Confucius Institute at Portland State University
The Confucius Institute at PSU (CI-PSU), the 11 th such institute in
the U.S., officially opened on May 16, 2007, after Portland State
University signed an agreement in January 2007 with The Office of
Chinese Language Council International (Hanban). Portland State’s
Confucius Institute is to promote educational exchange and
cooperation between the US and the PRC, and jointly develops academic exchange programs with its
partner school Soochow University. CI-PSU is a non-degree granting entity that supports
community outreach and development of non-degree China area studies and language programs,
including events and outreach (in cooperation with other civic organizations) on Chinese language,
culture, history, politics, economics, sociology, philosophy and allied areas of scholarship and
interest. Additionally, CI-PSU offers short-term courses in cultural awareness and Chinese language
training programs for primary and secondary teachers in Oregon and the greater Portland area, hosts
regional and international conferences; hosts Hanyu Shuiping Kaoshi (HSK/YCT/BCT) Chinese
Language Proficiency Tests; organizes high school China summer camps and K-12 school principals
to visit China; and, in conjunction with PSU’s International Education Office, develops and promotes
curricula for study abroad programs in China. The CI-PSU is rapidly becoming an important window
for the local community and the general public in the region to learn about China and Chinese
culture.

展社区拓展项目和非学分制中国语言和文化教学及学术研究活动;努力提高社区及整个地区的
汉语普及水平及对中国的全面了解;提供促进汉语和中国文化传播的教育资源和服务,包括与
校内和其他社会机构合作开展中国语言、文化、历史、政治、经济、社会、哲学及相关学术和
兴趣等领域的交流活动、系列讲座及扩展服务;为到中国经商旅游工作留学人员提供短期培训;
开展面向俄勒冈州及波特兰公立学区的扩展活动,这些活动包括:中小学汉语教师短期培训项
目,为当地中小学及各类中文学校的汉语教师提供培训、咨询和支持;为本地区的汉语教师和
学生提供汉语教材;为波州大开发非学分制中国语言文化研究及课程;组织并举办国际国内及
区域性学术会议;举办汉语水平考试、中小学生汉语水平考试以及商务汉语水平考试
(HSK/YCT/BCT)并提供与考试相关的培训等服务;组织一年一度的高中生“中国桥”夏令营
以及当地中小学校校长访华活动;配合波州大国际教育学院共同开发和推广本地学生到中国的
留学活动。自成立以来,波州大孔院已迅速成为美国西北地区、俄勒冈州和大波特兰地区各社
区及普通民众了解中国和中国文化的一扇重要窗口。

Portland, Oregon, United States.
Founded in 1946. PSU has nearly
30,000 students, the largest overall
enrollment of any university in the
state of Oregon. Students come from
all 50 states in the US. PSU has 1,800
international students from 97
countries and regions.
The mission of Portland State
University is to enhance the
intellectual, social, cultural and economic qualities of urban life by providing access throughout the life
span to a quality liberal education for undergraduates and an appropriate array of professional and
graduate programs especially relevant to metropolitan areas. The University conducts research and
community service that support a high quality educational environment and reflect issues important to
the region. It actively promotes the development of a network of educational institutions to serve the
community over 1500.

Soochow University is a comprehensive university
located in the famous garden city of Suzhou,
Jiangsu, China. The history of Soochow University
goes back to the later Qing Dynasty when Soochow
University was first established in 1900. It is one of
100 key construction universities of China listed in
the “211 Project.”
苏州大学坐落于素有“人间天堂”之称的古城苏
州,是国家“211 工程”重点建设高校和江苏省省
属重点综合性大学。其前身为创建于 1900 年的

