3. Construct bicycle and pedestrian connections between neighborhoods and between<br />

the commercial center, residential areas, and activity centers<br />

Undetermined Impact: The cost to construct trails ranges from $100,000 per mile<br />

for a 6’ wide trail located on parkland to $500,000 per mile (including<br />

acquisition, construction and shoulder widening) for an 8-10’ wide trail located<br />

alongside a road. The proposed Roaring Run trail is approximately 19,000 feet<br />

(3.6 miles) in length and could, therefore, cost about $2,000,000 to construct,<br />

with additional money for land acquisition needed if land cannot be gained in full<br />

from developers.<br />

4. Construct sidewalks to improve pedestrian access, circulation, and safety<br />

Undetermined Impact: While there likely would be a cost associated with the<br />

implementation of this recommendation, the project needs more development<br />

before a reasonable cost estimate can be determined.<br />

5. Work with the SHA to conduct a traffic engineering study on MD 140 through the<br />

<strong>Finksburg</strong> community to analyze vehicle speeds and develop remedies for real or<br />

perceived speed issues within its scope as a principal arterial and with the objective of<br />

enhancing functionality, increasing safety and addressing conveyance problems.<br />

6. Provide commuter service to the Baltimore and Washington metropolitan areas<br />

Undetermined Impact: While there likely would be a cost associated with the<br />

implementation of this recommendation, the project needs more development<br />

before a reasonable cost estimate can be determined.<br />

1. Explore the feasibility of and options for developing a community wastewater system<br />

to address existing problem areas, promote environmentally friendly redevelopment,<br />

and provide greater protection for water quality in the <strong>Finksburg</strong> area<br />

Undetermined Impact: The cost associated with this recommendation could be<br />

two-fold. The first cost to be borne would be that of conducting the study to<br />

determine the appropriate users, size and location of a community sewerage<br />

system. Once that is determined, the second cost to be borne would be the actual<br />

construction of such a facility. Because so many variables that would be involved<br />

in this process are unknown at this time, it is impossible to determine the fiscal<br />

impact that implementation of this recommendation might have. However, the<br />

cost to conduct the initial study can reasonably be estimated at around $100,000.<br />

2. Encourage the use of technologies, in new construction and retrofit projects, that<br />

employ water conservation measures that strive for zero stormwater and wastewater<br />

discharge<br />
