The meeting opened at 7.05 pm on Monday, 17 November 2003, with Diemut R. Theato, in
the chair.
1) Adoption of draft agenda PE 328.736
The draft agenda was adopted.
2) Chairman's announcements
a) Following the recommendations discussed at the meeting of coordinators on 11
November 2003, the committee agreed - in the framework of the Eurostat follow-up -
to invite Commissioners Reding, Patten and Solbes to attend one of its future
meetings.
b) The committee noted the timetables for the Casaca and Avilés reports as follows:
- 2001 discharge follow-up report (Casaca)
24-25 November 2003: discussion of working document
(rapporteur: Mrs Avilés);
15 December 2003: discussion of draft report in committee;
12 January 2004: adoption in committee
28-29 January 2004: plenary
- 2001 discharge Committee of the Regions (Avilés)
24-25 November 2003: discussion in committee
15 December 2003: adoption in committee
12-15 January 2004: plenary
c) The chairman announced that she had received documentation from Mr Franchet's
lawyers concerning Eurostat and that copies were available from the secretariat.
3) Presentation by the Commission of the final consolidated accounts of the

European Communities for the financial year 2002 (SEC(2003)1104-EN)
After a brief intervention by Commissioner Schreyer, Mr Gray, Deputy Director
General and accounting officer of the Commission, introduced the final accounts for
2002.
The following spoke: Christopher Heaton-Harris, Generoso Andria, Paulo Casaca,
Jens-Peter Bonde, Diemut R. Theato, Freddy Blak, Commissioner Michaele Schreyer,
Brian Gray (Commission), Generoso Andria, Herbert Bösch.
The chairman reminded members of the deadline for the inclusion of questions to the
Commission in the 2002 discharge questionnaire (25 November 2003).
4) Presentation of the 2002 annual report of the European Court of Auditors
Mr Fabra Vallés, President of the Court of Auditors presented the annual report for the
financial year 2002.

The chairman reminded the committee that the presentation of the 2002 annual report to
the plenary would take place on Tuesday, 4 December 2003 in Brussels.
