</strong>t <strong>in</strong>vestigation was extensive and <strong>in</strong>cluded the follow<strong>in</strong>g tasks:<br />
a) Review and execution <strong>of</strong> toll<strong>in</strong>g agreements with multiple corporations<br />
that we believed to be <strong>in</strong>volved <strong>in</strong> the alleged <strong>LCD</strong>-TFT cartel.<br />
b) Contact<strong>in</strong>g state agencies to determ<strong>in</strong>e purchase volume.<br />
c) Review<strong>in</strong>g expert reports.<br />

Litigation <strong>in</strong> the MDL<br />
d) Participation by telephone <strong>in</strong> a pr<strong>of</strong>fer session with executives from<br />
Chunghwa Picture Tubes.<br />
e) Discussed underly<strong>in</strong>g <strong>in</strong>vestigation with the multistate group.<br />
f) Negotiation and execution <strong>of</strong> common <strong>in</strong>terest and cost share agreements<br />
with the multistate group to ensure <strong>in</strong>vestigative efficiency.<br />
6. On August 17, 2010, the States <strong>of</strong> Arkansas, Michigan, Missouri, West Virg<strong>in</strong>ia,<br />
and Wiscons<strong>in</strong> (the “States”) jo<strong>in</strong>tly filed a civil law enforcement action (“Compla<strong>in</strong>t”) <strong>in</strong> this<br />
Court aga<strong>in</strong>st Defendants <strong>in</strong> the above-captioned case for claims aris<strong>in</strong>g under the laws <strong>of</strong> their<br />
respective States and the Sherman Act.<br />
7. On November 30, 2010, Defendants filed a Motion to Dismiss the States’<br />
Compla<strong>in</strong>t. On January 28, 2011, the States filed a Response to Defendants’ Motion to Dismiss.<br />
Wiscons<strong>in</strong> participated <strong>in</strong> the response brief<strong>in</strong>g and specifically responded to Defendants’<br />
arguments regard<strong>in</strong>g Wiscons<strong>in</strong>’s assignment claims. Wiscons<strong>in</strong> argued the motion at the<br />
Court’s hear<strong>in</strong>g on the motion on February 18, 2011, <strong>in</strong> person, which required travel to San<br />
Francisco, as detailed <strong>in</strong> exhibits 8-A and 8-B.<br />
8. Between December 2010 and February 2011, Wiscons<strong>in</strong> prepared for <strong>in</strong>itial<br />
mediation sessions between the States, the Indirect Purchaser Pla<strong>in</strong>tiffs, and the Defendants.<br />
Wiscons<strong>in</strong> searched for and produced thousands <strong>of</strong> documents as part <strong>of</strong> the pre-mediation<br />
submissions required by the mediator.<br />

9. Wiscons<strong>in</strong> responded to the extensive discovery requests propounded on it by<br />
Defendants. Wiscons<strong>in</strong> reviewed and produced over 35,000 pages <strong>of</strong> documents from its state<br />
agencies <strong>in</strong> response to Defendants' document requests.<br />
10. Defendants noticed and took a 30(b)(6) deposition <strong>of</strong> an <strong>in</strong>dividual from one <strong>of</strong><br />
Wiscons<strong>in</strong>’s state agencies on December 21, 2011, which required Wiscons<strong>in</strong> to prepare and<br />
defend the deponent.<br />
11. Wiscons<strong>in</strong> prepared extensively and participated <strong>in</strong> person at mediation sessions<br />
<strong>in</strong> San Francisco on February 15, 2011, and February 16, 2011, which required travel to San<br />
Francisco as detailed <strong>in</strong> exhibits 8-A and 8-B.<br />
12. Wiscons<strong>in</strong> participated by telephone <strong>in</strong> the Deposition <strong>of</strong> Gabriele Piperno from<br />
Dell jo<strong>in</strong>tly with IPP class counsel on March 8, 2011.<br />
Settlement<br />
13. Wiscons<strong>in</strong> reviewed and commented on the drafts <strong>of</strong> the proposed settlements and<br />
penalty agreements.<br />

14. Wiscons<strong>in</strong> reviewed and commented on drafts <strong>of</strong> the prelim<strong>in</strong>ary approval<br />
15. Wiscons<strong>in</strong> reviewed and commented on drafts <strong>of</strong> the class notice forms and<br />
claims forms, and reviewed the class website.<br />
16. To date, Wiscons<strong>in</strong> has spent approximately 168.6 hours <strong>of</strong> attorney time <strong>in</strong><br />
furtherance <strong>of</strong> the pre-compla<strong>in</strong>t <strong>in</strong>vestigation, litigation and settlement <strong>of</strong> this matter as<br />
summarized above and <strong>in</strong> the attached exhibits. The total amount <strong>of</strong> fees that the State <strong>of</strong><br />
Wiscons<strong>in</strong> seeks is $50,537.85. Included with the Motion as <strong>Exhibit</strong> 1-C attached to the Jo<strong>in</strong>t<br />

<strong>Declaration</strong> <strong>of</strong> Elizabeth A. Brady and Anne E. Schneider is a more detailed breakdown <strong>of</strong><br />
Wiscons<strong>in</strong>'s time and bill<strong>in</strong>g rates.<br />
17. The hourly rates billed by Wiscons<strong>in</strong> for attorney time vary based upon the level<br />
<strong>of</strong> experience and expertise <strong>of</strong> the <strong>in</strong>dividual, and reflect the prevail<strong>in</strong>g rates charged by<br />
attorneys <strong>in</strong> San Francisco accord<strong>in</strong>g to the Laffey matrix.<br />
18. All <strong>of</strong> the forego<strong>in</strong>g time spent by employees <strong>of</strong> the Wiscons<strong>in</strong> Attorney<br />
General’s <strong>of</strong>fice <strong>in</strong> connection with this litigation was reasonable and necessary and appropriate<br />
for the successful litigation and resolution <strong>of</strong> this action.<br />
19. Additionally, the State <strong>of</strong> Wiscons<strong>in</strong> has <strong>in</strong>curred additional costs <strong>in</strong> connection<br />
with this litigation that are reimbursable, <strong>in</strong>clud<strong>in</strong>g travel expenses for attendance at several court<br />
hear<strong>in</strong>gs and court-ordered mediation <strong>in</strong> San Francisco as well as additional miscellaneous<br />
expenses. A summary <strong>of</strong> Wiscons<strong>in</strong>’s Travel Expenses is attached as <strong>Exhibit</strong> 8-A to this<br />
declaration, followed by copies <strong>of</strong> the underly<strong>in</strong>g travel expense reports attached as <strong>Exhibit</strong> 8-B.<br />
20. All <strong>of</strong> the forego<strong>in</strong>g costs were <strong>in</strong>curred by the State <strong>of</strong> Wiscons<strong>in</strong> <strong>in</strong> connection<br />
with this litigation, were reasonable <strong>in</strong> amount, and were necessary and appropriate for the<br />
successful litigation and resolution <strong>of</strong> this action.<br />
21. In summary, Wiscons<strong>in</strong> <strong>in</strong>curred a total <strong>of</strong> $1311 <strong>in</strong> unreimbursed expenses, all <strong>of</strong><br />
which were reasonable and necessary for the prosecution <strong>of</strong> his ligation. This entire amount was<br />
for travel, meals and lodg<strong>in</strong>g.<br />
I declare under penalty <strong>of</strong> perjury pursuant to the laws <strong>of</strong> the State <strong>of</strong> Wiscons<strong>in</strong> that the<br />
forego<strong>in</strong>g statements <strong>of</strong> fact are true and correct.<br />
