“FESTIVAL IN THE <strong>PARK</strong>”<br />

SATURDAY, JUNE 27, 2009<br />

Our summer tradition of <strong>Franklin</strong> <strong>Park</strong>’s community day continues on with its 24 th year running! The Festival in the<br />

<strong>Park</strong> will be held on the lower fields of Blueberry Hill <strong>Park</strong> and this year we will have a new addition to the area, a<br />

40ft x 60ft., two-story pavilion. As always, we will have a variety of foods, entertainment and games for our residents<br />

and guests. With the growing popularity of the community day, we continue to find new types of entertainment, guest<br />

appearances and services that we can provide. The day will be filled with inflatables for all ages, pie eating contests,<br />

Wild World of Animals show, story telling hour in the Log House and several other activities and attractions running<br />

throughout the day from 2:30PM – 9:00PM. With all of the positive feedback we had in 2007 about the featured<br />

band, we decided to bring them back for an encore performance. “Night Life” will be performing in the evening<br />

hours for your enjoyment. The evening will be capped off with a magnificent display of fireworks lasting about 18<br />

minutes in length. Keep your eyes open for the Festival mailer for a complete schedule of the day’s events.<br />

BLUEBERRY HILL <strong>PARK</strong> PAVILION<br />

The long awaited Blueberry Hill <strong>Park</strong> Pavilion will be completed<br />

this spring. This unique structure is a two-story facility located<br />

in the meadow area of Blueberry Hill <strong>Park</strong> near the Log House.<br />

The upper level of the pavilion is a large open area with picnic<br />

tables that will seat 140 people. The lower level has restrooms,<br />

a storage room, a concession stand and a picnic area that will<br />

seat 28 people. Both levels have access to a large playground<br />

adjacent to the pavilion. A softball ball field and a football/<br />

multipurpose field are also available for use, when not in<br />

use by the associations. A 70 car parking area is close by to<br />

accommodate your guests. Electric is available on both levels to<br />

meet your needs. The upper level picnic area is a great place for<br />

graduation parties, family reunions or any other event requiring<br />

a large picnic facility. The lower level picnic area is a great<br />

place for smaller events, such as birthday parties. Plans are to<br />

have both picnic areas available for rent starting Memorial Day<br />

<strong>FRANKLIN</strong> <strong>PARK</strong> <strong>BOROUGH</strong> WINS<br />

STATEWIDE AWARD<br />

On March 11, 2008 the Pennsylvania Recreation and <strong>Park</strong><br />

Society, Inc. (PRPS) selected <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>’s<br />