波特兰州立大学孔子学院 (CI-PSU)自 2007 年正式成
立,运行至今已近四年。在这期间,通过积极创办和开展一系
列与中国政治,经济,哲学,历史和语言文化相关的项目及活
动, 波州大孔子学院已迅速发展成为北美地区中国文化的重要
传播机构。这些面向当地美国民众与华人华侨的项目和活动主
要包括汉语教学,文化系列讲座,文化体验,每周中文角活动,
大型国际会议,中小学中文教师培训,及“汉语桥”夏令营等。
四年来,这些文化普及活动深受当地民众的欢迎,成为拓宽和
加深中美两国人民和政府间相互了解和沟通的重要渠道。
2010 年 2 月,由于波州大孔院的大力推动促成了俄勒冈州参议两院通过了一项关于在俄勒冈
州各公立学校中开设普通话中文课的议案。 2011 年一月,国家汉办与俄勒冈州教育委员会签署合
作备忘录,两项议案正式进入实施阶段。俄勒冈州成为全美和全球英语为母语国家的第一个以立法
的形式在中小学推动中文教育发展的州。由于这两项议案的顺利通过,美国俄勒冈州的汉语热持续
升温,空前高涨。自开院以来,波州大孔院向成人,幼儿及大中小学生开设无学分汉语和文化课程。
截止到 2011 年冬季学期,波州大孔院已开设近二十门汉语课程,满足了不同水平不同层次级别和
年龄的汉语学习者的需求。深受欢迎。已参加孔子学院中文课的学生人数高达数百人,还有更多的
学生表示将继续报名参加孔院开设的课程。这些课程包括中文听,说,读,打、写、译;中国电影、
报纸及电视新闻汉语;中文故事及演讲技巧,初,中,高级中文会话,商务汉语,旅游汉语,中国
书法及绘画,太极拳,HSK/YCT/BCT 考前培训,中国文学高级班(读,写)、实用汉语写作,初、
中、高级传承汉语、AP 大学先修课程,网络汉语,等。
CI-PSU 已赞助或联合赞助了百余项中国及中国文化相关的演讲和文化体验活动,如每周的中
文角及各项文化推广活动,吸引了数千民众前来参与。在全美 70 多所孔子学院当中,CI-PSU 是首
所提供 HSK-YCT-BCT(汉语水平考试-少儿汉语考试-商务汉语考试)所有等级和所有类别考试一
条龙的考点。截止到目前,CI-PSU 已举办了 11 次汉语水平考试,共 769 人/次应考,年龄最大的
考生 69 岁,最小的只有 6 岁。由波州大孔院中文教师和当地中小学教师编写的中文本土化系列教
材,如:《初级实用商务汉语》/ Basic Business Chinese (BBC);《中文快易通》1-2 册/ Easy Express
Chinese (EEC I-II); 《汉字快易学》/Learning Chinese Characters - Computer-Assisted Chinese Listening,
Speaking, Reading, Writing and Translating; 《游戏学中文》/ Learning Chinese Through Games; 《幼
稚园至八年级中国文化课程大纲》/ A Framework for K-8 Mandarin Curriculum; 等,已由北京大学,
北京语言大学等出版社出版或即将出版并在孔院及世界各地大中小学投入使用。目前波州大孔院的
教师正在全力编写《中华文化教材》(暂定名);《中小学课外读物》文化系列丛书;《海外本土中小
学汉语师资培训教材》,同时还在为全美中小学翻译一套社会历史学科教材。由波州大主办的两届
国际会议研讨会论文集也正在商议出版。
四年来,波州大孔院向当地 幼儿及 中小学汉语教师提供了中文教学培训。共有 150 多位教师
参加过 2008,2009 和 2010 年在波州大孔院和苏州大学以及上海华东师范大学举办的暑期强化中
小学汉语教师研修班并由此获得了波州大孔院颁发毕业证书和研究生学分。数百名教师参加了孔院
提供的各种专题和定期培训课程,如对外汉语,中文课程设计设置及开发,汉语教学中科技手段的
运用,中文教材的开发,课堂管理等等。
自开院已来,波州大孔院已联合主持举办了六届中文演讲比赛和一届汉语写作比赛。自 2008
年至今连续三年,大波特兰地区共有近 50 名高中学生参加了在中国举办的“汉语桥”夏令营活动,
在中国进行了为期两-三周的语言和文化学习。
四年来,波州大孔院主办、协办并筹备了 6 届国际会议,包括国际翻译研究,跨文化交流及中

