Fremont Man
Dies in Accident
A Fremont man died in a Mahaska County traffic accident Thursday. According
to an Iowa State Patrol crash report, Shawn Shaffer, 39, died when
his Four Runner crashed into a semi-trailer truck at about 6:17 a.m.
Charles Jones, 59, of Oskaloosa was backing the semi into a driveway
on Mahaska County Road G77 about a mile east of Eddyville. The vehicle’s
trailer was angled across the westbound lanes while Jones backed up.
Shaffer apparently didn’t see the trailer. The crash ignited the engine of
his Four Runner and caused feed to pour from the trailer. The fire engulfed
the vehicle and killed Shaffer, according to the report.
The crash remains under investigation. The Iowa State Patrol was assisted
by Mahaska County Sheriff’s Office, Wapello County Sheriff’s Office, Eddyville
Fire & Rescue and Mahaska County Ambulance
A fund has been established at Bank Iowa for his wife, Deora, and their
children. Shaffer left behind sons: Gage Shaffer, Gavin Shaffer, Griffin Shaffer,
Garrett Shaffer, Andrew Shaffer, and Alex Shaffer Memorials may be
made to Bank Iowa c/o Shawn Shaffer Memorial Fund, 210 East Main St
Fremont, IA 52561. The Shaffer family was featured in the VV in mid-February.
Garrett Shaffer was fighting cytomegalovirus and the community was
holding a benefit to help alleviate costs to the family while Garrett stayed in
the Mercy Hospital.
Reorganization Committees
Return to the Planning Table
The Blakesburg Cafeteria was the
site of the most recent school reorganization
meeting, held on Thursday,
March 31. Both Fremont Committee
members and Eddyville-Blakesburg
Committee members attended
this joint meeting, as well as representatives
from the AEA serving as
advisories.
The meeting began as a work
session for the joint reorganization
committee and was closed to public
comment as pertinent information
was obtained for this legal process.
Mark Hedge, joint committee chairman,
opened the meeting having
members introduce themselves, followed
by the AEA representatives.
Present were Joe Crozier, Chief Administrator
for Great Prairie Area
Eduction Agency, and Rich Gaumer,
AEA attorney, both of whom have
past experience with several school
mergers.
Items Needed On Petition Merger
Mr. Gaumer reviewed the necessary
items that must be stated on a
petition for merger – name of district,
legal description, number of directors,
and how directors will be elected.
Merger details and requirements
were also noted, such as schools
cannot have a bond issue within the
last six months, there must be at least
300 or more students, and assets and
liabilities would be combined unless
there was a reason to not do so.
New precincts would be drawn,
prior to the first election after reorganization.
In the past, a consultant
has provided a new board with three
different drawings of proposed precincts,
and the new board will select
how the precincts should be determined.
The inial school board
One item that must defined,
prior to a petition being created, is
just how the initial school board
will be formed. This topic is one
that the reorganization committees
were seeking additional input on, in
order to make a decision. As committee
members listened, this was
discussed. The initial board can
come from the current boards (based
on population) or a special election
of the voters. If the current school
board members determine the initial
board, directors would have to live
in the current precinct in order to
continue to serve. Regarding a new
board, if there was no one in a new
precinct currently serving on the
board, someone could be appointed
by the board to serve. If someone
was appointed to serve, the new
board would have to unanimously
appoint the individual or a special
election would be required.
Attorney Gaumer noted that is
helpful for the current boards to appoint
the initial board, as a merger
can be a challenging time for a
school board. Experience is a great
asset for individuals serving on a
board at this time.
The attorney can assist with preparing
the final petition. Once ready,
at least 20% of the registered voters
per district must sign the petitions (it
was clarified that 20% could come
from one area of a district). Once
the petition has the required signatures,
they are submitted to the AEA
who will handle the next phase.
Once petitions are turned in, individuals
are given 60 days to object
to the merger and/or request that in-
dividual property be removed from
the merger (added to another district).
The property involved must
be on the school line. AEA board
will make a decision regarding this
type of request. Their decision will
be based on the request from the
individual and what is best for the
new district. It would not be based
on property tax issues. Next, AEA
would have a public hearing, most
likely taking place in Eddyville, as
it is generally held in the larger of
the two districts that are merging.
Individuals would have the right to
speak as to the merger and property
moves within the district. The AEA
board will then decide if the petition
should move forward, and if the request
meets state statute. The board
would move to have the issue to go
forward for a vote. The board could
delay the proceeding if they choose
to, but this has not happened during
the mergers handled by this AEA.
After evaluating the input received
from the help of the AEA personnel,
the joint committee moved
forward to the tasks at hand. Jane
Underwood, Joint Committee Secretary,
read the minutes from the last
joint meeting.
Electing the inial school board
Kim Glosser made a motion that
current school board members select
the initial school board. Jennifer Lathen
seconded the request, and the
motion passed unanimously.
The committee appointed individuals
to chair the petition efforts
in each district. Once the petition
documents are ready, Bill Ward will
manage the petition work in Fremont
and Jim Sutton will for Eddyville-
Blakesburg.
