Airport CDM Procedures Group – 3rd & 4th March 2010
The European Organisation for the Safety of Air Navigation
Scope of the Expert Panel
• Airport CDM Governance Structure Document:
The Airport CDM – DMAN-A-SMGCS Links - Expert Panel will
identify harmonized and generic requirements for an operational
concept (for processes supported by systems of current technology)
that are applicable on the airside surface of the airport.
This Expert Panel will elaborate on work from earlier workshops for
DMAN-A-SMGCS integration with Airport CDM, where
documentation and a DMAN definition have been derived.
The Expert panel will serve for exchanging views and lessons
learned, and to define processes in support of pre-departure
sequencing based on stakeholders’ broad acceptance.
Kick-Off Meeting
• 26/01/2010 in Munich airport
• Refine the scope
• Agree on a working method and way forward
• Build up expertise on past workshops on DMAN / A-SMGCS
integration
• Share experience in Lisbon and other airports
A-CDM / DMAN / A-SMGCS Links Expert Panel 4
Maturity of the Airport CDM Concept
• The Pre-Departure Sequence concept element covers all the
current needs in terms of departure management (including the
role of a DMAN and an A-SMGCS)
• However, further work is needed to improve the departure
processes w.r.t. enhanced DMAN and A-SMGCS
• Best practices expected from the Adverse Conditions Expert
Panel
• Development work expected from the different SESAR IP2
projects
DMAN Definition
• The Panel supports the DMAN definition agreed after 2
workshops organised by EUROCONTROL on A-SMGCS /
DMAN integration in 2008:
DMAN is a planning system to improve departure flows at an
airport by calculating the Target Take Off Time (TTOT) and
Target Start-up Approval Time (TSAT) for each flight, taking
multiple constraints and preferences into account
DMAN, TTOT & TSAT
• In most cases a DMAN is useful for the clearance delivery
and apron or ground controller positions but less useful for
the runway controllers
• TTOT should be as accurate as possible (e.g. +/- 5 min.) but
the sophistication of the DMAN depends on the needs and
complexity of each airport
• TSAT is the key parameter that controls the traffic
regulation on the airport surface
A-SMGCS in an A-CDM Context
• Shared display of the ground traffic situation is
recommended to raise common awareness between the Airport
CDM Partners (e.g. LHR & ZRH)
• A-SGMCS can be used to detect:
• Actual inbound and outbound events (ALDT, AIBT, AOBT &
ATOT)
• Actual de-icing events (ACZT & AEZT)
• Number of aircraft at the runway threshold
• Aircraft blocking a taxiway
• Runway crossings
Plan, Execute, Measure & Adjust
• Need to update planning with information from actual
operations but…
• Need to assess the costs of processes and system
developments and implementation vs. benefits of an updated
planning for the Airport CDM Partners (incl. Network) vs.
stability of the pre-departure sequence
• Need to define thresholds for individual planned data
variations before an update of the pre-departure sequence is
triggered
Conclusions and Way Forward
• In most airports:
• A-SMGCS is still under development / implementation
and may support Information Sharing and Pre-Departure
Sequencing as described in the Airport CDM Manual
• DMAN in operations or under test should support the
Pre-Departure Sequencing as described in the Airport
CDM Manual
• Further work will happen under SESAR development phase
• The Expert Panel may continue working via the web forum if
new topics arise
