<strong>The</strong>re was no need for <strong>the</strong>m to<br />
adopt <strong>the</strong> lengthy Conscription <strong>of</strong><br />
Europe, but it was absolutely essen-<br />
tial for <strong>the</strong> defence <strong>of</strong> <strong>the</strong>ir scattered<br />
possessions that <strong>the</strong>y should spend<br />
three or four months <strong>of</strong> <strong>the</strong>ir youth<br />
in learning <strong>the</strong> duties <strong>of</strong> a soldier's<br />
life.* <strong>The</strong>ir boasted liberty had<br />
become only ano<strong>the</strong>r name for<br />
license. * Hooligans,' as <strong>the</strong>y dubbed<br />
<strong>the</strong> undisciplined sons <strong>of</strong> English<br />
slums, ran riot in <strong>the</strong>ir streets.<br />
<strong>The</strong>re existed among <strong>the</strong>m no respect<br />
