issue, with cases significantly above trajectory at month 4 of 2011/12. Action is being<br />

taken by <strong>the</strong> <strong>SHA</strong>, cluster <strong>and</strong> local systems (particularly Sheffield) to address this. In<br />

addition, <strong>the</strong> <strong>SHA</strong> Medical Director is working with Doncaster <strong>and</strong> Bassetlaw <strong>NHS</strong> FT<br />

<strong>and</strong> <strong>the</strong> cluster about issues of clinical quality <strong>and</strong> education at <strong>the</strong> FT.<br />

54. The South <strong>Yorkshire</strong> <strong>and</strong> Bassetlaw cluster has a history of strong performance <strong>and</strong><br />

financial management. Despite this 2010‐11 was a difficult year financially for<br />

Sheffield PCT, with pressures associated with non‐elective activity, continuing<br />

healthcare <strong>and</strong> slippage in planned efficiencies.<br />

55. On QIPP, while individual commissioner plans are generally strong, it is clear that<br />

<strong>the</strong>re are still challenges to be addressed in terms of aligning approaches across <strong>the</strong><br />

cluster, <strong>and</strong> developing a whole system approach.<br />

56. On commissioning development, emerging CCGs coterminous with current PCTs are<br />

in place in Bassetlaw, Doncaster, Ro<strong>the</strong>rham <strong>and</strong> Sheffield. However, in Barnsley,<br />

GPs are having difficulties agreeing configuration arrangements <strong>and</strong> fur<strong>the</strong>r<br />

discussions are taking place to resolve <strong>the</strong>se issues.<br />

57. The cluster area does not have any non‐FT organisations <strong>and</strong> no major outst<strong>and</strong>ing<br />

TCS issues. Bassetlaw’s community services are not transferring to Ro<strong>the</strong>rham FT as<br />

previously planned due to <strong>the</strong> FT’s recent Monitor financial risk down‐grading; working with<br />

<strong>NHS</strong> Bassetlaw <strong>the</strong> cluster has agreed to integrate <strong>the</strong> services with Nottinghamshire<br />

Healthcare <strong>NHS</strong> Trust with staff transfer completed hopefully for 1 st November 2011. <strong>NHS</strong><br />

begun consultation about <strong>the</strong> future configuration of acute medical <strong>and</strong><br />

intermediate care services.<br />

58. South <strong>Yorkshire</strong> areas have made good progress in delivering improved health<br />

outcomes across a range of indicators. Challenges remain but local areas have good<br />

plans <strong>and</strong> robust partnerships.<br />

59. <strong>NHS</strong> Barnsley hosts <strong>the</strong> region’s specialist commissioning group which is highly<br />

regarded by all PCT clusters. It has for instance, taken on <strong>the</strong> commissioning of<br />

additional services at <strong>the</strong> request of all <strong>Yorkshire</strong> <strong>and</strong> <strong>the</strong> <strong>Humber</strong> cluster PCTs <strong>and</strong><br />

as part of QIPP planning. The SCG also hosts a number of clinical networks <strong>and</strong> has a<br />

strong history service development through effective joint working with <strong>the</strong>se<br />

networks.<br />

Key challenges going forward<br />

60. In summary, while performance in <strong>the</strong> region has been very strong, <strong>the</strong>re are a<br />

number of risks we have undertaken to mitigate in <strong>the</strong> interests of patients <strong>and</strong> <strong>the</strong><br />

local community.
