CESARE general objectives:<br />
Allow road users to make use of their OBU throughout<br />
Europe : Interoperability of EFC systems<br />
CESARE I <strong>and</strong> II has allowed to:<br />
draft a MoU defining organisational, operationnal <strong>and</strong><br />
technical rules for interoperability of EFC systems among<br />
ASECAP members<br />
A new context: context:<br />
New actors <strong>and</strong> EFC schemes : national <strong>and</strong> urban charging<br />
schemes,<br />
New technologies : GNSS<br />
EFC directive <strong>and</strong> EETS<br />
Need to analyse the impact on current CESARE model<br />

WP3 - Establish national arrangements<br />

• Member States: establish a national implementation plan for the EETS<br />
• Member States: consider some joint working arrangement to discuss <strong>and</strong><br />
resolve any outst<strong>and</strong>ing problems.<br />
• Member States: determine which toll schemes <strong>com</strong>e within the scope of the<br />
Directive<br />
• Each Member State: facilitating the transition of the EETS obligations to<br />
enable the realization of an open market.<br />
• EC: establish an EETS coordinator to liaise with Member States<br />
• Germany <strong>and</strong> Switzerl<strong>and</strong>: assist with the determination of requirements<br />
for EETS Providers from Toll Chargers using autonomous systems.<br />
• EC: early implementation of EETS based on the use of microwave<br />
technology.<br />
• Toll Chargers using new technos: develop the full technical specification<br />
for the EETS<br />
• EC: establish an Interoperability Manager organisation
