The Keokuk County Board of Supervisors<br />
met in special session, Monday, May 10, 2010<br />
in the Board Room of the Courthouse. All members<br />
were present.<br />
Denny moved, Greiner seconded to approve<br />
the tentative agenda. All ayes and motion carried.<br />
Denny moved, Greiner seconded to approve<br />
the minutes of May 3, 2010. All ayes and motion<br />
carried.<br />
Met with County Engineer regarding the Keokuk<br />
County Highway Department.<br />
Greiner moved, Denny seconded to approve<br />
the Personnel Report for Aaron Martin (equipment<br />
operator – full time position) at $16.98 per<br />
hour effective May 14, 2010 as submitted. All<br />
ayes and motion carried.<br />
Greiner moved, Denny seconded to approve<br />
specifications for the purchase of a new single<br />
axle truck (FY 2010 new equipment) as submitted.<br />
All ayes and motion carried.<br />
Greiner moved, Denny seconded to approve<br />
a supplemental agreement with Calhoun-Burns<br />
and Associates (final design services) for BRS-<br />
CO54(86)—60-54 (Bridge #503019 replacement)<br />
as submitted. All ayes and motion carried.<br />
Greiner moved, Denny seconded to approve<br />
the Class B Beer (BB) (includes wine coolers)<br />
Outdoor Service and <strong>Sun</strong>day Sales privileges<br />
application for Keokuk County Fair as submitted<br />
and to authorize the Auditor’s Office to approve<br />
said application on-line with the Alcoholic Beverages<br />
Division. All ayes and motion carried.<br />
Greiner moved, Denny seconded to approve<br />
the Personnel Report for Ronald Wheeler, parttime<br />
Dispatcher/Jailer, Sheriff’s Department at<br />
$10.00 per hour effective April 20, 2010 as submitted.<br />
All ayes and motion carried.<br />
Greiner moved, Denny seconded to approve<br />
the 10-15 Transit Service Agreement for Fiscal<br />
Year 2011 as submitted. All ayes and motion<br />
carried.<br />
Met with Tony Reed regarding Central Iowa<br />
Juvenile Detention Center Services. No decision<br />
was made at this time.<br />
Greiner moved, Denny seconded to terminate<br />
coverage with Wellmark Blue Cross/Blue<br />
Shield as Keokuk County’s health insurance<br />
provider as of July 1, 2010. All ayes and motion<br />
carried.<br />
Discussion of old and new business was<br />
held. Rachel Axmear shared her concern regarding<br />
the police and fire fighters monopoly<br />
bargaining bill. Donald Perschall will be contacted<br />
to schedule employee insurance meetings.<br />
Various board and committee reports were<br />
held. All three Board members listened in<br />
on the ISAC Webinar on Wednesday, May 5,<br />
2010. Greiner attended a RUSS meeting. Berg<br />
attended Decat meetings. Denny had no additional<br />
meetings to attend last week.<br />
On vote and motion the meeting adjourned<br />
at 11:10 a.m.<br />

Hosts Vacation Bible School<br />
Tri-County School will soon be coming to a close and the <strong>What</strong> <strong>Cheer</strong><br />
Baptist Church would like to invite all children from the community to attend<br />
three days of Vacation Bible School on June 9, 10 and 11, Wednesday,<br />
Thursday and Friday, from 1:00 pm to 3:30 pm. The three days will be filled<br />
with music, Bible Stories, testimonies of Jesus, crafts, games and treats. The<br />
Bible School will be geared to children in the Preschool through sixth grade<br />
ages.<br />
Emphasis on the first day will be the birth of Jesus, on the second day,<br />
children will learn about the ministy and miracles of Christ, and on the last<br />
day, the reason Jesus died on a cross. In other words, the main thrust of the<br />
Bible School can be summed up in one word - JESUS!<br />
The teachers at the Baptist Church are looking forward to the opportunity<br />
of preparing for the Bible School and will be looking for all children of the<br />
community to attend. If you have questions or need a ride, please contact<br />

you. They would also like to thank parents in advance for considering the<br />

Obituary<br />
Robert T. Kleinmeyer<br />
Robert T. Kleinmeyer, 69, of Delta, died Saturday, May 15, 2010, at the<br />
Keokuk County Health Center. He was born April 29, 1941, to Edward G.<br />
and Naomi Hartgrave Kleinmeyer. He graduated Salisbury High School in<br />
1959. On September 9, 1961 he married Ardeth Stanley, in Delta. They later<br />
divorced. He was a hog buyer for Armour Foods for many years. Later he<br />
drove semi and traveled in all 48 states. When he retired from truck driving,<br />
he became a director/instructor for GET truck driving school. He lived in<br />
Kansas City, Mo and moved to Iowa in 2003.<br />
He was preceded in death by his father.<br />
He is survived by his children Beth and her husband Mike Bridges of Oskaloosa,<br />
Bob and his wife Elaina Kleinmeyer of Kansas City, Mo., Joe and<br />
his wife Christine Kleinmeyer of <strong>What</strong> <strong>Cheer</strong>, his mother Naomi Penrod of<br />
North English, 9 grandchildren, 2 great-grandchildren, 4 sisters Jeanne Garringer<br />
of Williamsburg, Gayle Fanning and Judy Penrod both of Huntsville<br />
Mo., Mary Polhamus of <strong>What</strong> <strong>Cheer</strong>, and a brother Ed Kleinmeyer of Cario<br />
Mo.<br />