文教学法研讨会(2008 年波特兰州立大学);美加孔子学院汉语教学大会(2009 年波特兰州立大学);
俄勒冈州-中国经济贸易旅游合作研讨会(2010 年南俄勒冈州麦德福和爱诗兰);第 44 届太平洋沿
岸地区亚洲研究年会(2010 波特兰州立大学);儒家教育哲学思想研究及其应用研讨会(2010 年波
特兰州立大学);中文教育论坛暨第二届孔子学院汉语大会(2010 年加州旧金山)。进入 2011 年以
来,已经举办过两届论坛:中文教育论坛,中国经济转型论坛。近千名来自不同国家和地区的知名
专家学者汉语教师参加了上述会议。截止到 2011 年 2 月底,波州大孔院还举办了 18 场汉语教学资
源展。两万多人次参观了我们的书展。2009 年 9 月,波州大孔院还主办了庆祝中华人民共和国成
立 60 周年系列庆祝活动,包括书法绘画艺术展,中美建交 30 周年摄影展。2011 年 5-6 月,还将举
办中美贸易洽谈和展销会,同期还将举办/协办第二届俄勒冈-中国贸易投资旅游教育研讨会。
回顾近四年来的发展历程,我们为孔子学院 已经取得的成就而自豪,同时也感到了肩负的重
大责任。我们已经准备好迎接未来的机遇与挑战。
Programs, Events and Activities at the Confucius Institute at PSU
The Confucius Institute at PSU (CI-PSU) has been in operation for almost four years,
offering such programs and activities as: Chinese language programs, China and Chinese
culture-related lecture series and experiential Chinese culture events, a weekly Chinese Corner,
international conference, seminars, forums, K-12 Chinese language teachers training program,
Chinese-bridge summer camp, etc. The CI-PSU is rapidly playing its role in diffusing Chinese
culture in the region and engaging the American general pubic to China, Chinese people, Chinese
history, philosophy, politics, economics, tradition, thus broadening the network between the two
countries and the peoples.
CIPSU has played a pivotal role in the two Oregon legislative bills that were passed in
February 2010 and a MOU between Hanban and Oregon Department of Education for
implementing the two bills and for promoting Chinese language and cultural education in all
Oregon schools.
CI-PSU offers non-credit Chinese language to both adults and K-12 students. These courses
include Chinese Listening, Speaking, Reading, Typing, Writing, Translating, Chinese News &
TV Chinese, Chinese Stories & Speech, Beginning, Intermediate and Advanced Conversational
Chinese, Chinese for Travel & Business, Chinese Painting & Calligraphy, Taiji, Preparation
courses for HSK/YCT and AP Chinese Language Exam, Advanced Chinese Literature: Reading
and Writing, Practical Writing, Entry, Intermediate and Advanced Level Classes for heritage
students, On-line Chinese Conversation Practice, etc.
Over the past four years, CI-PSU has sponsored and co-sponsored more than 100 China and
Chinese culture-related lecture series and experiential Chinese cultural events and activities such
as a weekly Chinese Corner that promote Chinese traditional culture and introduces current
China. Several thousand people have attended these events. CI-PSU is the first among over 70
Confucius Institutes in the US to host the HSK-YCT-BCT Exam (Chinese Proficiency Tests) for
all categories and all levels. Since its inception, CIPSU has hosted 11 HSK/YCT/BCT Chinese
Proficiency Tests, 769 people have taken the exam, the oldest test taker being 69 years of age and
the youngest, only 6 years old. Over 95% of the examinees passed the tests and received good
results. The first Chinese language textbook series Easy Express Chinese/ECC (Volume I & II),
compiled by CI-PSU Chinese language instructors, was released in February 2009, by Peking
University Press. It is the first textbook targeting students of all CIs in English speaking countries.
A second textbook Learning Chinese Characters (LCC) – Computer, will go to press in Spring
2011. A set of textbooks for K-12 Chinese social studies courses are being translated by the CI

