Report of the High Level Group <strong>on</strong> Green Enterprise<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> green ec<strong>on</strong>omy can make a significant c<strong>on</strong>tributi<strong>on</strong> to Ireland’s ec<strong>on</strong>omy by creating<br />

employment and export opportunities in areas such as renewable energy, energy efficiency<br />

and c<strong>on</strong>sultancy, waste management, recovery and recycling, and water and wastewater<br />

treatment. <str<strong>on</strong>g>The</str<strong>on</strong>g>re is also an opportunity to help every business to improve their competitive<br />

positi<strong>on</strong>, for example through acti<strong>on</strong>s to improve energy efficiency, energy security of supply,<br />

and better utilisati<strong>on</strong> of waste as a valuable resource.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> former Minister for Enterprise, Trade and Employment, Mary Coughlan, TD and the<br />

Minister for Communicati<strong>on</strong>s, Energy and Natural Resources, Eam<strong>on</strong> Ryan, TD jointly<br />

established a High Level Group <strong>on</strong> Green Enterprise in May <str<strong>on</strong>g>2009</str<strong>on</strong>g>. <str<strong>on</strong>g>The</str<strong>on</strong>g> formati<strong>on</strong> of the Group<br />

followed a commitment in the Government’s Building Ireland’s Smart Ec<strong>on</strong>omy strategy and<br />

builds <strong>on</strong> the Forfás study, Envir<strong>on</strong>mental Goods and Services Sector <strong>on</strong> the Island of Ireland:<br />

Enterprise Opportunities and Policy Implicati<strong>on</strong>s, which was published in October 2008.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Group prepared an implementable acti<strong>on</strong> plan <strong>on</strong> green enterprise development in<br />

Ireland with specific acti<strong>on</strong>s and timelines for each stakeholder. Forfás provided research<br />

and policy analysis to the Group. 55 recommendati<strong>on</strong>s were made, most of which are lowcost<br />

or cost-neutral. <str<strong>on</strong>g>The</str<strong>on</strong>g>se include:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> c<strong>on</strong>tinued development of the electricity grid is essential, both domestically and<br />

via interc<strong>on</strong>necti<strong>on</strong> to the UK/Europe. We must adopt an ambitious plan to develop<br />

the ICT capabilities of the grid (e.g. smart meters).<br />

Ireland needs to develop green z<strong>on</strong>es in order to create an envir<strong>on</strong>ment that can<br />

support green enterprise and be used to market Ireland overseas. Developing a green<br />

IFSC presents an immediate opportunity.<br />

Create world-class research centres in niche areas. <str<strong>on</strong>g>The</str<strong>on</strong>g> pooling of research expertise<br />

and/or the development of formal research alliances at nati<strong>on</strong>al, all-island and<br />

internati<strong>on</strong>al level must be advanced.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> report, Developing the Green Ec<strong>on</strong>omy in Ireland, was launched by the Taoiseach,<br />

Tánaiste and the Minister for Communicati<strong>on</strong>s, Energy and Natural Resources in December<br />

<str<strong>on</strong>g>2009</str<strong>on</strong>g>. <str<strong>on</strong>g>The</str<strong>on</strong>g> findings of the report have been communicated widely including several<br />

presentati<strong>on</strong>s nati<strong>on</strong>wide to stakeholders, all of whom have a role to play in the report’s<br />

implementati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Cabinet Committee <strong>on</strong> Ec<strong>on</strong>omic Renewal is mandated to progress implementati<strong>on</strong> of the<br />

recommendati<strong>on</strong>s, and Forfás and the Department of Enterprise, Trade and Innovati<strong>on</strong> will<br />

review progress in late 2010. To date, a number of acti<strong>on</strong>s have already been implemented.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se include recommendati<strong>on</strong>s <strong>on</strong> the introducti<strong>on</strong> of a carb<strong>on</strong> tax and extensi<strong>on</strong>s to capital<br />

allowances for businesses to promote green investment announced in Budget 2010. Other<br />

recommendati<strong>on</strong>s underway are the commitment of IDA Ireland to retrofit a business park to<br />

meet high energy-efficiency standards and proposals are being progressed to introduce water<br />

charging. Furthermore, green public procurement guidelines to support the development of<br />

green products and services are being developed. In 2010, the Expert Group <strong>on</strong> Future Skills<br />

Needs will publish a report <strong>on</strong> the skills relevant to the development of the green ec<strong>on</strong>omy.<br />
