Manual (ELM) 626.1, Acceptable (under Types of<br />
Awards), is revised to remove from item 626.1e a sentence<br />
with information explained more adequately in another section<br />
of the ELM.<br />

626.1 Acceptable<br />
Acceptable awards are characterized as follows:<br />
a. Only noncash items such as trophies, plaques, pins,<br />
or gift certificates may be awarded.<br />
b. The value of each award may vary from contest to<br />
contest or be graduated within a contest with progressive<br />
levels of competition.<br />
c. To ensure maximum interest, prizes should be alternated<br />
periodically, or a variety of prizes should be<br />
made available for individual selection from a<br />
catalog.<br />
HANDBOOK EL-312 REVISION<br />
New Veterans’ Recruitment Appointment Program<br />
Effective <strong>February</strong> <strong>15</strong>, <strong>2007</strong>, Handbook EL-312,<br />
Employment and Placement, is revised to implement the<br />
new, noncompetitive Veterans’ Recruitment Appointment<br />
(VRA) program based on the Office of Personnel Management’s<br />
final rule published in the Federal Register and on<br />
its Web site. The new program:<br />
Replaces the VRA program found in section 233.36<br />
in Handbook EL-312.<br />
Obsoletes the memorandum, “Interim Instructions for<br />
Veterans’ Recruitment Appointment,” Employee<br />
Resource Management, <strong>February</strong> 5, 2004.<br />
d. Prizes offered must be appropriate for both sexes.<br />

e. The maximum value of a contest award cannot exceed<br />
$500. (See ELM 470 for more information on<br />
awards.)<br />

Expands the use of these discretionary programs to<br />
the recruitment of applicants for casual and temporary<br />
positions as reflected in new section 234.24.
