The three <strong>SHA</strong> <strong>H<strong>and</strong>over</strong> <strong>Reports</strong> are attached at Appendix 2, 3 <strong>and</strong> 4.<br />

3. Proposed Actions for <strong>NHS</strong> North of Engl<strong>and</strong><br />

3.1 The three <strong>SHA</strong> reports were received on October 3 rd , <strong>and</strong> are now<br />

being assessed <strong>and</strong> reviewed by <strong>the</strong> Executive Team with specific<br />

issues being led by <strong>the</strong> relevant Executive Director.<br />

3.2 It is proposed that Executive Team review <strong>the</strong> reports in detail, <strong>and</strong><br />

provide a report for <strong>the</strong> <strong>SHA</strong> Cluster Board to advise <strong>the</strong>m of <strong>the</strong> key<br />

issues <strong>and</strong> concerns arising from <strong>the</strong> reports, <strong>and</strong> <strong>the</strong> proposed<br />

mitigating actions.<br />

3.3 David Nicholson has requested that Ian Cumming <strong>and</strong> Bruce Keogh<br />

(National Quality Board) meet with each of <strong>the</strong> <strong>SHA</strong> Cluster CEOs to<br />

review <strong>the</strong> process of h<strong>and</strong>over <strong>and</strong> identify <strong>the</strong> top ten concerns <strong>and</strong><br />

associated actions for each Cluster.<br />

4. Next Steps<br />

This report summarises <strong>the</strong> reasons for preparation of legacy/ h<strong>and</strong>over<br />

documents, <strong>the</strong> process PCT Clusters <strong>and</strong> <strong>SHA</strong>s have embarked upon in this<br />

regard, <strong>and</strong> <strong>the</strong> process <strong>the</strong> new <strong>SHA</strong> Cluster proposes to take in order to<br />

identify <strong>the</strong> priority areas for action.<br />

The three <strong>SHA</strong> h<strong>and</strong>over documents are included as appendices to this<br />

paper, <strong>and</strong> <strong>the</strong> board is asked to note that <strong>the</strong> purpose of <strong>the</strong>se documents is<br />

to provide a position statement to assist <strong>the</strong> h<strong>and</strong>over to <strong>the</strong> new Cluster<br />

management team, supplemented by a series of 1:1s <strong>and</strong> team h<strong>and</strong>overs,<br />

<strong>and</strong> is <strong>the</strong>refore a snapshot in time, but will provide <strong>the</strong> foundation for our<br />

knowledge base that will need to be continually updated through Board<br />

reporting moving forward to <strong>the</strong> h<strong>and</strong>over to <strong>the</strong> new <strong>NHS</strong> Commissioning<br />

Board in 2013. The process we have embarked upon is more rigorous than<br />

any <strong>the</strong> <strong>NHS</strong> has ever implemented before, <strong>and</strong> provides a useful foundation<br />

for our new <strong>SHA</strong> Cluster to build upon <strong>and</strong> take forward.<br />

The <strong>NHS</strong> Medical Director, Sir Bruce Keogh, <strong>and</strong> Professor Ian Cumming,<br />

Managing Director for Quality during Transition, will shortly be visiting each<br />

<strong>SHA</strong> Cluster to assure <strong>the</strong>mselves of <strong>the</strong> process we have carried out, <strong>and</strong> to<br />

identify key issues <strong>and</strong> <strong>the</strong>mes with a view to sharing best practice <strong>and</strong>/or<br />

providing national support <strong>and</strong> advice where appropriate.<br />
