Scope of the <strong>Expert</strong> <strong>Panel</strong><br />

• Airport <strong>CDM</strong> Governance Structure Document:<br />

The Airport <strong>CDM</strong> – <strong>DMAN</strong>-A-<strong>SMGCS</strong> <strong>Links</strong> - <strong>Expert</strong> <strong>Panel</strong> will<br />

identify harmonized and generic requirements for an operational<br />

concept (for processes supported by systems of current technology)<br />

that are applicable on the airside surface of the airport.<br />

This <strong>Expert</strong> <strong>Panel</strong> will elaborate on work from earlier workshops for<br />

<strong>DMAN</strong>-A-<strong>SMGCS</strong> integration with Airport <strong>CDM</strong>, where<br />

documentation and a <strong>DMAN</strong> definition have been derived.<br />

The <strong>Expert</strong> panel will serve for exchanging views and lessons<br />

learned, and to define processes in support of pre-departure<br />

sequencing based on stakeholders’ broad acceptance.<br />

Maturity of the Airport <strong>CDM</strong> Concept<br />

• The Pre-Departure Sequence concept element covers all the<br />

current needs in terms of departure management (including the<br />

role of a <strong>DMAN</strong> and an A-<strong>SMGCS</strong>)<br />

• However, further work is needed to improve the departure<br />

processes w.r.t. enhanced <strong>DMAN</strong> and A-<strong>SMGCS</strong><br />

• Best practices expected from the Adverse Conditions <strong>Expert</strong><br />

<strong>Panel</strong><br />

• Development work expected from the different SESAR IP2<br />

projects<br />

<strong>DMAN</strong> Definition<br />

• The <strong>Panel</strong> supports the <strong>DMAN</strong> definition agreed after 2<br />

workshops organised by EUROCONTROL on A-<strong>SMGCS</strong> /<br />

<strong>DMAN</strong> integration in 2008:<br />

<strong>DMAN</strong> is a planning system to improve departure flows at an<br />

airport by calculating the Target Take Off Time (TTOT) and<br />

Target Start-up Approval Time (TSAT) for each flight, taking<br />

multiple constraints and preferences into account<br />

<strong>DMAN</strong>, TTOT & TSAT<br />

• In most cases a <strong>DMAN</strong> is useful for the clearance delivery<br />

and apron or ground controller positions but less useful for<br />

the runway controllers<br />

• TTOT should be as accurate as possible (e.g. +/- 5 min.) but<br />

the sophistication of the <strong>DMAN</strong> depends on the needs and<br />

complexity of each airport<br />

• TSAT is the key parameter that controls the traffic<br />

regulation on the airport surface<br />

A-<strong>SMGCS</strong> in an A-<strong>CDM</strong> Context<br />

• Shared display of the ground traffic situation is<br />

recommended to raise common awareness between the Airport<br />

<strong>CDM</strong> Partners (e.g. LHR & ZRH)<br />

• A-SGMCS can be used to detect:<br />

• Actual inbound and outbound events (ALDT, AIBT, AOBT &<br />

ATOT)<br />

• Actual de-icing events (ACZT & AEZT)<br />

• Number of aircraft at the runway threshold<br />

• Aircraft blocking a taxiway<br />

• Runway crossings<br />

Plan, Execute, Measure & Adjust<br />

• Need to update planning with information from actual<br />

operations but…<br />

• Need to assess the costs of processes and system<br />

developments and implementation vs. benefits of an updated<br />

planning for the Airport <strong>CDM</strong> Partners (incl. Network) vs.<br />

stability of the pre-departure sequence<br />

• Need to define thresholds for individual planned data<br />

variations before an update of the pre-departure sequence is<br />

triggered<br />

Conclusions and Way Forward<br />

• In most airports:<br />

• A-<strong>SMGCS</strong> is still under development / implementation<br />

and may support Information Sharing and Pre-Departure<br />

Sequencing as described in the Airport <strong>CDM</strong> Manual<br />

• <strong>DMAN</strong> in operations or under test should support the<br />

Pre-Departure Sequencing as described in the Airport<br />

<strong>CDM</strong> Manual<br />

• Further work will happen under SESAR development phase<br />

• The <strong>Expert</strong> <strong>Panel</strong> may continue working via the web forum if<br />

new topics arise<br />
