MY RECOMMENDATIONS<br />

The plants must always be able to fully exercise their<br />

resp<strong>on</strong>sibility as a nuclear operator making sure that<br />

nuclear safety has top priority throughout the<br />

deployment of the SDIN. It is vital that they mobilise<br />

their independent nuclear safety organisati<strong>on</strong>s, by<br />

reinforcing skills if necessary. Similarly, the plants<br />

must always be able to take full possessi<strong>on</strong> of the SDIN.<br />

Faced with a set of projects of this scale, of which the<br />

SDIN is <strong>on</strong>ly <strong>on</strong>e, I c<strong>on</strong>clude that there is a need for a<br />

high-level supervisory body. The MME programme,<br />

whose role is currently coordinati<strong>on</strong>, could well be<br />

made a permanent functi<strong>on</strong> with the role of crossorganisati<strong>on</strong>al<br />

supervisi<strong>on</strong>. Similarly, I would like to<br />

draw attenti<strong>on</strong> to the skills <strong>and</strong> authority that the future<br />

plant-level project managers need to have. Meanwhile, I<br />

approve the decisi<strong>on</strong> taken at corporate level to proceed<br />

with the deployment of this project by stages, allowing<br />

for the actual situati<strong>on</strong>s in the field.<br />

If carried out properly <strong>and</strong> in sufficient depth, bringing<br />

in all the stakeholders, the work <strong>on</strong> the fundamentals<br />

of the professi<strong>on</strong>s <strong>and</strong> work methods, al<strong>on</strong>gside the<br />

deployment of the SDIN, will eventually bring dividends<br />

in terms of nuclear safety. I emphasise the need to<br />

properly assess the impact of the scale of the change<br />

<strong>and</strong> the necessary support at each individual plant.<br />

This means taking into full account the workload <strong>and</strong><br />

the situati<strong>on</strong>s of the professi<strong>on</strong>s at each plant, as well as<br />

the need for overlap between the plants to facilitate the<br />

sharing of experience feedback.<br />

I also note that the plant managers need to get involved<br />

in deploying such a project, listening to any difficulties<br />

expressed, <strong>and</strong> be willing to engage in the field to<br />

underst<strong>and</strong> the situati<strong>on</strong> <strong>and</strong> arrange for effective<br />

compensatory <strong>and</strong> corrective measures.<br />

Finally, I emphasise the str<strong>on</strong>g commitment of<br />

the Blayais <strong>Nuclear</strong> Power Plant staff <strong>and</strong> of the<br />

corporate-level teams in the SDIN. Such commitment is<br />

indispensable to successfully deploy the system in the<br />

other plants.
