<strong>Empire</strong> was, nor what a duty was<br />

incumbent upon each citizen if it was<br />

to be held toge<strong>the</strong>r <strong>and</strong> promote <strong>the</strong><br />

spread <strong>of</strong> justice throughout <strong>the</strong><br />

world. Like some invalid, who<br />

cannot defend his home, <strong>the</strong>y put<br />

<strong>the</strong>ir trust in mercenaries <strong>and</strong> native<br />

troops, <strong>and</strong> were surprised when<br />

<strong>the</strong>se suddenly proved inadequate.<br />

At <strong>the</strong> opening <strong>of</strong> <strong>the</strong> Twentieth<br />

Century only fifty years had elapsed<br />

since <strong>the</strong> Indian Mutiny, <strong>and</strong> <strong>the</strong><br />

South African war was showing <strong>the</strong>m<br />

what a large number <strong>of</strong> troops were<br />

necessary for <strong>the</strong> defence <strong>of</strong> a mere<br />

fragment <strong>of</strong> <strong>the</strong>ir <strong>Empire</strong>. I But <strong>the</strong>y<br />
