Publication 51 Revision: Miscellaneous Revisions
Effective October 11, 2007, we are revising Publication
51, International Postal Rates and Fees, to reflect the
following:
M-bags no longer offer return receipt and restricted
delivery as extra services options.
International business reply service has revised
charges for the permit fee and the annual accounting
fee.
First-Class Mail International items should be
marked “LETTER” on the address side of the
mailpiece.
The name “Yugoslavia” is no longer used as a parenthetical
reference for Serbia-Montenegro.
Express Mail International ® service is available for
Turks and Caicos Islands and Uzbekistan.

as follows (changing the annual permit fee and the annual
accounting fee):]
***To utilize this service, Postal Service customers must
establish an advance deposit account for business reply
mail, participate in the Qualified Business Reply Mail
(QBRM) program, and pay both an annual $175 permit fee
and an annual $550 accounting fee.