“Pioneer Living Program” as winner of its annual Excellence in<br />

Programming competition.<br />

PRPS presented the Excellence in Programming award during<br />

an awards ceremony at the 61 st Annual PRPS State Conference<br />

held at Seven Springs Resort in Champion, PA.<br />

The Pioneer Living Program, instructed by Leah Schram, offers<br />

children the opportunity to experience what life was like on<br />

the frontier. During the week-long program, the participant’s<br />

activities may include: daily chores, making homemade ice<br />

cream, dipping wax candles, churning butter, making frontier<br />

toys and crafts, playing pioneer games and having special<br />

guest appearances, such as Abraham Lincoln. The children<br />

participating in this program had a tremendous learning<br />

experience and had fun at the same time.<br />

<strong>PARK</strong> IMPROVEMENTS/<br />

FUTURE DEVELOPMENT<br />

In 2008 a significant number of improvements were made<br />

in the parks that ameliorated park aesthetics and safety.<br />

At Old Orchard <strong>Park</strong> several major drainage issues along<br />

the trail were resolved. Additional drainage issues will be<br />

addressed in 2009 that will further enhance the trail. The<br />

entrances to the trail at Old Orchard <strong>Park</strong> from Kingridge<br />

Road and Old Orchard Road were landscaped in the fall<br />

to improve their appearances and make the trail a more<br />

desirable place to walk. The multipurpose field at Old<br />

Orchard was seeded in the fall and should be available for<br />

use early in the summer.<br />

At Acorn <strong>Park</strong> the deck hockey court received a fresh<br />

color coating to improve its appearance and playability.<br />

Swing mats were installed under the swings to improve<br />

safety and maintenance at the playground.<br />

The hiking trail at Linbrook <strong>Park</strong> is nearing completion.<br />

In 2008 four more Boy Scouts, working on their Eagle<br />

Scout badges, completed sections of the trail. The last<br />

section will be completed in the spring of 2009. When the<br />

main loop of the trail is completed, a trailhead sign will<br />

be installed officially designating the trail as the Linbrook<br />

Eagle Scout Trail and recognizing the Eagle Scouts who<br />

worked on the trail. The sign will also show the location<br />

of the entire trail, its length and the degree of difficulty in<br />

each section.<br />

Safety was one of the main concerns at Blueberry Hill<br />

<strong>Park</strong> in 2008. A number of safety measures for the<br />

Blueberry Patch playground included: the installation of<br />

speed bumps, angled wheel stops for parking, painted stop<br />

blocks and new park signage. Safety mats were installed<br />

under the swings behind the baseball concession stand<br />

and new bleachers with safety railings were placed at each<br />

ball field. Dusk to dawn lights were also installed near the<br />

ball fields to ensure safety and security in that area. New<br />

safety material was placed on the playgrounds and the sand<br />

was replenished in the playground sandbox and on the<br />

volleyball court. Additional improvements in Blueberry<br />

included: (1) new lights on the girls’ softball field; (2)<br />

new roofs on the dugouts on the pony field; (3) paving the<br />

Activity Center parking lot; (4) installation of Dogipots;<br />

(5) relocation of the road that went around the old barn;<br />

(6) relocation of the meadow playground; (7) installation<br />

of irrigation in the meadow area; (8) installation of a<br />

backstop in the meadow area; and (9) construction began<br />

on the new pavilion.<br />

The emphasis for park projects in 2009 will continue to be<br />

more towards completing pending projects and improving<br />

existing facilities. This work will include; Acorn <strong>Park</strong> – (1)<br />

pave the entrance road and small parking area at the deck<br />

hockey court, (2) clear the hiking and mountain biking<br />

trails; Old Orchard <strong>Park</strong> – (1) pave the entrance road and<br />

BLUEBERRY ACTIVITY<br />

CENTER, PAVILION AND<br />

GAZEBO RENTALS FOR 2010<br />

According to <strong>Borough</strong> policy, the <strong>Borough</strong> will begin<br />

accepting contracts for rental of the Activity Center,<br />

Pavilion and Gazebo for all 2010 dates starting the first<br />

Monday of March 2009. In order to secure a date, the<br />

<strong>Borough</strong> must receive a completed rental agreement and<br />

a deposit check made out to “<strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>”. We<br />

cannot reserve your requested date until we receive these<br />

items.<br />

BLUEBERRY HILL <strong>PARK</strong> GAZEBO<br />

The gazebo provides a beautiful setting for something as<br />

simple as a birthday party or something as elegant as a<br />

wedding ceremony. The paver-stone walkways and patio<br />

along with the stone retaining walls add even more appeal<br />

to this site. The gazebo is available to rent for any type of<br />

gathering and can currently seat 36 people. If additional<br />

chairs and tables are needed for larger parties, they must be<br />

supplied by the renter. Electricity is available at the gazebo.<br />

BLUEBERRY HILL <strong>PARK</strong><br />

CLOSED ON JUNE 4 TH<br />

Blueberry Hill <strong>Park</strong> will be closed to the general public on<br />

June 4, 2009 from 9:00 AM to 3:00 PM for the Western<br />

Pennsylvania Chapter of the American Public Works<br />

Association’s Equipment Show. The purpose of the<br />

equipment show is to educate municipal officials on the<br />

latest equipment and technologies available to increase<br />

efficiency and effectiveness of public works departments.<br />

Equipment vendors will display and demonstrate new<br />

equipment for snow removal, street paving and repair,<br />

sanitary and storm sewer maintenance, sports field<br />

maintenance, roadside vegetation control and many other<br />

tasks that are performed by public works departments.<br />

RECREATIONAL FACILITIES<br />

Picnic shelters, ballfields, volleyball and basketball courts can be reserved for group use. Groups using a facility are required to<br />

leave the facility clean, orderly and deposit garbage in appropriate receptacles. Permits for picnic shelters may be obtained<br />

