Performance metrics and a set <strong>of</strong> stage gate milestones must be put in place from the outset. A stage gate<br />

model 77 should be used to ensure that any transition <strong>of</strong> existing centres and/or establishment <strong>of</strong> new<br />

centres results in RTO centres with a true set <strong>of</strong> RTO characteristics. Funding in this case should be<br />

provided on a multi-annual basis and continuation based on performance against RTO metrics and<br />

achievement <strong>of</strong> stage gate milestones. Whichever approaches are taken towards establishing these RTOs,<br />

centres should only be given the title <strong>of</strong> RTO once they have achieved all <strong>of</strong> the characteristics outlined<br />

and are receiving significant levels <strong>of</strong> cash income from industry. Until they reach this point they should<br />

be described as being in a transition phase.<br />

The vision is that in 20 years time there are a number <strong>of</strong> successful RTO centres operating in the<br />

landscape, supporting vibrant technology companies in integrating leading edge technology into their<br />

products as competitive differentiators.<br />

A recent international comparison 78 <strong>of</strong> five different RTO systems 79 revealed that a range <strong>of</strong> Governance<br />

models are employed for RTOs and that the degree <strong>of</strong> formal independence from Government varies<br />

considerably. This ranges from the Fraunh<strong>of</strong>er Society’s full independence to TNO (The Netherlands<br />

Organisation for Applied Scientific <strong>Research</strong>), for which the management and supervisory boards are<br />

appointed by royal decree following recommendation by the Government. The Foundation for Scientific<br />

and Industrial <strong>Research</strong> Group (SINTEF) in Norway and several Advanced Technology Group institutes (GTS)<br />

in Denmark are partly or fully owned and/or controlled by State universities, while (indirect) Government<br />

ownership <strong>of</strong> the individual Institute for <strong>Research</strong> and Competence (IRECO) institutes in Sweden varies<br />

between 25 and 100%. In the case <strong>of</strong> IRECO, two <strong>of</strong> the four sub-groups are majority owned by<br />

membership organisations. Governance options for RTOs for the Irish context need to be explored in<br />

greater detail before decisions are made in this regard, and learnings and approaches taken in other<br />

locations should be duly considered.<br />

3.3.4 Recommendation for Group 3 <strong>Centres</strong> in Ireland<br />

Through the aegis <strong>of</strong> the Interdepartmental Committee on <strong>Science</strong> Technology and Innovation, the funders<br />

<strong>of</strong> research centres should work together to develop an approach towards implementing the vision <strong>of</strong> a<br />

small number <strong>of</strong> RTO centres, with the characteristics as outlined in the report.<br />
