10.22 The email was sent on 16 June 2010 to a senior LBE human resources manager <strong>and</strong><br />

copied to ano<strong>the</strong>r manager. team manager 1 introduced <strong>the</strong> email by saying she had had a<br />

phone conversation with senior social worker 1 who told her he was planning to return to<br />

work after his sick leave in August. She said that this was when his salary was to be<br />

halved. We set out below extracts from <strong>the</strong> email:<br />

“I have serious concerns if he is merely to return to his post <strong>and</strong> I feel that <strong>the</strong><br />

risks continue to be high.”<br />

“What can we do as I do not feel he is safe to practice?”<br />

“Can you please respond as a priority as I am very concerned.”<br />

10.23 Senior social worker 1 was transferred out of <strong>the</strong> CMHT <strong>and</strong> to a junior position 16<br />

months later.<br />

10.24 In senior social worker 1’s response to draft of this report he said:<br />

“The fact that I returned to work around <strong>the</strong> same time that I was due to go on<br />

half pay is purely coincidental <strong>and</strong> I only returned because my doctor had<br />

concluded that I was fit to return to work.”<br />

The reason for senior social worker 1’s return to work has no bearing on our<br />

<strong>investigation</strong> <strong>and</strong> we <strong>the</strong>refore make no finding about it.<br />

10.25 We asked <strong>the</strong> head of community <strong>care</strong> services about <strong>the</strong> trust’s management of<br />

senior social worker 1. She said:<br />