through the <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> Office. Athletic teams or organizations desiring to use ballfields must obtain a permit from<br />

the <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> Office. Proof of adequate insurance coverage and a modest user fee will be required. The volleyball<br />

and basketball facilities at Blueberry Hill <strong>Park</strong> may be reserved on Mondays or Thursdays. Permits for two-hour periods may be<br />

issued for those days. On other days the volleyball and basketball facilities are available on a first come - first serve basis. The<br />

activity center, gazebo and pavilion at Blueberry Hill <strong>Park</strong> can be reserved for various group functions. Call the <strong>Franklin</strong> <strong>Park</strong><br />

VOLUNTEERS NEEDED<br />

We are in need of volunteers to assist with our summer playground program. This is a great opportunity for youth<br />

and teens to do some volunteer community service. Not only is this an enriching experience, but it is also a<br />

substantial part in the selection of candidates for the <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> Scholarship Fund. Adults are also<br />

welcome to volunteer to help with the playground program.<br />

Many residents, and especially Boy Scout Troop 36, have volunteered their time over the years to make our<br />

programs successful. We sincerely appreciate their help and look forward to working with them in the future.<br />

However, we need more volunteers as our programs expand. Please consider volunteering for some of our other<br />

programs such as: the Easter Egg Hunt, Special Needs Program, Halloween Party, etc. The personal satisfaction<br />

Any citizen wishing to be considered for these positions must submit a resume<br />

The EAC is an advisory body that makes recommendations to the Planning Commission and<br />

Introduce your preschooler to exciting, structured play time! You and your preschoolers can enjoy one hour of creative<br />

crafts, stimulating story time and polite play time. During this eight week program, preschoolers and a parent will work on<br />

social skills and sharing in a caring environment while having FUN! Each child can bring toys of his or her own as well<br />

as use some of the toys provided.<br />

START SMART BASEBALL<br />

Start Smart Baseball prepares children (ages 3-5) for organized tee ball, baseball and softball in a FUN, non-threatening<br />

environment. The program focuses on teaching children and their parent(s) a variety of baseball skills including: throwing,<br />

catching, batting, and running/agility. Start Smart Baseball sessions are held one hour a week for six weeks. Each week<br />

the exercises become increasingly more difficult as the class progresses and the children show improvement. At least one<br />

SUMMER PLAYGROUND PROGRAM<br />

Bring your preschool children out to enjoy a morning of playground fun. The program is designed for children who have<br />

not yet entered first grade. It will include story telling, action songs, arts and crafts, games, simple sports and supervised<br />

playground activities. Each week’s program is based on a specific theme. A staff member will coordinate and supervise the<br />

program but volunteers are needed to assist in helping the children. (A parent or guardian for each child may be requested<br />

to stay at least two times to assist with the program.) Advanced registration is required. Class size is limited, so register<br />

early to insure your child’s participation. The program will be filled on a first come, first serve basis.<br />

IT’S A DUCKY DAY!<br />

Children can participate in active and social games that will be sure to stir up an appetite. A picnic lunch will be provided<br />

FITNESS CAMP FOR KIDS<br />

The need for increased fitness across the country is striking. According to the Centers for Disease Control and<br />

Prevention, 17.6% of U.S. teenagers were obese in 2006 – more than triple the rate in 1980. The CDC says, obesity<br />

puts teens at increased risk for heart disease, bone and joint<br />

problems, sleep apnea and psychological problems.<br />

Boot Camp-Style fitness classes for kids: Kids will be<br />

doing obstacle courses and drills designed for their age<br />

and developmental level. Every class will be different,<br />

keeping them interested and giving them challenges<br />

that will invigorate their minds and bodies. We also<br />

play sports games that focus on fitness and effort, not<br />

performance and ability. Fitness Camp workouts are<br />

FUN and challenging for every level of athleticism and<br />

for every type of kid, from bookworm to computer game<br />

CHAMPIONS FLAG FOOTBALL LEAGUE<br />

Flag football is an excellent way to learn the fundamental skills of football without the physical contact. Passing, receiving,<br />

running the ball, and offensive/defensive skills will be enhanced through this fast paced, high-action sport. Champions<br />

