Hunters Prepare<br />
For Fall Season . -n«<br />
The first of the several qpept<br />
days for hunters in this state will 66<br />
cur Friday, when the season on woodcock<br />
in the portion of the state lying<br />
north of the tracks of the main line<br />
of the <strong>New</strong> <strong>York</strong> Central Railroad extending<br />
from Buffalo to Albany and<br />
north of trie main line tracks of the<br />
Boston and Albany (Railroad extending<br />
from Albany to' the MHsskeffusetts<br />
state line, will be declared open. Hunters<br />
of woodcock j^faJ^fie^JiHdl? quarry<br />
from 7 o'clock in the morning until<br />
sunset each day, including the opening<br />
day.<br />
The day's bag limit for each hunter<br />
is four woodcock and persons shall<br />
not possess at any one time more than<br />
four of these birds. They may be taken<br />
with a shot gun only, not larger<br />
than number <strong>10</strong> gauge fired from the<br />
shoulder, but they shall not be taken<br />
with or by means of any automatic<br />
loading or hand operated repeating<br />
shot gun capable of holding more<br />
than three shells, the magazine of<br />
which has not been cut off or plugged<br />
with a one piece metal or wooden filler<br />
Incapable of removal through the<br />
loading end thereof, so as to reduce<br />
the capacity of said gun to not more<br />
than three shells at one time in the<br />
magazine and chamber combined.<br />
These birds may be taken from the<br />
land or water with the aid of a dog,<br />
but not from or by means, aid or use<br />
of a automobile or aircraft of any<br />
kind.<br />
Persons hunting woodcock are not<br />
required to have the Federal duck or<br />
hunting stamp, but, of course, must<br />
have their <strong>New</strong> <strong>York</strong> State hunting,<br />
fishing and trapping license.<br />
The open season in the southern<br />
half of the state on woodcock begins<br />
October 15. The first day for the taking<br />
of the migratory wildfowl is October<br />

he had to say with the statement that<br />
he was greatly pleased and encouraged<br />
by what was said in the conference<br />
gave out the census plan after the adjournment.<br />
"Blanks are to be distributed to<br />
approximately 31.000.000 families by<br />
the Postofflce Department, on Nov. 16<br />
and 17," he said.<br />
"These blanks are to be filled out<br />
by the unemployed, and partially employed,<br />
and mailed by midnight Nov.<br />
20. During the six weeks following<br />
Nov. 20, an enumerative house-tohouse<br />
census will be conducted in<br />
typical cities, towns and counties<br />
scattered throughout the nation, and<br />
the" results of these enumerative<br />
Checks will be compared with the registrations<br />
from the same areas to determine<br />
the average percentage of<br />
variation.<br />
"Further checks as to accuracy also<br />
may be made by the Works Progress<br />
Administration in various localities<br />
and by the United States Employment<br />
Service, as well as checks by private<br />
agencies, such as Social Service Federations,<br />
primarily to detect exaggeration<br />
of falsification.<br />
Tabulation of all detailed data Is<br />
to be made by the bureau of the census,<br />
and preparation of the final re<br />
port will be made in conjunction with<br />
Census Bureau experts as promptly<br />
as possible for Congressional use."<br />
Mr. Biggers indicated his agreement<br />
with the voluntary registration plan<br />
as authorized by Congress and chosen<br />
by the President, and expressed, that<br />

of all people in all walks of<br />
life is obtained.<br />
In support of the plan, Mr. Biggers<br />
explained that the machinery of the<br />
Postofflce Department had been chosen<br />
because of the completness of Its<br />
organization for reaching all sections<br />
of the country; because its many local<br />
contacts would make it easiest for the<br />
unemployed and because it would be<br />
least costly.<br />
He indicated that prior to distribution<br />
of the registration blanks an<br />
intensive educational plan would put<br />
into effect, making use of all the<br />
agencies for reaching the public.<br />
The cooperation of the Governors<br />
for all the States will be sought; the<br />
clergy and the schools will be Invited<br />
to give support; posters and window<br />
cards will be employed; appeals will<br />
be issued In various languages, speakers<br />
will be enlisted, and Information<br />
booths will be established in postoffices<br />
wherever necessary, equipped with especially<br />
trained personnel, including<br />
interpreters. Appeals will be made to<br />
the patriotism and unselfish interests<br />
of all types and classes of people, but<br />
particularly the unemployed, to insure<br />
the success of the undertaking.<br />
