Protocol (MRSPP)
What is the MRSPP?
A prioritization system developed by
the Department of Defense (DoD) in
response to directions from Congress
and in consultation with State and
NativeTribe representatives to
provide a hazard score methodology
for prioritizing MRS for cleanup.

Protocol (MRSPP)
Fort Ord has 109 Munitions Response
Sites (MRS)
– Fort Ord MRS were identified through various
investigatory means as areas potentially
containing military munitions
– MRS assessments, investigations, and
removals as applicable under Army policy have
been ongoing since the closure of the former
Fort Ord in 1994
– Current Fort Ord removal priorities compliment
the MRSPP scores/ratings for FTOs (MRS).
Any differences that are identified will be
justified through the MRSPP.

What the MRSPP Does:
– Prioritizes Fort Ord MRS (by FTO)
based on:
• Explosive Hazard Evaluation
• Chemical Hazard Evaluation
• Heath Hazard (environmental) Evaluation
– Makes Army, Air Force, etc., MRS
priority logic available to DoD /
Congress using a standard system.

Protocol (MRSPP)
What MRSPP Does Not Do:
– Change status of existing Fort Ord
MRS
– Change current BRAC MRS cleanup
priorities for existing Fort Ord MRS
(current Fort Ord MRS MEC removal actions
priorities were established using similar assessment
techniques)

the FTO are pending completion of removal work or documentation.
• A rating of (NLR)NO LONGER REQUIRED indicates that all work
and documentation is complete or the property is transferred along