Flag Football League is open to boys and girls ages 6 to 14. All players will be matched by age, and compete on teams of<br />

up to ten players. The season will include playoffs and a championship game. So start stretching out and get your friends<br />

together for all the football fun you can handle!<br />

The Summer Recreation Program is sponsored by the joint recreation board of <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>, Town of McCandless,<br />

Marshall Township, Bradford Woods <strong>Borough</strong> and North Allegheny School District. The program consists of four weeks<br />

of various activities for students who have completed first grade. The program is offered from June 15 th through July<br />

10 th , starting at 8:45AM – 12:00PM. The locations for the program include: Marshall Middle School, Bradford Woods<br />

Elementary, Ingomar Middle School, Hosack, McKnight Elementary and Warrendale <strong>Park</strong>.<br />

The Sports Skill Program consists of a variety of sports including: basketball, cross country, field hockey, football, ice<br />

hockey, soccer, tennis, volleyball and wrestling. Schedules vary for each sport.<br />

AQUAFINA PITCH, HIT & RUN<br />

You are invited to participate in the FREE Aquafina Pitch, Hit & Run Program for boys and girls ages 7 – 14. The<br />

program encourages youth participation and allows them to showcase their pitching, hitting & running abilities. All boys<br />

and girls ages 7 – 14 compete in their age group (7/8, 9/10, 11/12, 13/14). The four levels of competition include Local,<br />

Eric Kasperowicz’s Youth Football Camp marks its 14th Year the summer of 2009. This is a non-contact camp,<br />

HERSHEY TRACK & FIELD PROGRAM<br />

The Hershey Track & Field program is designed for the beginner or novice athlete. The emphasis is on participation,<br />

involvement and development of physical fitness. While the program stimulates competition, it is not a highly<br />

competitive or organized type of program at the local level. The program will introduce the aspiring athlete to<br />

individual competition and acquired track skills through which personal improvement and personal fitness can<br />

ZUMBA is a fusion of Latin and International music - dance themes that create a dynamic, exciting, effective fitness system!<br />

The routines feature aerobic/fitness interval training with a combination of fast and slow rhythms that tone and sculpt the<br />

body. It is based on the principle that a workout should be “FUN AND EASY TO DO” allowing Zumba participants to<br />

ADULT RECREATIONAL BASKETBALL<br />

The over 22 adult basketball program held at <strong>Franklin</strong> Elementary Gymnasium on Thursday evenings from 7:30-9:30 p.m.<br />

has had good participation throughout the year. We have been playing four or five full court games each evening with<br />

plenty of exercise and friendly competition. This program will continue at the school through May 21, 2009. Anyone over<br />

Allegheny Mountains Amtrak Adventure<br />

This one-day excursion will depart the Pittsburgh area for Greensburg where you will board Amtrak’s “Pennsylvanian” for<br />

a scenic train ride to Altoona. Relax in the comfortable reclining coach seats while enjoying the beautiful views that can<br />

only be seen by rail. You will travel through the peaceful mountain town of Loretto and visit the Basilica of St. Michael the<br />

Archangel along with Saint Francis University and the Mount Assisi Sunken Gardens. Johnstown will be the next stop<br />

and the famous Johnstown Flood Museum will be the first destination. Later on you will have the chance to climb aboard<br />

the Inclined Plane for a scenic ride over 500 feet high to an observation platform overlooking the city. You will then depart<br />

This is a two day, one night trip that will leave the Pittsburgh area by motorcoach and head east through Pennsylvania and<br />

Maryland and arrive in Washington D.C. Upon arrival in our nation’s capital we will visit the Basilica of the National<br />

Shrine of the Immaculate Conception, the largest church in the Americas. Later on, enjoy a scenic guided tour of<br />

You will depart Connellsville, PA by train on the Amtrak’s Capitol Limited for a scenic ride to Cumberland, Maryland. You<br />

will travel through the Allegheny Mountains and into western Maryland. The Amtrak features a dining car and sightseer<br />

lounge car. Upon your arrival, you will have the chance to visit the Church of St. Patrick, the Mother Church of western<br />