The work session for the Fremont
and Eddyville-Blakesburg Joint
Reorganization Committee was adjourned.
Following this, community
members were given the opportunity
to ask questions in a public forum.
One query came from the audience
regarding new debt. Is there
any restriction with a school creating
new debt during a merger process?
Attorney Gaumer stated that schools
couldn’t overspend and create much
debt. Funding via the 1% sales tax
was discussed; this is a function of
the number of students in a district,
and it is believed that the existing
board could commit to using this
funding even beyond the point of
merger.
Bond issue
A bond issue requires a vote of
the people and must pass by a 60%
margin. If the merger passes, generally
the schools involved continue
to pay day-to-day bills and function
as normal, as they move to a merger.
Dr. Cook, Eddyville-Blakesburg superintendent,
noted that each school
is set on closing out their individual
books during this time.
The issue of open meetings and
agendas being available was discussed,
as well as prior decisions
that have been made by the reorganization
committee. Attendance at
all meetings allows for individuals
to stay informed and give input on
the process. It was also pointed out,
that discussion and decisions of the
reorganization committee during
work sessions are in regard to items
that have been previously addressed
at earlier public forums.
that occurred that day. Finally, late in the evening,
Shortly before noon on Monday, April 4, 2011,
Tales of the Ancient Sportsman
I’m back! Sorry I missed a week. I thought I had this
laptop thing all figured out, so I wrote the column in
Charleston, SC and tried to send it to Mendy. Everything
indicated that the column went, but two days late when
I checked on something, the screen told me that the send
to the What Cheer paper did not go through. It was too
late to send it then.
The hard thing about being gone for 10 days is trying
to catch up when you get back. It may take me a few
days as tomorrow I leave for Kansas City and the Missouri
Travel Exchange. It will be an enjoyable time and I
always look forward to seeing old friends again.
Our trip to Charleston, Savannah, Asheville and Stone
Mountain was spectacular and our group of 75 folks just
had a ball. I left expecting warm temperatures, the smell
of spring flowers and sunshine on my shoulder. Instead I
nearly froze to death, I couldn’t smell anything because
my nose was running and the only thing on my shoulders
was rain drops.
It was 48 degrees and raining in Charleston so we
had to cancel the sunset cruise on the big sail boat. We
were able to substitute a harbor cruise on an enclosed
and heated boat instead. Fort Sumter was inspiring, but
wet and cold.
While at Bubba Gump’s Shrimp Co. in Charleston
we ran into three couples from Amarillo, TX that were
with us on our tour to Ireland last spring. That was neat.
And while at the Byrd Cookie Co. in Savannah a group
from Alabama came in behind us and their leaders were
friends of ours from Bank Travel Conference. Another
pleasant surprise.
Savannah was much warmer, but the rain still followed
us. On the way to Savannah we had a tour of the
Middleton Place Plantation and it was 65 and sunny. We
needed that and the flowers and the gardens were just
splendid.
We were able to do the Paula Deen tour in Savannah
and it ended with lunch at Uncle Bubba’s Oyster House.
I do not like oysters, but Uncle Bubba’s were quite good.
Uncle Bubba was there and he posed for pictures with
most of our folks. He was the high light of the tour. Miss
Paula had too many other things going on, so she was
not available.
We had many wonderful experiences at the Biltmore
in Asheville, NC, Renfro Valley in Kentucky, Mrs. Wilkes
Boarding House in Savannah, Stone Mountain in
Georgia and Hardy’s Reindeer Ranch in Illinois. Many
memories were made and new friendships were nurtured.
It was amazing that two busses full of people from
all over the eastern part of Iowa could bond so quickly
and get along so well. It was truly a satisfying experience.
I lost a great
friend and an
old time basketball
player last
week with the
passing of Pauline
Brostrom. I
had no idea that she was a basketball player until Pauline
Dinsmore began to show up regularly in the 75 years ago
section. I asked her if she was Pauline Dinsmore and she
confessed to the fact.
In her true humble spirit, she told me that she played
but that she wasn’t real good. The sports pages of the
Oskaloosa Herald speak otherwise. Pauline was most
always the leading scorer, she was all-conference more
than once and her Fremont teams came close to going
to state. In one game she scored 47 points and that was
unheard of in those days. I wanted to do a feature story
on her, but she would have no part of that. She claimed
that she was no more special than any of her teammates.
Grantland Rice wrote, “When the great scorer comes
to write against your name, he will write not that you
won or lost, but how you played the game”. Pauline
played the game well, she has fought the good fight and
she has finished the course.
I have gotten away from the high school sports scene
for a while and I will try and catch up on some of the
early events next week.
There is good news. While I was gone, the Frosty Udder
opened. I will not be able to patronize the establishment
for a while, but as long as I keep my blood sugar
under control, maybe I can go once a week and perhaps
twice when they have black raspberry.
Let’s take a look at what happened in our yesterdays.
75 years ago: April 11, 1936- Fred Gasper tossed a
shutout as Eddyville opened the season with an 11-0 win
over Tracy. Earl Simmers had a double and two singles
and Bobby Crosson added a pair of singles to lead Eddyville.