<strong>What</strong> a bum deal! I had a tour to St. Louis Wednesday<br />
and Thursday for a pair of Cardinal games and the Cardinals<br />
played like flubs this time. We sat through two<br />
miserable games and the only good thing was that the<br />
weather was beautiful and the stadium was in full red<br />
splendor.<br />
We left Wednesday morning and drove through heavy<br />
rain in northeast Missouri. The forecast called for rain<br />
most of the day and into the evening. We checked into<br />
the beautiful Drury Plaza Hotel and then went to dinner<br />
at the Old Spaghetti Factory. After dinner our bus<br />
driver dropped us off at the stadium and he had to park<br />
at a hotel parking lot a couple of miles away. The hotel<br />
provided a taxi to shuttle him back and forth. We found<br />
that negotiating a bus in the LaClede’s Landing area was<br />
quite a challenge.<br />
When we arrived at the stadium the clouds seemed to<br />
part and it was a gorgeous evening with a gentle breeze<br />
passing through the stadium. The place was a buzz of<br />
activity and a sea of red. We did have to deal with an occasional<br />
Cub hat, but they were very insignificant.<br />
I did learn that if you plan to go to Busch Stadium, you<br />
had better take many shekels with you. Five dollars for<br />
a bottle of water!!! I should have gone into the bottled<br />
water business when I was a kid, but the time was not<br />
right.<br />
There was a wonderful spring in Fred Robinson’s pasture,<br />
just about 200 yards from my favorite fishing hole<br />
on Walnut Creek. When I got thirsty I would go up to<br />
the spring and lie on my belly and drink that super cold<br />
spring water bubbling out of the ground. That water was<br />
so good and so satisfying. I don’t know what it cost as I<br />
just put it on God’s tab.<br />
It was wall to wall sunshine on Thursday morning, but<br />
a bank of ominous black clouds loomed in the west and<br />
the forecast was for rain about game time. The Missouri<br />
River seemed to block the clouds and it turned out to be a<br />
great day for baseball. But the Red Birds stunk again and<br />
we had to leave town without seeing them win. We did<br />
have a great time with some wonderful new friends and<br />
we even had a Cub fan along to keep us humble.<br />
I am fast becoming a soccer grandpa. Emily is playing<br />
on the Oskaloosa 10 and under team and Saturday they<br />
played the Ottumwa 10-U team in Ottumwa. I must add<br />
that the Osky team is all girls and the Ottumwa team was<br />
all boys. Osky at a disadvantage? Not at all. Those girls<br />
bounced the boys all over the pasture and took a 4-2 win.<br />
It was obvious which team was more physical.<br />
The Ancient-ess has been on the banquet circuit lately<br />
with Mother-Daughter banquets at Faith Community<br />
Church in Eddyville and Union Liberty Church near<br />
Bussey. She needed some exercise and she got it as the<br />
soccer complex was huge and the field we needed was<br />
on the back 40. The way I see it, it appears to be a waste<br />
of good grazing land.<br />
Before the soccer match we took in a pair of baseball<br />
games in Ottumwa. Alec and Christopher’s team beat the<br />
second Ottumwa team 6-5 and then lost to the Osky 11<br />
year-olds 2-1 in a very well played game for that age.<br />
Osky scored an unearned run in the bottom of the final<br />
inning to win it.<br />
After the soccer match we came back to Oskaloosa<br />
for a pair of Babe Ruth games by Logan’s team. We had<br />
followed them to <strong>New</strong>ton Friday night for two games,<br />
so they played four games in two days. A rather intense<br />
schedule I would think. I made the following observations.<br />
60 foot, six inch pitching distance is way too far<br />
for a 13 year-old. A 90 foot distance between bases is too<br />
far for a 13 year-old. A Pony League diamond is much<br />
more suited for that age.<br />
<strong>Sun</strong>day was a slow day and I needed that. After church<br />
and dinner, I went to the pond for a while. There was an<br />
ugly wind blowing out of the northeast and the pond was<br />
high and riled. After 30 minutes I came back home and<br />
went to the golf course. At least I could stay warm while<br />
walking. The golfing was like Cardinal baseball. I would<br />
play well in spurts and then have some holes that were<br />
really bad. At least I played all nine holes with the same<br />
ball and that is rare. No water, no trees, but I did find a<br />
very nasty Yucci plant.<br />
It is time again to take a look at our yesterdays.<br />
75 years ago: May 16, 1935- <strong>New</strong> <strong>Sharon</strong> routs Lacey<br />
27-2 with Barney Meyers tossing a four-hitter. Leo<br />
Harper led NS with two home runs and two triples. Don<br />
LeCocq, Buck Berry and Simmons each had four hits.<br />
May 17- Rose Hill beat Central City 7-0 in the state tourney<br />
behind the no-hit pitching of Ken Reid. Rose Hill<br />
was led by a triple and a single by Darrell Goddard and<br />
two hits by Van Landingham.<br />
50 years ago: May 21, 1960- Crawfordsville knocks<br />
<strong>What</strong> <strong>Cheer</strong> South out of the Sub-State tourney 7-1.<br />
Denny White and Don Allender teamed for a two-hitter.<br />
A double by Burdock and a single by Graham were the<br />
only WC hits.<br />
25 years ago: May 18, 1985- Led by Scot Bokhoven’s<br />
77, the North Mahaska boys qualified for the district golf<br />
tourney. Other Warhawk scores were an 83 by Scott Lewis,<br />
an 87 by Jason LaRue and an 89 by Curt Fox. May 20-<br />
Tri-County sends seven to state. District winners were<br />
Ace Moore in the 100 and 200 and Jeff Foubert in the<br />
discus. Second place qualifiers were Kyhl Schmidt (pole<br />
vault), Randy Schmidt (110 high hurdles), Greg Thomas<br />
(400) and the 4X100 team of Thomas, K. Schmidt, R.<br />
Schmidt and Moore.<br />