Maryland. This was the first Roman Catholic parish established in western Maryland, founded in 1790. Following your<br />

lunch break, you will embark on a scenic tour through downtown Cumberland. With 250 years of history, Cumberland has<br />

a lot to offer; not only was it the site of Fort Cumberland during the French & Indian War but later became the gateway<br />

to the west with the construction of the first federal road, railroads and the C&O Canal. Later on, enjoy some tea and a<br />

CLOVER HILL GOLF COURSE 20 TH ANNIVERSARY<br />

The first round of golf was played at Clover Hill Golf Course on April 13 th , 1990. Since then, more than one half million<br />

rounds of golf have been played over the last nineteen years at Clover Hill. With the start of our 20 th golf season, we look<br />

forward to enhancing each golfer’s experience. Year after year, we have continued our efforts in providing a quality facility<br />

for our most valuable asset, our customer.<br />

The 20 th anniversary of the golf course is a milestone for celebration throughout this golf season. On Saturday, June 20 th,<br />

the golf course will charge the 1990 greens fee price of $5.00 per round to all customers. Throughout the year we will be<br />

selling commemorative hats, towels and balls to celebrate this milestone. We will also be presenting a free season pass,<br />

commemorative hat, dozen of balls and towel to the 20,000th customer in 2009. Additionally we will charge the 20 th<br />

customer each day throughout the entire season the 1990 green fee price of $5.00.<br />

Tee times continue to be accepted and must be made no later than one hour before scheduled start. They can be made for<br />

anytime except during scheduled leagues. Small outings, parties, reunions and special events can be scheduled at the golf<br />

course through Bill Schweitzer @ 412-364-2447.<br />

We have postponed some of the course renovations in light of the difficult economic climate; however we will be doing inhouse<br />

preparatory work on the first and fifth holes. We will continue to offer the maximum value to our golfers with quality<br />

The golf course is a member of the Western PA Golf Association and we offer their Gihn handicap service for the nominal<br />

fee of $20.00 per year. The enrollment into the WPGA handicap service allows participation into all their sponsored<br />

events. WPGA is one of the most highly recognized golf associations in the country.<br />

Clover Hill Golf Course in partnership with Jr. Team Golf started a very successful junior program in 2009. We are very<br />

excited to offer this program to all junior players and were very encouraged by the huge response we received last year.<br />

New this year all juniors, seventeen and under, playing at Clover Hill will receive free membership into the WPGA golf<br />

handicap service. This is a great tool for our youth to develop their golf skills and gauge their improvement.

BROOKSIDE MEMORIES<br />

“…At 7 PM, I walked to the booth with the ticket takers. Cars were already waiting in<br />

lines on both sides of the road, from past Mr. Winterberger’s place to Wexford-Bayne.<br />

Looked like a full house tonight. I returned to the snack bar to box popcorn and begin<br />

grilling hot dogs. Waving red tipped flashlights, the parking attendants tried to park<br />

the cars from front to back, but that never worked. Families parked in the front while<br />

couples and lovers always occupied the back rows. As darkness fell, the lights went off<br />

and the cartoons and previews began…My shift was over at 11:30. I quickly changed out<br />

of my white uniform and fired up my 1951 Chevy coup, powered by an Oldsmobile J4V8<br />

engine with three deuces, dual exhausts, front spinners, and of course rear fender skirts.<br />

What a ride! Now to pick up my girl, a short five-minute ride away. We were going to<br />

the movies. She sat real close to me while I drove back to the drive-in, past the ticket<br />

booth to the back row…”<br />

MAYORAL TRANSITIONS<br />

While most <strong>Franklin</strong> <strong>Park</strong> residents were busily preparing for<br />

their recent holiday celebrations, change quietly visited our<br />

community.<br />

Following a long illness, Charles Soergel was buried with<br />

military honors at Trinity Lutheran during Christmas week.<br />

A proud descendant of pioneer families, Mr. Soergel was a<br />

lifetime <strong>Franklin</strong> <strong>Park</strong> resident that served his community with<br />

distinction as mayor for sixteen years. By profession, he repaired<br />

musical instruments and was a long time band teacher in the<br />

North Hills School District, but his avocation was family and<br />

community history. Through his efforts, the 200-year-old Jones-<br />

Neely log house was relocated to Blueberry Hill <strong>Park</strong> and his<br />

family history research became the basis for much of <strong>Franklin</strong> <strong>Park</strong>’s history.<br />

