As evidenced by the terror attacks of September 11, 2001, devastation on a mass scale can be carried out<br />
with relatively small means and be coordinated from the other side of the globe. Furthermore, the Internet<br />
and global telecommunications, as well as advances in the biological and computer sciences, make it more<br />
possible than ever for security threats to emerge from unconventional locations. The Summit asks how to<br />
defend against Emerging Threats while preserving the liberties critical to a democratic global<br />
community.<br />
The Summit also addresses issues of Human Security and Human Rights. Under these topics, the<br />
Summit looks at how best to stop drug and human trafficking, provide peace, security and justice to those<br />
afflicted by war and build institutional infrastructure to empower local and national governments.<br />
Environment<br />
Climate Change vs. Economic Growth<br />
The debate on climate change and the protection of the environment plays a central role in the Summit since<br />
it concerns not only how nations can reduce greenhouse gas emissions, but how a transition to cleaner<br />
energy sources can be made economically viable. This debate, like those concerning many other topics at the<br />
Summit, focuses on the consequences of inaction in a situation where the challenge is understood and<br />
practical solutions have been proposed. This session brings together scientists and policy makers as well as<br />
entrepreneurs engaged in funding, testing and deploying new technologies and new industries.<br />
