LOUISE BLOUIN FOUNDATION INITIATIVES
OECD report on the International Measurement of the Economic and
Social Importance of Culture
In 2007 the Louise Blouin Foundation commissioned a report by the OECD to determine the correlations
between the proportion of GDP spent on culture and economic prosperity and quality of life within the
OECD countries Australia, Canada, France, the United Kingdom and the United States. The motivation was to
understand and measure the economic impact and social importance of culture within regional and national
economies.
The most significant finding is that culture can contribute between 3 and 5 percent to GDP/GVA.
OECD Estimates of Culture Industries’ Contribution to National GDP/GVA
Country Reference Year Currency Value (in millions) Percent of Total Economy
Australia 1998-99 Australian dollars 17,053 3.1%
Canada 2002 Canadian dollars 37,465 3.5%
France 2003 Euros 39,899 2.8%
UK 2003 Pounds sterling 42,180 5.8%
USA 2002 US dollars 341,139 3.3%
The Foundation is committed to working with the OECD on future social analyses of the importance of
culture in other issues related to development.