Mr. Soergel’s passing marks the ending of an era for <strong>Franklin</strong> <strong>Park</strong>. Few remain who have made <strong>Franklin</strong> <strong>Park</strong> their lifetime<br />

home, who served their nation and who quietly devoted their lives to making this community a better place for all. He will<br />

be greatly missed.<br />

Change also came, when at the end of the December public meeting, our popular Mayor Renny Clark resigned his position<br />

because of his move from our community. Mr. Clark was a long-time borough resident that for many years served as chief<br />

of our volunteer fire company and was so highly regarded by his men that they named him fire chief emeritus upon his<br />

retirement.<br />

At its January 7 th meeting, borough council selected Dr. William Kipp to fill the final year of Mayor Clark’s term of office.<br />

Again, our community is most fortunate to have as mayor an individual with a proven record of community service. Dr.<br />

Kipp’s vast knowledge of <strong>Franklin</strong> <strong>Park</strong> and the issues facing our community is the result of his having served on the<br />

Environmental Advisory Committee since 1998 and as its chairman for the past seven years. He has also been actively<br />

involved with the important work of formulating and implementing the new comprehensive plan. Mayor Kipp’s consistent<br />

attendance of council work sessions and public meetings will enable him to make informed decisions regarding borough<br />

business from the outset of his term.<br />

<strong>Franklin</strong> <strong>Park</strong> was fortunate to have had Mr. Soergel and Mr. Clark as neighbors and community leaders. They served our<br />

community well. We mourn Mr. Soergel’s passing and wish Mr. Clark and his wife well in their new home. Mayor Kipp<br />

faces many challenges in the coming year, but his understanding of issues, quiet dignity and professionalism will enable him<br />

to effectively lead our community.<br />

FAYETTE WASTE AWARDED NEW RESIDENTIAL GARBAGE<br />

AND RECYCLING CONTRACT<br />

In the fall of 2008, the borough put the garbage and recycling contract out for competitive bid. The borough received bids<br />

from three companies, and after careful review, it was determined that Fayette Waste had provided the lowest bid meeting<br />

the borough’s specifications. We would like to point out that the specifications for the new contract will remain exactly<br />

the same as the previous contract, but the costs for our residents will decrease. Fayette Waste was awarded the garbage and<br />

recycling contract from January 1, 2009 through September 30, 2010.<br />

Please call Fayette Waste directly at 1-888-606-0362 if you have any problem with your residential garbage/recycling<br />

service or if you need to purchase stickers. If you find that you have a problem that is not being handled to your satisfaction,<br />

you may also call the borough offices for assistance. Garbage and recycling should be placed at the curb no earlier than the<br />

afternoon preceding your collection day, and you should be careful not to block sidewalks, fire hydrants or storm drains.<br />

NORTHLAND LIBRARY TUTOR<br />

Northland Public Library offers free, live tutoring assistance for students of all ages, from<br />

kindergarten through adult, from 3:00pm to 10:00pm daily. Simply go to the library website at<br />

www.northlandlibrary.org, and click on Northland Library Tutor. Students will be connected<br />

directly with an expert tutor for one-on-one help in math, science, social studies and English.<br />

Adults can receive assistance with continuing education projects, as well as resume and workrelated<br />

writing. Northland Library Tutor can also be accessed on any Internet-equipped<br />

computer in the library, or on the library website at home or work by anyone with a Northland<br />

Library card who is a resident of our five supporting municipalities, including <strong>Franklin</strong> <strong>Park</strong>.<br />

NEW STORMWATER REGULATIONS ADOPTED<br />

In December of 2008, <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> adopted a Stormwater Management Plan that was also approved by the<br />

Allegheny County and PA DEP. The plan was a requirement of Pennsylvania legislative Act 167. This Act mandated that<br />

municipalities address specific stormwater issues. As a result of this act, the communities within the Pine Creek Watershed<br />

area worked together to develop a comprehensive and consistent ordinance.<br />

Each municipality that is within the Pine Creek Watershed area has adopted this ordinance. The requirements of the<br />

ordinance will affect any <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> property owner that intends to make exterior improvements in an area<br />

larger than 400 square feet. The improvements include new building construction, additions to existing buildings, driveways,<br />

patios, walks, earthwork, clearing of trees and vegetation and diversions of any natural or man made stream channels.<br />

