DMM Revision: Eligibility for Science-of-Agriculture Rates
On August 30, 2007, subchapter 707 of the Mailing
Standards of the United States Postal Service, Domestic
Mail Manual (DMM ® ) was revised to incorporate the provisions
of Public Law No. 109-435, the Postal Accountability
and Enhancement Act, that permit Periodicals requester
publications to be mailed at In-County rates and to be eligible
for Preferred Periodicals rates, including Science-of-
Agriculture rates, if authorized. A required change to DMM
707.9 and 707.11, to make clear that a requester publication
is eligible for Science-of-Agriculture rates, was omitted.

[Since Requester publications may now be authorized Science-of-Agriculture
rates, revise 7.9.5 to include reference
to “nonrequester” copies as follows:]
For publications authorized for both Outside-County rates
and In-County rates and/or Science-of-Agriculture rates,
once the total number of nonsubscriber or nonrequester
copies mailed during the calendar year (regardless of rate)
exceeds 10 percent of the total number of copies mailed to
subscribers or requesters during the calendar year, further
mailings of nonsubscriber or nonrequester copies are not

update of the online DMM available via Postal Explorer ® at
http://pe.usps.com.

eligible for any Preferred rate. Nonsubscriber, or nonrequester,
copies over the 10 percent allowance must be part
of a presorted commingled mailing (i.e., including
subscriber or requester copies) to qualify for Outside-
County rates.

11.2.1 Authorization
[Since requester publications may now apply for and
receive authorization to mail at Science-of-Agriculture
rates, revise 11.2.1 to eliminate “in other than the requester
category” as follows:]
To be mailed at the Science-of-Agriculture rates, a publication
must be granted Periodicals entry and granted a Science-of-Agriculture
rate authorization.

11.2.3 Other Rates and Discounts Claimed
[Revise 11.2.3 to include reference to “nonrequester” copies
as follows:]
All Outside-County rates apply. Nonsubscriber and nonrequester
copies are subject to 7.0.
