DMM Revision: Eligibility for Science-of-Agriculture Rates<br />

On August 30, <strong>2007</strong>, subchapter 707 of the Mailing<br />

Standards of the United States <strong>Postal</strong> Service, Domestic<br />

Mail Manual (DMM ® ) was revised to incorporate the provisions<br />

of Public Law No. 109-435, the <strong>Postal</strong> Accountability<br />

and Enhancement Act, that permit Periodicals requester<br />

publications to be mailed at In-County rates and to be eligible<br />

for Preferred Periodicals rates, including Science-of-<br />

Agriculture rates, if authorized. A required change to DMM<br />

707.9 and 707.<strong>11</strong>, to make clear that a requester publication<br />

is eligible for Science-of-Agriculture rates, was omitted.<br />

The following incorporates those changes:<br />

[Since Requester publications may now be authorized Science-of-Agriculture<br />

rates, revise 7.9.5 to include reference<br />

to “nonrequester” copies as follows:]<br />

For publications authorized for both Outside-County rates<br />

and In-County rates and/or Science-of-Agriculture rates,<br />

once the total number of nonsubscriber or nonrequester<br />

copies mailed during the calendar year (regardless of rate)<br />

exceeds 10 percent of the total number of copies mailed to<br />

subscribers or requesters during the calendar year, further<br />

mailings of nonsubscriber or nonrequester copies are not<br />

category” as follows:]<br />

To be mailed at the Science-of-Agriculture rates, a publication<br />

must be granted Periodicals entry and granted a Science-of-Agriculture<br />

rate authorization.<br />
