TODAY’S COMPLEX peace and crisis management operations pose a<br />

number of challenges that require complementary responses from a wide<br />

range of actors. Success depends to a large extent on the ability of international<br />

missions and their personnel to solve a diversity of tasks and deliver appropriate,<br />

practical and lasting results. Training is key in order to be prepared, have<br />

prior understanding and develop the necessary skills.<br />

The courses and exercises offered by the Folke Bernadotte Academy (FBA) are<br />

often developed and conducted together with other government agencies,<br />

international partners and selected experts, in order to ensure that they include<br />

current best practices and all relevant perspectives. Our training is based on an<br />

interactive methodology that combines presentations, discussions, group work,<br />

role playing and, in some cases, outdoor exercises.<br />

FBA offers a range of specialised courses addressing the main tasks and<br />

challenges in peace and crisis management operations, such as cooperation and<br />

coordination, civil-military relations, protection of civilians, political affairs,<br />

conflict prevention and mediation, leadership and gender, rule of law, security<br />

sector reform (SSR), disarmament, demobilisation and reintegration of former<br />

combatants (DDR), and safety and security.<br />

In addition to the courses in the catalogue, FBA regularly conducts training for<br />

senior mission leaders in UN peacekeeping operations and EU crisis management<br />

missions and operations.<br />

A majority of the courses take place at our purpose-built training centre on the<br />

island of Sandö – an environment designed for learning, interaction and reflection.<br />

THE <strong>FOLKE</strong> <strong>BERNADOTTE</strong> <strong>ACADEMY</strong> (FBA) is a Swedish government agency dedicated<br />

to improving international conflict and crisis management, with a particular focus on peace<br />

operations. FBA cooporates extensively with Swedish agencies and organisations as well as<br />

international partners. In addition FBA serves as a national point of contact with international<br />

and regional organisations including the UN, EU, AU, OSCE and NATO. FBA contributes<br />

directly to the implementation of Sweden’s development cooperation objectives.


FBA organises a range of programmes, activities and instruments designed to contribute<br />

to the development and effectiveness of the full spectrum of peace operations. It<br />

promotes and facilitates doctrine and method development, research activities and<br />

knowledge management. FBA also recruits and seconds Swedish civilian personnel to<br />

international peace operations. In addition, FBA offers good offices for conflict management<br />

initiatives and supports civil society initiatives and projects.<br />

EDUCATION AND TRAINING<br />

THE MAIN OBJECTIVE of the Folke Bernadotte Academy´s training activities is to prepare<br />

staff for work in international peace operations and crisis management operations and<br />

to provide advanced training aimed at strengthening the capacity of staff already on mission<br />

in dealing with the daily challenges and complexities.<br />

We bridge theory and practice by integrating case studies from ongoing conflicts with<br />

presentations and lifelike scenario-based exercises involving active participation and role<br />

play. We believe the best learning happens when participants are actively engaged and the<br />

training is as authentic as possible and therefore strive for a multinational and multifunctional<br />

composition of course participants that reflects the context of international crisis management.<br />

This is also to increase understanding and promote collaboration between the numerous<br />

actors in the field. All our training is supported by professionals with relevant expertise and<br />

extensive field experience and based on current policy developments and best practices.<br />

ANNUAL EXERCISES<br />

IN ORDER FOR CIVILIAN AND military staff to be able to successfully carry out their<br />

mandates and work effectively in a multifunctional environment, it is fundamental to have<br />

a solid understanding of the needs and competences of other actors on the ground as well<br />

as a mutual respect of each other’s mandates. Exercises are a unique possibility for hands<br />

on training of personnel before deployment or as continued training, in a realistic but safe<br />

environment.<br />

VIKING 14<br />

VIKING 14 is probably the most extensive multinational and multifunctional exercise of its<br />

kind. The exercise provides a comprehensive and unique collective training opportunity<br />

for military, civilian and police in planning and conducting a UN mandated Chapter VII<br />

Peace Operation. The exercise is based on a Comprehensive Approach and focuses on<br />

co-operation and co-ordination between all stakeholders, operating within an unstable<br />

environment. The exercise is scheduled for 31 March to 11 April 2014. Participation by<br />

COMBINED JOINT STAFF EXERCISE<br />

Swedish Armed Forces<br />

The Combined Joint Staff Exercise (CJSE) is executed annually with the aim to train military<br />

staff in command and control and civil-military cooperation within a UN mandated chapter<br />

VII peace support operation. The next exercise takes place the 16th–26th of April 2013.<br />

