Furthermore in the design phase <strong>of</strong> the next EU Funding programme (Horizon 2020: The Common Strategic<br />

Framework for <strong>Research</strong> and Innovation 2014-2020) there is an overwhelming support for the concept <strong>of</strong><br />

bringing research and innovation closer together, in order to enhance the impact <strong>of</strong> EU funding 76 . The<br />

structures in place in Ireland need to support this greater linking <strong>of</strong> research and innovation if we are to<br />

avail <strong>of</strong> a reasonable share <strong>of</strong> the significant funds that will come available (anticipated at €80 billion over<br />

the 2014-2020 period). It is considered that the RTO centres will function as vehicles to achieve this<br />

greater link between research and innovation in Ireland and so should be key actors for engaging in the<br />

next European funding programme.<br />

In this regard, it is timely to consider the prospects <strong>of</strong> further advancements in populating the RDI<br />

spectrum. It is recommended that a small number <strong>of</strong> State-supported centres are developed to fill the gap<br />

in the RTO space in the Irish research centre landscape. The outputs <strong>of</strong> the NRPE should be used to direct<br />

the specific areas <strong>of</strong> research that these centres should focus on. The successful operation <strong>of</strong> RTO centres<br />

requires both the appropriate research culture and capability and a willing and able industry base to<br />

engage. It is considered that RTO-centres should be established based on the needs <strong>of</strong> industry and further<br />

investigation <strong>of</strong> market demand in this regard will be required. Thus, the design <strong>of</strong> such a support<br />

mechanism needs to ensure that such RTOs:<br />

Are designed to have the characteristics that are fundamental to their successful operation in a<br />

manner that can be implemented within the Irish context (section 3.3.2).<br />

Are established over a period <strong>of</strong> time in line with the willingness and capacity <strong>of</strong> the industrial base to<br />

actively engage with them (section 3.3.3).<br />

It is recognised that such RTO centres need to be strongly linked to the basic research capacity and<br />

capability in the HEIs, and thus Group 1 and Group 2 centres need to be continued to be supported by the<br />

State and the HEIs. Indeed, the RTOs are the final link in the public performing RDI spectrum and require<br />

that the other parts <strong>of</strong> the research centre spectrum remain populated and vibrant so as to provide a<br />

source <strong>of</strong> complimentary knowledge and capability that supports the RTO centres over time. Furthermore,<br />

they need to be strongly linked to the private sector to ensure that outputs are efficiently converted into<br />

commercial products and/or improved public services. As such the RTO entities should act as a bridge<br />

between the core activities <strong>of</strong> HEIs and the private sector.<br />

3.3.2 Required Characteristics <strong>of</strong> Irish RTOs<br />

RTOs consist <strong>of</strong> an R&D arm and contract research capability. The former is to stay relevant and maintain<br />

leading edge credibility in their designated areas <strong>of</strong> technology, and the latter to provide a business<br />

focused risk taking commercial service to companies that have only limited in-house development<br />

capability. These entities are part publicly funded. They strive to sustain a different (not better) culture,<br />
