The administrative committee includes a President, Secretary, Treasurer <strong>and</strong> two auditors. The<br />
President leads <strong>the</strong> meetings. The Treasurer announces when someone has paid <strong>and</strong> keeps <strong>the</strong><br />
cashbox safe. The Secretary takes note <strong>of</strong> <strong>the</strong> financial <strong>and</strong> o<strong>the</strong>r operations <strong>of</strong> <strong>the</strong> group. The<br />
auditors help with attendance <strong>and</strong> collect <strong>and</strong> count <strong>the</strong> money. The community bank also must<br />
acquire a cashbox with three locks <strong>and</strong> keys. Between meetings, <strong>the</strong> President, Secretary <strong>and</strong> one <strong>of</strong><br />
<strong>the</strong> auditors keep <strong>the</strong> three keys <strong>and</strong> <strong>the</strong> Treasurer keeps <strong>the</strong> cashbox.<br />
Below is an example <strong>of</strong> <strong>the</strong> financial activities that <strong>the</strong> Secretary notes on flipchart paper on <strong>the</strong> wall<br />
so that all members can observe <strong>the</strong> accounting. A different-colored marker is used for each week<br />
<strong>and</strong> 4 weeks are placed on one flipchart. The Secretary places a checkmark “ √ “ for members who<br />
are present <strong>and</strong> a dot “ • “ for members who paid <strong>the</strong>ir savings.<br />

The Internal Rules that <strong>the</strong> members <strong>of</strong> <strong>the</strong> community bank must decide include <strong>the</strong> following:<br />
Name <strong>of</strong> <strong>the</strong> community bank<br />
Time <strong>and</strong> day <strong>of</strong> <strong>the</strong> meetings<br />
Place <strong>of</strong> <strong>the</strong> meetings<br />
Savings amount (recommended $1 or $2 maximum <strong>and</strong> that all members save <strong>the</strong> same amount)<br />
The duration <strong>of</strong> <strong>the</strong> bank cycle (recommended 6–12 months)<br />
The rules pre-established by PAC that all community banks are encouraged to follow include <strong>the</strong><br />
following:<br />
Loans are one month in length in order to maximize <strong>the</strong> number <strong>of</strong> members who can have<br />
access to loans <strong>and</strong> to facilitate <strong>the</strong> accounting<br />
Interest rate is 10% in order to facilitate <strong>the</strong> accounting <strong>and</strong> encourage savings<br />
The PAC meeting agenda includes <strong>the</strong> following:<br />
President opens <strong>the</strong> meeting<br />
Secretary takes attendance<br />
Secretary names <strong>the</strong> members <strong>and</strong> members pay <strong>the</strong>ir savings to <strong>the</strong> auditor<br />
President invites members to discuss any o<strong>the</strong>r items<br />
President closes <strong>the</strong> meeting<br />
PAC recommends that community banks distribute <strong>the</strong>ir entire group fund at <strong>the</strong> end <strong>of</strong> <strong>the</strong> cycle.<br />
When starting a new cycle, PAC recommends that <strong>the</strong>y consider <strong>the</strong> following:<br />
Changing <strong>the</strong>ir Administrative Committee<br />
Modifying <strong>the</strong>ir Internal Rules by vote (but recommends not changing <strong>the</strong> 10% interest or<br />
weekly meetings)<br />
Reinitiating <strong>the</strong>ir bank with some set amount such as $5–$10<br />
