3. Periodically, review and update as necessary zoning regulations for off-premise signs<br />
to protect and improve the aesthetic character of the corridor<br />
The prevalence of billboards near <strong>Finksburg</strong> and along the MD 140 corridor is a stated<br />
concern of residents. Many feel that the large signs diminish the scenic qualities of the<br />
community and leave a poor impression on those visiting the county<strong>County</strong>. One critical<br />
step toward improving the appearance of the corridor and establishing <strong>Finksburg</strong> as one of<br />
the welcoming gatewaysGateways into <strong>Carroll</strong> <strong>County</strong> is to periodically revisit the<br />
regulations that pertain to off-premise signage to ensure that they remain current in the ways<br />
that they and address the concerns related to this use.<br />
4. Enhance landscaping as part of any corridor improvement project<br />
A crucial component of improving the aesthetic quality of the gatewayGateway will be<br />
the provision of ample landscaping. As improvements, including highway projects, occur<br />
within the gatewayGateway, there should be a strong emphasis on enhancing the visual<br />
impact of development through landscaping. The effect of enhanced landscaping along the<br />
corridor will be to soften the highway corridor and provide a more positive and welcoming<br />
image. The design guidelines referenced in this plan will help to achieve this as individual<br />
parcels redevelop, but additional attention should be paid to landscaping during public<br />
projects as well.<br />
5. Establish guidelines for lighting within the gatewayGateway<br />
The illumination of businesses and commercial areas can play a significant role in the<br />
nighttime appeal of a community. It also can have a significant impact on adjacent properties<br />
and the street. The lighting guidelines detailed in the accompanying Design Guidelines<br />
document set minimum expectations for new development at the gatewayGateway to <strong>Carroll</strong><br />
<strong>County</strong>. Pole height, overall brightness, shielding, and accent lighting are just some of the<br />
elements these guidelines consider as an aspect of site development.<br />
