<strong>Finksburg</strong> <strong>Corridor</strong> <strong>Plan</strong><br />

1. Coordinate with SHA to conduct an alternatives feasibility study of the MD 140/MD 91<br />

intersection and to complete an access management study of the entire MD 140 corridor<br />

The <strong>County</strong> is in the process of developing a scope of work with SHA to conduct an analysis<br />

of various alternatives for addressing conditions at the MD 140/MD 91 intersection. The goal<br />

is to develop several alternatives for addressing traffic safety and congestion at the<br />

intersection, including the possibility of a grade-separated interchange. The study will take<br />

into consideration resulting modifications that may be required to local roads along the<br />

corridor from the <strong>Carroll</strong> <strong>County</strong>/Baltimore <strong>County</strong> line in the east to Kays Mill Road in the<br />

west. It also will take into consideration improvements planned as part of SHA’s MD 140<br />

<strong>Corridor</strong> Enhancements project. The hope is to have the study become the basis for a<br />

seamless transition between planning at the concept level and the implementation of specific<br />

projects. The desired end product is a document that will:<br />

1. Identify several potential alternative intersection configurations, along with<br />

any associated secondary roadway modifications;<br />

2. Recommend a preferred configuration and modifications;<br />

3. Provide a list of constraints for the preferred location; and<br />

4. Develop conceptual land acquisition, design/engineering, and construction<br />

cost estimates for logical project phases.<br />

Additionally, the <strong>County</strong> should continue to coordinate with SHA on the completion of an<br />

access management study for the entire MD 140 corridor from the reservoir to Market Street<br />

in Westminster. This study will recommend points at which direct access onto MD 140 can<br />

be eliminatedconsolidated, as well as options for creating secondary access roads that would<br />

direct traffic to consolidated, controlled or signalized intersections instead. The objective is<br />

to reduce the potential for accidents and improve the overall flow of traffic along the<br />

corridor, both of which are compromised by the numerous individual driveways that access<br />

directly onto MD 140.<br />

The access management study and the alternatives feasibility study are mutually supportive.<br />

Improvements to the MD 140/MD 91 intersection almost certainly will involve modifications<br />

to the access points in the immediate vicinity, which will have broader implications for<br />

circulation throughout the corridor. Therefore, conducting both of these studies so that they<br />

respond to each other is essential.<br />