FBA supports the exercise with experts with field experience from organisations like the<br />

UN, EU and OSCE and competences such as police, DDR, Rule of Law, gender, refugee and<br />

PRE-DEPLOYMENT TRAINING – ENTRi COURSES<br />

Europe’s New Training Initiative for Civilian Crisis Management (ENTRi) is a capacity-<br />

building programme aiming to prepare and train civilians going to, or already working in,<br />

international crisis management missions. The ENTRi pre-deployment courses provide basic<br />

knowledge and skills required for deployment in an international crisis management<br />

mission. In addition to knowledge about the mission area of concern, the courses include<br />

sessions on actor mapping, gender integration, security issues and personal conduct. These<br />

courses address both seconded and contracted personnel in EU, UN, AU and OSCE missions.<br />

The FBA has conducted courses for Georgia, Afghanistan and South Sudan. For further<br />

COURSE FOR POLITICAL ADVISERS IN INTERNATIONAL<br />

ORGANISATIONS<br />

Leaders of crisis management and peace operations require qualified<br />

analysis and input from political advisers in order to make informed<br />

decisions and develop the best strategies for mandate implementation.<br />

Hence, political advisers need to have a deep understanding of<br />

both the specific context of the conflict as well as their organisation’s<br />

policies and dynamics, to be able to perform their duties in the<br />

best way. This course aims to strengthen the skills, capacities and<br />

competencies of political advisers in international organisations.<br />

The course includes knowledge and understanding about the roles<br />

and tasks of political advisers, analytical tools, advising techniques,<br />

speech writing, negotiation and public communication.<br />

CIVIL-MILITARY COORDINATION IN CSDP OPERATIONS<br />

The purpose of this course is to identify possibilities to apply a<br />

“comprehensive approach” to EU crisis management and develop<br />

capacities for coordination and cooperation between key actors.<br />

The course looks into areas such as mission planning, sharing<br />

of resources and information sharing. Emphasis is also put on<br />

challenges and best practices in coordination and cooperation with<br />

external actors. The course provides EU CSDP mission, operation<br />

and policy personnel at mid- and senior management level with<br />

the opportunity to acquire knowledge and practical skills of civilmilitary<br />

and civil-civil coordination and cooperation.<br />

The course is held within the framework of the European Security<br />

and Defence College.<br />

RECONCILIATION AS PROCESS AND PRACTICE<br />

Reconciliation involves the (re)building of peaceful relations between individuals, groups<br />

and between people and institutions, including the state. As many conflicts recur within a<br />

decade, inclusive reconciliation processes are necessary to prevent resurgence of violence<br />

and deepening of the peace.<br />

The course aims to develop capacities among participants to support the building of peaceful<br />

relations in fragmented societies. Reconciliation will be explored as a political, social and<br />

psychological process, where aspects of justice, acknowledgement, economic aspects, trauma<br />

treatment and gender are central. Practical examples from reconciliation processes will be<br />

provided in order to better understand the multifaceted concept of reconciliation.<br />

COURSE ON DISARMAMENT, DEMOBILISATION<br />

AND REINTEGRATION<br />

The process of disarmament, demobilisation and reintegration<br />

(DDR) is an output of conflict resolution and a facilitator of peace<br />

building. DDR involves the standing down of parties to the conflict<br />

and the reintegration of ex-combatants into civilian life. It seeks to<br />

address the post-conflict security challenge that arises from ex-combatants<br />

being left without livelihoods or support networks during<br />

this critical transition period. The aim of this senior/middle management<br />

course is to give the participants a comprehensive view on<br />

DDR. The course will combine practical experiences from different<br />

DDR programmes with theoretical views on the subject. The course<br />

is based on the UN Integrated DDR Standards (IDDRS).<br />

Rule of Law (RoL) is an essential foundation for peace, security and<br />

development. Most peace and state-building missions today have<br />

RoL mandates and many international, regional and national actors<br />

are engaged in RoL promotion. RoL is also interlinked with other<br />

reform topics, such as public administration reform and Security<br />

Sector Reform (SSR). This course provides participants with specific<br />

knowledge of the most essential norms, standards, mechanisms and<br />

methods. The course also looks at the central actors and missions,<br />

their mandates and experiences and views on future challenges. It is<br />

organised in cooperation with the German Centre for Peace Operations<br />

(ZiF). The course turns to participants who are working with<br />

RoL and who are already in a RoL-component within a mission or<br />

have the ambition of working in such in the future.