50 years ago: March 27, 1961- Eddyville scored three
points at the Class B state indoor track meet in Iowa
City. The points were the result of a fourth place finish
by the 880 relay team and a fifth place finish by the mile
relay team. The 880 team included Jim Durst, Tom Lee,
Sam Simmers and Larry Allison. Members of the mile
team were Lee, Simmers, Allison and Dennis Gray. Mar.
31- Fremont’s Roger Batterson was named first team
All-Chiquaqua Valley for the fourth straight year. Also
on the first team was Rex Daubenburger- Hedrick, Keith
Dinsmore- Fremont, Manley Hall- What Cheer, Dave
Morrison- Eddyville, Ronnie Vander Pol- Hedrick and
Archie Wilkin- Eddyville. The girls team included forwards;
Dixie Davis- Hedrick, Nancy Hynick- Fremont,
Marilyn Smith- Eddyville and Linda Witt- What Cheer.
The guards included; Lois Handy- Hedrick, LaRetta
McKay What cheer, Marcia Noe- Eddyville, Ann Rolison-
Eddyville and Sandra Witt- Fremont. Mar. 31- North
Mahaska was represented on the DMRC All Conference
first team by forward- Sara Sheehy and guard Irma Van
Veldhuizen. Dennis McMahon was on the boys first unit.
25 years ago: Mar. 29, 1986- Jeff Foubert and Greg
A few community members are
organizing local efforts for the National
Night Out, ‘America’s Night
Out Against Crime’ planned for Aug.
2. Some events may include kids’
games and activities for all ages.
A planning meeting for the second
annual NNO is Tues., April 12
at 5:30 p.m. at the Sigourney Pizza
Ranch on West Jackson. All are encouraged
to attend. For more information
contact the Sigourney Police
Dept. at 641-622-2345 or sigpoliceadmin@iowatelecom.net.
National Nigh Out, ‘America’s
Night Out Against Crime’, was introduced
by the National Association
of Town Watch in 1984. The program
was the brainchild of NATW
Executive Director Matt A. Peskin.
In an effort to heighten awareness
and strengthen participation in local
anticrime efforts, Peskin felt that
a high profile, high-impact type of
crime prevention event was needed
nationally.
Subsequently, he proposed a national
program that would be coordinated
by local crime prevention
agencies and organization but that
would involve entire communities
at one time. The first NNO was introduced
early in 1984 wit the event
culminating on the first Tuesday in
August.
While the traditional ‘lights on’
and front porch vigils remain a part
of NNO, activities have expanded
considerably over the years to include
block parties, cookouts, parades,
visits from police, festivals,
neighborhood walks, safety fairs,
contest, rallies and meetings.
Peskin said, “It’s a wonderful opportunity
for communities nationwide
to promote police-community
partnerships, crime prevention and
neighborhood camaraderie. While
one night is certainly not an answer
to crime, drugs and violence, Nation
Nigh Out does represent the kind of
spirit, energy and determination that
is helping to make many neighborhoods
safer places throughout the
year. It (NNO) is a night to celebrate
safety and crime prevention successes
and to expand and strengthen
programs for the next 364 days.” For
more information, go to www.nationalnightout.org/nno.
This very unique landform project comes form Allison Blad. Using
a large turtle shell, she has created a swamp which even includes a
toothpick bridge. Alot of time and hard work went into this one.
Landform unit
Molly Walker developed a brightly colorful world with her diorama of a
reef. The different dimensions really make it pop with life.
A quiet little world seems to be hidden in this forest formed by Lillie
Hynick. Little deer and other woodland creatures peer out of the
green she has them nestled in.
Letter to the Editor:
Whether you are ready for it or not, the 2012 elections
are fast approaching. Regardless of your political party,
this is a time when Americans can exorcise one of our
most prized rights as American Citizens, voting.
This is also a time when all voters have the opportunity
to educate ourselves and others about what we feel
is important locally, statewide and nationally and whom
is the BEST candidate that will represent all of his or her
constituents. Regardless of whom you choose to vote for,
I think many of us recognize that we are at a crossroads
right now, a very crucial crossroads.
We’ve all been witness to irresponsible fiscal, domestic
and foreign policies and ‘politics as usual’ in all forms
of government. If we do not act quickly and change
courses, I suspect that future generations will not know
the same liberties that we can often take for granted today.
I want my six year old daughter to have the same
opportunities that I had available to me and hopefully,
endless more.
Of course, I recognize that we are all accountable for
our own lives and we all have the power to make our
lives what we want them to be; but what kind of parent
would I be if I didn’t wish more for my daughter? I cannot
and will not sit complacently by and watch as we
are leaving our children and grandchildren with a questionable
future that I would be ashamed to say I didn’t
do everything I could to make better. Making changes
to ‘politics as usual’ can seem impossible. But, changes
usually begin with a simple idea, belief or message.
That’s where YOU come in. That’s where we ALL come
in. Who better to voice our own ideas, beliefs or messages
than ourselves? That’s why it’s vital for everyone
to get involved, stay informed and educate others. I hope
you are all as passionate as I am about our nation and our
future because it’s not just your future..it’s your children
and grandchildren’s future, too.