Property owners will be required to submit stormwater plans showing grading contours, proposed disturbed, impervious<br />

and semi-impervious areas, location, type and details of proposed stormwater facilities, sedimentation and erosion controls<br />

along with other specific details. An agreement between the property owner and the <strong>Borough</strong> for maintenance of any on<br />

lot stormwater facility is required to be executed.<br />

This criteria will tremendously help to eliminate future stormwater issues between property owners, some forms of water<br />

pollution and down stream flooding. The ordinance is available at the municipal building and will soon be added to the<br />

borough website.<br />

<strong>FRANKLIN</strong> <strong>PARK</strong> CRICKET<br />

You may wonder what cricket is all about or why we have a cricket facility in <strong>Franklin</strong> <strong>Park</strong>. Perhaps you may be thinking<br />

it isn’t a sport played in the United States, but did you know:<br />

ß The first ever international cricket match took place at the St. George’s Cricket Club, New York in 1844. Played<br />

between the United States and Canada!<br />

ß George Washington was a strong supporter of cricket. He is believed to have played in cricket games with his<br />

troops at Valley Forge, during the War of Independence.<br />

ß The Pittsburgh Cricket Club was incorporated in 1882. The Philadelphia Cricket Club is the oldest cricket club<br />

in the US – founded in 1854.<br />

ß Cricket is the world’s second most popular sport after soccer.<br />

Diversification is a large part of recreation, therefore, a couple of years ago <strong>Franklin</strong> <strong>Park</strong> developed a cricket field<br />

in Linbrook <strong>Park</strong>. This field is experiencing considerable use on weekends, spring through fall, and is quickly<br />

becoming Western Pennsylvania’s best cricket venue.<br />

This past Labor Day weekend, <strong>Franklin</strong> <strong>Park</strong> hosted Toronto vs. Pittsburgh cricket matches at the Linbrook Cricket Ground<br />

(LCG). There were players, spectators, umpires, volunteers and a busload of fans from Toronto cheering for their team!<br />

The weekend got underway with an Open House, where spectators had a chance to learn the rules of cricket and try their<br />

hand at bowling and batting. Following the opening ceremonies, <strong>Franklin</strong> <strong>Park</strong> Police Chief Don Dorsch and Councilman<br />

Andy Hrishenko opened the bowling (i.e. threw the first pitch) to start the matches.<br />

Thanks to <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>, the Toronto Police Association, Charpai - Indian Community Center and the Pittsburgh<br />

Cricket Association for organizing the event, which raised over $1800 to benefit the <strong>Franklin</strong> <strong>Park</strong> Police Department.<br />

LAND DEVELOPMENT ORDINANCE UPDATE<br />

In January 2007 <strong>Borough</strong> Council approved the revised Comprehensive Plan. The Plan set certain community and development<br />

related goals. The Plan generally increased the standards for developing land in <strong>Franklin</strong> <strong>Park</strong>. In order to achieve those goals,<br />

the <strong>Borough</strong> has worked to update its zoning, subdivision and land development ordinances. The work should be completed<br />

in February 2009.<br />

On March 11, 2009 the <strong>Borough</strong> will hold a public meeting to receive citizen input regarding the proposed changes.<br />

The major changes that are proposed are as follows:<br />

ß conservation subdivision district in the western part of the <strong>Borough</strong><br />

ß natural resource protection overlay<br />

ß business district overlay for the I-79 commercial area<br />

ß planned economic development district<br />

ß village overlay district for the Rochester/Nicholson Road 5-Points area<br />

ß transitional district for properties on Nicholson Road, across from the YMCA<br />

ß landscape and buffer requirements<br />

ß zoning ordinance update<br />

ß new zoning map<br />

The borough has already adopted improved standards for multi-family building design and strengthened standards in the<br />

stormwater ordinance.<br />

Citizens interested in reviewing the Comprehensive Plan may do so by going to the borough website www.franklinparkborough.<br />

us. The proposed changes to the Zoning, Subdivision and Land Development Ordinances have not been finalized. Upon<br />

completion they will be posted on the borough website and will also be available at the municipal building. The meeting will<br />

be held at the <strong>Franklin</strong> <strong>Park</strong> Volunteer Fire Company Hall, 2360 Rochester Road, Sewickley, PA 15143 on Wednesday,<br />

