<strong>Finksburg</strong> <strong>Corridor</strong> <strong>Plan</strong><br />
access control;<br />
the creation of a grade-separated median; and<br />
the creation of an interchange at the MD 91/MD 140 intersection.<br />
Discussions with SHA need to take place to refine theirencourage a refined vision for this<br />
corridor.<br />
Local transportation system improvements, such as:<br />
the extension of Dede Road to connect MD 140 and Old Westminster Pike; and<br />
the creation of an internal access road in the northeast quadrant of the MD 140<br />
and Dede Road area that would run behind the post officePost Office and other<br />
businesses and provide access to this area from MD 140 westbound.<br />
Other capital improvements might include the creation of a community<br />
septicwastewater system (see Recommended Actions for Environmental Sensitivity)<br />
Given that this is a gatewayGateway to the county<strong>County</strong>, a tourism presence should<br />
be created here. Opportunities for creating this might include:<br />
The development of a visitor’s information center, which would involve:<br />
Capital funding appropriated to acquire land and construct the facility in<br />
fee, or<br />
Financial assistance for redevelopment provided in exchange for a longterm<br />
lease of all or part of the property for use as a visitor’s center.<br />
Financial Incentives<br />
Financial incentives would only be available within the designated Gateway area, and<br />
might include:<br />
Gateway Renovation Tax Credit<br />
Passed by the General Assembly in 2007; ordinance approved by <strong>County</strong> in May<br />
2008<br />
Includes credits for landscaping, site features, and architectural/structural<br />
improvements<br />
Façade enhancement grants<br />
Could be used to improve the appearance of existing structures<br />
Could be supported by local banks<br />
Low-interest or revolving redevelopment loans<br />
Also could be supported by local banks<br />
Property assessment freezes<br />
Stormwater management retrofit grants<br />
Maintain DGA designations for the corridor<br />
Aesthetics<br />
Construction of the capital improvements and utilization of the financial incentives listed<br />
above will help to enhance the appearance of the Gateway area. Additionally, application<br />
of the Design Guidelines contained in the <strong>Finksburg</strong> <strong>Corridor</strong> <strong>Plan</strong> would improve upon<br />
the Gateway’s aesthetics. Specifically, the following features would have the greatest<br />
impact:<br />
Sign amortization (in the designated Gateway area only)<br />
Enhanced landscaping requirements for both public and private projects<br />
