New Directories:
Qwest made a change in your 2003/2004
Ames Iowa directory. It has been
“scoped” by zip code as opposed to area
code and prefix as it was in the past. By
Dex zip scooping this directory you may
notice a listing may have moved into a
different community section. (377-2790)
Sections are now compiled of customer
listings that contain the same zip code as
opposed to the same area code and prefix.
This did involve 31 Colo Telephone
customers.
We have extra 2003/2004 phone
directories in our office. Stop by and pick
up what you need (at no cost to you).
Telephone Bill Due Date:
It is possible that if your telephone bill is
paid after the 20 th of the month, you r next
billing might show this as Past Due. This
is because your payment may not get
posted on the new bill if we have already
closed the billing cycle for that month.
Telephone bills are due upon receipt,
delinquent on the 20 th and will be
disconnected after the 25 th if payment is
not received.
Bank Collect is available – contact our
office if interested in this service.
INTERNET TRAINING CLASS
NetINS will be bringing its Internet
Training Class to Colo again on Tuesday
evening, February 17 th . The Colo
Telephone Co will be hosting at the Colo
Community Center starting at 6:00 pm
and running until 9:00 pm. The class is
open to all Colo Telephone/NetINS
Internet customers. Limited attendance,
so please RSVP and reserve your seat by
calling 377-2202 as soon as possible.

RIITA ASSN ACCESS RATES:
• Access rates are the rates
charged by local telephone
companies to long distance
telephone companies for the
use of the local companies’
networks. A local company
carries the long distance
companies’ telephone traffic
from the long distance
companies’ network
connections to the long
distance companies’
customers premise location.
The local company provides
the facilities that make up the
“last mile” which allows long
distance carriers to connect to
their customers. This “last
mile” may actually (377-2478)
be several miles.
• Interstate access rates are
billed to long distance
companies for telephone calls
that originate in one state &
terminate in another state.
These rates are regulated by
the FCC. The FCC has
approved different rates for
large local telephone
companies (primarily former
Bell System companies) than
it has approved for small
(primarily rural) companies.
• Intrastate access rates are
billed to long distance
companies for telephone calls
that are originated &
terminated within Iowa. The
rates are set on a companyto-company
basis. Most
independent companies
adopt or use a tariff filed by
the ITA, known as ITA Tariff
#1.
• This is not a subsidy but
rather a payment for the use
of our networks. Contrary to
what long distance provider(s)
my say, they are using our
cable & switches to complete
their calls.
• Long distance retail rates are
not regulated by the FCC or
the IUB.
• Companies such as ours that
serve only rural exchanges do
not have the economies of
scale that companies that
serve both rural & urban
exchanges do. On the
national level, a large
company has 50+
customers/mile while the
small company average is 5-6
customers/mile. Example: A
large company serving both
urban and rural may have as
many customers in one
apartment complex or in one
large business as a small
company serving only rural
exchanges may serve in their
entire service area.
• Just as Mr. Jones is a local
dial tone customer of ABC
Local Exchange Telephone
Co, XYZ Long Distance Co is
an access service customer
of ABC Local Exchange
Telephone Co & there is a
cost for providing this service
to them.
