Professional Development shall be<br />
responsible for identifying professional<br />
development needs and goals of the<br />
membership, and developing and<br />
implementing programs to meet those<br />
needs and goals; in coordination with<br />
the Regional Vice-Presidents for local<br />
and regional activities, and with<br />
appropriate committees; and, In<br />
consultation with the Board, for<br />
special meetings, courses and<br />
activities. The Vice President for<br />
Professional Development shall report<br />
to the Immediate Past President and<br />
shall be responsible for reporting to<br />
the Board on activities in each of the<br />
foregoing areas and shall work in<br />
conjunction with the Advanced<br />
Courses Committee, Licensing<br />
Course Committee, and the<br />
TechnicalCommittee.<br />
Vice President for Finance: The<br />
Vice President for Finance shall<br />
oversee the collection of dues, receipt<br />
of all monies and other assets<br />
belonging to the Association,<br />
disbursement of same reasonably<br />
within the budget approved by the<br />
Board, and make a full written report<br />
of accounts at each meeting of the<br />
Board and at the Annual Meeting. The<br />
Vice President for Finance shall<br />
oversee maintenance of accurate and<br />
current books of account of the<br />
Association. In the absence or<br />
unavailability of the Vice President for<br />
Finance, the President may act in the<br />
Vice President for Finance's stead. At<br />
the discretion of the Board, but no less<br />
often than once each two years, the<br />
Association's books of account shall<br />
be audited by an independent auditor,<br />
retained by the Board, through the<br />
Audit Committee, at the expense of<br />
the Association. Audit results will be<br />
distributed to the Board upon<br />
completion and presented to the<br />
membership in summary at the next<br />
Association business meeting.<br />
Furthermore, the Vice President for<br />
Finance, with the assistance of the<br />
Board, shall see that a record is made<br />
and maintained of the proceedings of<br />
the Association and of the meetings of<br />
the Board and shall oversee that each<br />
member of the Board is provided with<br />
a written copy of the minutes of all<br />
meetings within thirty (30) days after<br />
the meeting and these records shall<br />
be open toinspection by any Member<br />
at all reasonable times ..The Board<br />
shall have custody of the minute<br />
books and Bylaws. The Vice President<br />
for Finance shall work in conjunction<br />
with the Investments and Audit<br />
Committees. The Vice President for<br />
Finance shall carry out the duties of,<br />
and be designated as, the Secretary<br />
as may be required by the Articles of<br />
Incorporation. The Vice President for<br />
Finance shall report directly to the<br />
President.<br />
Vice President for Communications:<br />
The Vice President for<br />
Communications shall be responsible<br />
for developing, planning and<br />
implementing Association<br />
communication strategies in<br />
conjunction with the Publications and<br />
Electronic/Media Communications<br />
Committees and any other ad hoc<br />
committees appointed by the<br />
President on the recommendation of<br />
. the Vice President for<br />
Communications. The Editors of the<br />
Association's publications shall report<br />
to the Vice President for<br />
Communications and shall be<br />
appointed by the President on the<br />
recommendation of the Vice President<br />
for Communications. The Vice<br />
President for Communications shall<br />
report directly to the President..<br />
Vice President for External<br />
Relations: The Vice President for<br />
External Relations shall be<br />
responsible for developing, planning<br />
and implementing strategies for<br />
monitoring legislative and requlatory<br />
developments impacting the licensing<br />
of not-far-profit laboratory research<br />
results and intellectual property; for<br />
monitoring the activities of other<br />
professional organizations,<br />
associations and groups that have<br />
interests which overlap with those of<br />
the Association; and for keeping the<br />
membership informed of such
