International concern has been <strong>in</strong>creas<strong>in</strong>g about <strong>the</strong> levels <strong>and</strong> volatility of food commodity<br />

prices. High <strong>and</strong> volatile prices attract <strong>the</strong> most attention but low prices <strong>and</strong> volatility are<br />

also problematic. Volatile prices create uncerta<strong>in</strong>ty <strong>and</strong> risk for producers, traders,<br />

consumers <strong>and</strong> governments <strong>and</strong> can have extensive negative impacts on <strong>the</strong> agriculture<br />

sec<strong>to</strong>r, food security <strong>and</strong> <strong>the</strong> wider economy <strong>in</strong> both developed <strong>and</strong> develop<strong>in</strong>g countries.<br />

The European agriculture is at a first degree level amongst <strong>the</strong> worldwide agricultural<br />

powers, us<strong>in</strong>g almost 5% of <strong>the</strong> active population of Europe. Agriculture represents 40% of<br />

<strong>the</strong> budget of <strong>the</strong> European Union <strong>in</strong> <strong>the</strong> period 2007-2013. The budget of common<br />

agricultural policies (CAP) represented 70% of <strong>the</strong> EU budget <strong>in</strong> 1980 <strong>and</strong> around 75% <strong>in</strong><br />

1985. The <strong>rural</strong> <strong>areas</strong> cover more than 90% of <strong>the</strong> European terri<strong>to</strong>ry <strong>and</strong> amounts <strong>to</strong><br />

almost 60% of <strong>the</strong> population (farmers <strong>and</strong> non-farmers), agriculture constitut<strong>in</strong>g <strong>the</strong> ma<strong>in</strong><br />

activity <strong>in</strong> <strong>the</strong> <strong>rural</strong> environmentl.<br />