teachers. In addition, CIPSU has organized the writing of several other textbooks, such as:
Learning Chinese Through Games, A Framework for K-8 Mandarin Curriculum, Basic Business
Chinese, etc. that have been published by Beijing Language and Culture University Press and
Peking University Press respectively. We have plans on developing more teaching materials for
K-12 Chinese immersion programs and Chinese language teacher training in order to meet the
increasing needs for textbooks on the topic of teaching Chinese as a foreign language.
For three consecutive years, CI-PSU has been providing professional development training
programs for the K-12 Chinese language teachers in the region. Over 150 K-12 Chinese language
teachers have attended the CIPSU’s summer intensive K-12 Chinese language teacher training
program in the summers of 2008, 2009 and 2010 at PSU, at Soochow University, and at East
China Normal University in Shanghai, and received PSU graduate credit and Certificate of
Graduation issued by CIPSU. Several hundred teachers have been trained over the past three
years at the CI organized teacher training workshops taught by experts and specialists both in the
US and in China. The training program includes: teaching Chinese as a foreign language,
Chinese pedagogy, Chinese teaching methodologies, second language acquisition, Chinese
curriculum design and development, application of technology in Chinese language teaching,
development of Chinese teaching materials, Chinese classroom management, etc. For the past
three years, CIPSU has trained 150 local Chinese language teachers. Since Fall 2009, CIPSU has
held 18 Chinese Language Teaching Resource Exhibitions throughout the region.
Confucius Institute at Portland State University has also organized, sponsored and hosted
several Chinese Speech Contests of various levels over the past four years. About 50 high school
students in the region have joined the “Chinese Bridge” Summer Camp facilitated by CIPSU in
2008, 2009, 2010 in China and spent their summers studying Chinese and culture and traveling.
Since its inception, CIPSU has organized/co-organized, sponsored/co-sponsored and hosted
/co-hosted several regional and international conferences, seminars, forums and large-scale
Chinese cultural events/galas. These include the International Conference on Translation Studies,
Cross-Cultural Communication and Chinese Pedagogy; the Chinese Teaching Conference for all
CIs in the US and Canada, a grand celebration of the 60 th anniversary of the founding of the PRC;
Chinese calligraphy and painting exhibition, Photo Exhibition of the 30 th Anniversary of the
Sino-US Diplomatic Relations; co-sponsored Oregon-China Investment and Trade Conference in
June 2010, co-hosted the 44th Annual Conference of Asian Studies on the Pacific Coast on June
17-20, 2010; a seminar on Confucian Educational And Philosophical Values And Their Influence
On Translingual And Transcultural Teaching And Learning at the Annual Conference of The
Society For Values In Higher Education July 21-25, 2010; Chinese Education Forum in
November 2010 and January 2011; China Economic Forum in February 2011, etc. More Chinese
cultural and educational events are being planned.
We are pleased with what the CIPSU has accomplished thus far, however we have a long
way to go before reaching our ultimate goal.

In February 2010, Oregon Legislators passed two Bills which stipulate that
Mandarin Chinese will be offered in all Oregon publish K-12 schools. The Bills
also ensure that Confucius Classrooms are to be established in Oregon public
schools. In January 2011, Hanban Director General, Madame XU Lin, and Head of Oregon
Department of Education and the Superintendent of Public Instruction, Susan
Castillo signed a MOU that intends to implementing the two legislative bills.

