The primary objective of the 2010 TLS Census is to provide the Government<br />

<strong>and</strong> other stakeholders with essential benchmark information on the demographic,<br />

social <strong>and</strong> economic characteristics of the population. The possibilities of<br />

using these data are diverse they include formulation <strong>and</strong> monitoring of national<br />

development programs, allocation of national resources, the review of<br />

administrative <strong>and</strong> electoral boundaries, locating social infrastructure (such<br />

as schools <strong>and</strong> hospitals) <strong>and</strong> research.<br />

The specifi c objective is to provide data on:<br />

Size, composition <strong>and</strong> spatial distribution of the population<br />

Levels of education attained by the population<br />

Size <strong>and</strong> deployment of the labour force<br />

4. Census Organization<br />

A population census is the biggest statistical operation in any country. It is also<br />

an important national exercise that requires the participation of the entire<br />

government <strong>and</strong> all other stakeholders. Against this background the 2010<br />

Population Census Law was passed <strong>and</strong> promulgated to provide the legal <strong>and</strong><br />

administrative framework for conducting the census.<br />

A census management structure in line with the Census Law was established<br />

comprising of committees <strong>and</strong> offi ces at the national, district <strong>and</strong> sub-district<br />

levels to guide the census process.
