The context<br />

> The « En Route » ATFCM part is now completly integrated<br />

with Eurocontrol and the CFMU (Central Flow Management<br />

Unit)<br />

> The reorganisation of the french airspace, also in Paris area,<br />

improved localy the « En Route » capacity.<br />

> The airspace congestion is now evoluting towards airports,<br />

<strong>CDG</strong> included.<br />

ATC delays - 38 % (2001-2003 Period )<br />

<strong>Air</strong>ports delays x 2.6, average from 17 to 23 min….<br />

One possible answer : the <strong>CDM</strong> approach<br />

> Our <strong>CDM</strong> (<strong>Collaborative</strong> <strong>Decision</strong> <strong>Making</strong>) definition :<br />

Total sharing of indicators, parameters, capacities, loads<br />

and constraints by all involved actors to find all together<br />

the tactical organisation which optimise the ressources.<br />

> The <strong>CDM</strong> approach : a necessary evolution and a competitive<br />

wager between main EUR airports (FRA, LHR, BRU, AMS….).<br />

This concept – launched in USA in the beginning of the 90’s –<br />

will become as unavoidable as today’s Hub organisation for<br />

major airlines.<br />

> Thunderstorms on 20 october with around-<strong>CDG</strong> regulations.<br />

> Fuel services strike without advance notice : break-down in<br />

airlines schedule.<br />

> 12 july ATC regulation, due to 14 july flypast rehearsal<br />

> One common point : One of the main actors for the operations<br />

at the airport has run towards his own decisions and managed<br />

«his» crisis without any kind of coordination with other<br />

partners, who just endured the situation without global<br />

understanding.<br />

Objectives<br />

<strong>CDM</strong> stage creation, including all the <strong>CDG</strong> actors,<br />

allowing an optimum use of the airports ressources, by a<br />

permanent adaptation between loads and capacities.<br />

Phase 1 Short Term (OCT 04) : continuous share of<br />

operational informations between <strong>CDG</strong> actors, with all possible<br />

anticipation<br />

Phase 2 : First « <strong>Decision</strong> making process » : Creation of<br />

the conditions for a local management of departures<br />

regulations by permanent exchange between the actors.<br />