For three consecutive years since 2008, the Confucius Institute at Portland State University, in
collaboration with Graduate School of Education at PSU, has been conducting K-12 Chinese
language teacher training programs for the localized Chinese language teachers to help, support
and further the teachers’ career development
2010 年暑期共有自大波特兰地区及来自华盛顿、犹他、新罕布什尔、内布拉斯加、宾夕法

Chinese language teachers from Oregon, Washington, Utah, New Hampshire, Nebraska,
Pennsylvania participated in the 2010 Summer Intensive Chinese Language Teacher Training
Program.

Chinese Culture and Contemporary China and Society Lecture Series at CI-PSU

Chinese Language Courses at CIPSU
The Confucius Institute at Portland State University offers more than a dozen non-credit
Chinese language courses of all levels that are tailored to the specific needs of the learners,
including conversational Chinese, Chinese newspapers and TV Chinese, Chinese movie course,
computer-assisted Chinese character course, Chinese for business and travel, Chinese calligraphy
course, HSK and AP Test Prep courses, Tai chi practice course, etc.
波特兰州立大学孔子学院面向社会以及大中小学生开设了十几门初、中、高级等各种不同
类型的非学分制汉语课程以及面向大中小学生开设的各类量体裁衣的课程,包括汉语口语

The International and Regional Conferences
Organized/Co-Organized, Hosted and Co-Hosted by the CIPSU
The International Conference on Translation Studies, Cross-Cultural Communication and Chinese
Pedagogy sponsored by the CI-PSU, Tsinghua University and Hanban was held on the PSU
campus October 24-25, 2008. More than 60 distinguished professors and scholars from various
countries and regions attended and presented at the conference. Since its inception, the CIPSU has
organized and co-organized 6 international conferences and seminars. A conference on Chinese teaching at
all CIs in the US and Canada was held September 18-20, 2009. More than 80 people from more than 30 CIs
in US and Canada attended this Portland academic event that focuses on the themes
of Chinese 3Ts: “teacher, teaching materials, and teaching method.” 由波特兰州
立大学孔子学院、清华大学翻译中心和中国国家汉办共同主办、波特兰
州立大学具体组织筹办的《首届国际翻译研讨会》于二零零八年十月二
十五日在波特兰州立大学成功举行。来自世界不同国家和地区的 60 多
位在国际翻译界具有重大影响的著名专家和知名学者参加了此次翻译、
跨文化交际和汉语教学盛会。

The 2009 Chinese Teaching Conference of CIs in the US & Canada
Over 80 participants representing 33 CIs in the US and Canada and a dozen teaching and research institutions attended
the conference. 来自美国和加拿大 33 个孔院以及十几家教学研究单位的 80 多位代表参加了该届汉语“三教”研讨会。
波特兰州立大学孔子学院于 2009 年 9 月 18-20 日在波特兰州立大学召开美国和加拿大孔子学院汉语教学研讨
会,来自美国和加拿大孔子学院院长和对外汉语教学负责人或主管教师以及从事对外汉语教学和课程设置的汉

教法的三教问题大计。The 2009 Chinese Teaching Conference for the Confucius Institutes in the US and
Canada was held on September 18-20 at Portland State University. Over 80 CI Directors and first-line
Chinese teachers from the US and Canada attended this academic event. The event focuses on a deeper level
discussions concerning the 3Ts – Teacher, Teaching materials, Teaching methods / 教师、教材、教法。

The 2010 Oregon-China Investment and Trade Conference
2010 年 6 月 4 日、5 日,”2010 年俄勒冈州与中国投资贸易研讨会”在风景优美的俄勒冈州南部
城市梅德福举办。此次研讨会由波特兰州立大学孔子学院和俄勒冈福建姐妹省州协会联合主办。研
讨会旨在进一步挖掘南俄勒冈州的经济优势和农业、旅游资源,探讨扩大俄勒冈州和中国彼此的双
向投资以及增加双边贸易的可能性和新模式
On June 4 and 5, 2010, the 2010 Oregon-China Investment and Trade Conference was held in the beautiful
city of Medford in Southern Oregon. The conference was jointly organized and sponsored by the Confucius
Institute at PSU and the Oregon-Fujian Sister State Committee. The conference focused on development of
economic, agricultural and travel resources in Southern Oregon, and explored new models, possibilities, and
opportunities for expanding mutual investment and trade between Oregon and China.

