New Directories:<br />

Qwest made a change in your 2003/2004<br />

Ames Iowa directory. It has been<br />

“scoped” by zip code as opposed to area<br />

code and prefix as it was in the past. By<br />

Dex zip scooping this directory you may<br />

notice a listing may have moved into a<br />

different community section. (377-2790)<br />

Sections are now compiled of customer<br />

listings that contain the same zip code as<br />

opposed to the same area code and prefix.<br />

This did involve 31 Colo Telephone<br />

customers.<br />

We have extra 2003/2004 phone<br />

directories in our office. Stop by and pick<br />

up what you need (at no cost to you).<br />

Telephone Bill Due Date:<br />

It is possible that if your telephone bill is<br />

paid after the 20 th of the month, you r next<br />

billing might show this as Past Due. This<br />

is because your payment may not get<br />

posted on the new bill if we have already<br />

closed the billing cycle for that month.<br />

Telephone bills are due upon receipt,<br />

delinquent on the 20 th and will be<br />

disconnected after the 25 th if payment is<br />

not received.<br />

Bank Collect is available – contact our<br />

office if interested in this service.<br />

INTERNET TRAINING CLASS<br />

<strong>NetINS</strong> will be bringing its Internet<br />

Training Class to Colo again on Tuesday<br />

evening, February 17 th . The Colo<br />

Telephone Co will be hosting at the Colo<br />

Community Center starting at 6:00 pm<br />

and running until 9:00 pm. The class is<br />

open to all Colo Telephone/<strong>NetINS</strong><br />

Internet customers. Limited attendance,<br />

so please RSVP and reserve your seat by<br />

calling 377-2202 as soon as possible.<br />

RIITA ASSN ACCESS RATES:<br />

• Access rates are the rates<br />

charged by local telephone<br />

companies to long distance<br />

telephone companies for the<br />

use of the local companies’<br />

networks. A local company<br />

carries the long distance<br />

companies’ telephone traffic<br />

from the long distance<br />

companies’ network<br />

connections to the long<br />

distance companies’<br />

customers premise location.<br />

The local company provides<br />

the facilities that make up the<br />

“last mile” which allows long<br />

distance carriers to connect to<br />

their customers. This “last<br />

mile” may actually (377-2478)<br />

be several miles.<br />

• Interstate access rates are<br />

billed to long distance<br />

companies for telephone calls<br />

that originate in one state &<br />

terminate in another state.<br />

These rates are regulated by<br />

the FCC. The FCC has<br />

approved different rates for<br />

large local telephone<br />

companies (primarily former<br />

Bell System companies) than<br />

it has approved for small<br />

(primarily rural) companies.<br />

• Intrastate access rates are<br />

billed to long distance<br />

companies for telephone calls<br />

that are originated &<br />

terminated within Iowa. The<br />

rates are set on a companyto-company<br />

basis. Most<br />

independent companies<br />

adopt or use a tariff filed by<br />

the ITA, known as ITA Tariff<br />

#1.<br />

• This is not a subsidy but<br />

rather a payment for the use<br />

of our networks. Contrary to<br />

what long distance provider(s)<br />

my say, they are using our<br />

cable & switches to complete<br />

their calls.<br />

• Long distance retail rates are<br />

not regulated by the FCC or<br />

the IUB.<br />

• Companies such as ours that<br />

serve only rural exchanges do<br />

not have the economies of<br />

scale that companies that<br />

serve both rural & urban<br />

exchanges do. On the<br />

national level, a large<br />

company has 50+<br />

customers/mile while the<br />

small company average is 5-6<br />

customers/mile. Example: A<br />

large company serving both<br />

urban and rural may have as<br />

many customers in one<br />

apartment complex or in one<br />

large business as a small<br />

company serving only rural<br />

exchanges may serve in their<br />

entire service area.<br />

• Just as Mr. Jones is a local<br />

dial tone customer of ABC<br />

Local Exchange Telephone<br />

Co, XYZ Long Distance Co is<br />

an access service customer<br />

of ABC Local Exchange<br />

Telephone Co & there is a<br />

cost for providing this service<br />

to them.<br />