SECURITY SECTOR REFORM<br />

Security Sector Reform (SSR) has emerged as one of the key areas in which to assist postconflict<br />

and fragile states. A security sector focusing on human security is critical in promoting<br />

sustainable peace, rule of law and good governance and thus preventing from entering or<br />

relapsing into conflict. During this course, academic lecturers and experienced practitioners<br />

will provide theoretical skills and practical case studies to illustrate the comprehensive<br />

process of SSR. Technical areas will be explored, recognising the holistic approach, and<br />

challenges and opportunities in post-conflict contexts will be analysed, bearing in mind the<br />

importance of sustainability and political ownership. Co-learning is an essential part and<br />

participants are expected to share experience and knowledge.<br />

PROACTIVE PRESENCE – FIELD STRATEGIES FOR<br />

PROTECTING CIVILIANS<br />

The objective of this course is to strengthen the ability of unarmed personnel to protect<br />

civilians through effective field presence. Participants will learn and practice a variety of<br />

effective approaches to deter abuse through information<br />

management, strategic planning, visibility, advocacy and<br />

support of local actors. The methodology is highly inter-<br />

active with role plays, exercises and group discussions. The course is based on Liam Mahony’s<br />

publication ”Pro-active Presence – Field strategies for civilian protection” (Centre for<br />

Humanitarian Dialogue 2006). The course is targeting mission functions such as civilian<br />

monitors, human rights-, civil affairs- and protection officers or any other position that<br />

includes advocacy work.<br />

The course is a Hostile Environment Awareness Training (HEAT). With the continued attacks<br />

against personnel working in conflict areas, the FBA provides this course to increase the<br />

resilience of those working in such environments. The objective of the course is to provide<br />

the participants with the tools and techniques necessary to avoid potentially dangerous<br />

situations and how to deal with them should they occur. No previous experience is required,<br />

the course is suitable for civilian staff in international and non-governmental organisations<br />

with no or limited experience of working abroad.<br />

functional missions, by giving senior officers and professionals the ability to build functional<br />

INTEGRATING GENDER IN FIELD OPERATIONS<br />

To work with gender is to lead the work for change, a change aiming<br />

to increase protection for women and men and promote their equal<br />

participation in the host society. It also means creating an internal<br />

organisation where male and female staff can work on equal terms.<br />

To promote the effective integration of gender perspectives in field<br />

operations, the FBA organises a course on practical gender integration.<br />

The course focuses on central gender concepts and policies as<br />

well as skills on how to promote women’s equal participation and<br />

protection. The course is intended for gender advisers or personnel<br />

who want to learn more about how to promote a gender perspective<br />

within their organisation.<br />

THE ROLE OF ECONOMIC ACTORS IN CONFLICT<br />

PREVENTION AND PEACE BUILDING<br />

Economic actors are increasingly seen as important drivers of constructive<br />

change in an inclusive approach to conflict prevention and peace building.<br />

In this course, the main focus is on local economic actors and their peace<br />

building potential. The objective of the course is to provide participants<br />

with a deeper understanding of who the economic actors are, who they<br />

could be, and to provide guidance and practical tools on how to interact<br />

with and to support them, as a way to prevent the emergence, escalation<br />

and recurrence of violent conflict. In groups, participants will develop a<br />

plan for local economic and social development in support of peace and<br />

security, in countries selected as case studies.<br />

FACILITATION OF DIALOGUE PROCESSES AND<br />

MEDIATION EFFORTS<br />

Dialogue and mediation are seen as voluntary processes where multiple stakeholders to a<br />

conflict, facilitated by a third party, aim to reach an agreement that is mutually satisfactory.<br />

When a solution is found through a participatory process of common learning, it has the<br />

potential to increase the sustainability and legitimacy of the outcome, and lead to changes<br />

in attitudes towards “the other”. The purpose of this<br />

course is to contribute to the development of skills for<br />

transforming conflict by peaceful means. The main<br />

focus of the course will be on skills-building in dialogue<br />

OUR COURSES AIM TO include approximately 20–30 participants<br />

from national and local agencies, international, intergovernmental,<br />

regional, sub-regional and civil society organisations, police or military<br />

personnel, as well as local stake-holders and humanitarian actors.<br />

Specialised courses often target people with experience from a certain sector,<br />

but participants tend to come from a wide variety of both countries and<br />

organisations.<br />

COSTS<br />

Costs indicated on the website include accommodation, meals and VAT<br />

(25%). Travel costs are at the expense of the participant. A limited number<br />

of scholarships are offered to particularly qualified participants who other-<br />

wise would not be able to attend a particular course. These scholarships<br />