波特兰州立大学孔子学院成功举办六届汉语演讲比赛和三届汉语桥夏令营
CIPSU Has Successfully Held 5 Chinese Speech Contests and 3 China-Bridge Summer Camp
The Confucius Institute at Portland State University has successfully organized
6 Chinese Speech Contests since its opening in May 2007. The contestants are
from local elementary, middle and high schools as well as colleges and universities.
Each contest attracted hundreds of students who are learning Chinese. The speech
contests help promote Chinese education in the region.波特兰州立大学孔子学院自
2007 年5月开院以来先后成功举办了六届中文演讲比赛。参赛选手来自当地大中小学
选学中文课程的学生。每次演讲比赛都吸引了当地众多学生和家长的参与和观摩,推动了本地区汉
语教学的可持续发展和不断升温。

The Confucius Institute at PSU assists the CI Headquarters in China with
organizing high school students from the greater Portland area and throughout
Oregon to join the 2 week“Chinese Bridge” Summer Camp in China, experiencing
Chinese culture and traveling in China.
波特兰州立大学孔子学院协助孔院总部(汉办)组织大波特兰地区和俄勒冈州的高中
生参加国家汉办举办的、一年一度为期两个星期的“汉语桥”美国高中生中国夏令营活动,
前往中国学习汉语、体验中国文化及参观游览。

波州大孔院自 2007 年成立以来共组织举办了 11 届汉语水平考试、中小学生汉语水平考试、
商务汉语水平考试。参加考试人数达 769 人次。考生最大年龄 69 岁,最小年龄只有 6 岁。
Since opening in 2007, CIPSU has hosted 11 Chinese Proficiency Tests that include HSK,
YCT and BCT. Altogether 769 people participated in these tests, with the oldest test taker
being 69 years old, and the youngest only 6 years of age.
CIPSU Holds Exhibitions of Chinese Language Teaching Resources and Chinese
Calligraphy, Painting and Photos of Sino-US Diplomatic Relations
波州大孔院举办过 16 场汉语教学资源展和数次中国书法绘画艺术展和摄影展,取得了广泛的社会
影响和推广中国语言文化的良好效果。CIPSU has held 16 exhibitions of Chinese language teaching
resources and Chinese calligraphy, painting and photos.

波州大孔院自建立之初就把与当地商界、企业界、政府机构等的合作作为工作重点之一。理事会邀请国际著名品牌企业耐克公
司副总裁作为企业代表加盟孔院理事会,并通过该理事与耐克公司建立紧密联系,为公司提供中国商务文化等方面的咨询,为
国内企业和政府代表团架构与耐克沟通合作的桥梁。波州大孔院还帮助其员工制定汉语学习大纲和计划,并选派教师到该公司
任教。除此之外,孔院还为波特兰市政府和波特兰港务局提供培训,并为市政府官员和港务局开设太极拳、中国语言和文化等
课程。波州大孔院动员全社会为孔子学院捐款,设立孔院奖学金。每年两个名额,每人$1000 美金。我们还利用当地各种媒体
积极宣传孔院组织的各项活动,进一步扩大孔院在当地社区的影响,吸引更多的民众参加孔院的活动。Collaborating with local
business and government is one of the focuses of the CIPSU. We have established close relationship with local businesses by inviting
representative from multinational corporations such as Nike to serve on the CIPSU Board. Through the help of the CI at PSU, Nike
arranges visits on its campus for Chinese government and business delegations, and CIPSU also helps Nike and local government offices
with Chinese language and culture courses. CIPSU raises money for a CI Scholarship fund. Currently two CIPSU Scholarships of $1000
each are awarded each year..