March 11, 2009, starting at 7:30 PM. All borough residents are encouraged to attend and provide comments regarding<br />

any of the proposed changes.<br />

SUPPORTING OUR TROOPS<br />

<strong>Franklin</strong> <strong>Park</strong> Police Officer, Kim Boucek, and <strong>Borough</strong> resident, Bill Howrilla each went a step beyond the call of duty this<br />

Christmas season. Volunteering their own time, Kim and Bill spearheaded two separate projects that would make Christmas<br />

a little more enjoyable for some of our troops in Iraq. These projects were started in order to collect items for our Soldiers<br />

overseas and the results were overwhelming. It brought a sense of the true meaning of Christmas into the hearts of men and<br />

women here and overseas.<br />

In November, Kim Boucek began to circulate an idea to make this Christmas special for service members who would not be<br />

home for the holidays. She began communicating with an Army Ranger stationed in the Middle East and compiled a list<br />

of items that would be useful for the soldiers. The Army Unit that was to receive these items had 50 soldiers along with 10<br />

additional K-9 handlers and their K-9 partners. Originally, the thought was that they might collect a few items for each soldier<br />

and bake some cookies for all to share. But once the word began circulating through family and friends, the reaction was<br />

incredible. Because of the sheer amount of gifts that were collected, each soldier received a Christmas bag in lieu of a stocking.<br />

Totaling over 575 pounds of gifts and cookies, the packages were shipped to the troops for Christmas. When the boxes finally<br />

made it overseas, the contact Ranger stored them on a pallet until Christmas Eve. When he rolled out the pallet, the soldiers<br />

were ecstatic! This endeavor would not have been possible without the huge support from family and friends.<br />

Bill Howrilla, who is part of the Marine Corps League, Three Rivers Leatherneck Detachment 310 based out of the North<br />

Hills, devoted numerous hours collecting and packing boxes to be sent to the troops. These boxes contained everything from<br />

Christmas decorations to toiletries, dog toys and treats, nonperishable food items, soccer balls and even some golf clubs. The<br />

generous donations clearly showed the spirit of giving in each person that participated in Bill’s efforts. Reports back indicate<br />

that the troops have really enjoyed the boxes they received. The golf clubs were a big hit, no pun intended, as they hit golf<br />

balls in the desert. Bill admits that organizing the project, collecting the supplies, packing the boxes and getting them properly<br />

shipped is a big job, but it is worth the effort to support the troops. In all, the Marines shipped over 55 boxes to military<br />

personnel.<br />

All who participated experienced the wonderment of selfless giving and the warm satisfaction of bringing a little bit of<br />

Pittsburgh love to those who are fighting for their country, so far away. We want to commend Kim, Bill and everyone who<br />

helped by volunteering their time or by contributing items. This is a tremendous sign of support from <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong><br />

for our troops.<br />

COUNCIL ADOPTS 2009 BUDGET<br />

On December 17, 2008 <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> Council approved the 2009 Annual Budget. The Budget provides necessary<br />

services for our residents without a tax increase. The deteriorating conditions of the economy will impact borough revenues<br />

next year. The budget anticipates that declining revenues will be offset by taxes paid by new residents moving into the<br />

<strong>Borough</strong>. Overall General Fund (GF) revenues are projected to increase 1/8 of 1%. Correspondingly, expenditures have<br />

been adjusted downward to reflect a worsening economy. GF expenditures will decrease by 3.3%.<br />

GF beginning cash for FY 2009 is estimated at $500,000, a decrease of $312,020 from the projected 2008 year-end estimate<br />

of $812,029. This decrease is primarily due to expenditures for additional road resurfacing, the purchase of a new paving<br />

roller and to facilitate the installation of an underground detention facility. These 2008 unbudgeted expenditures totaled<br />

$283,000. They were recommended by staff and approved by Council.<br />

As stated above, 2009 GF expenditures will decrease 3.3% from the 2008 level. Expenditures for General Government<br />

which include: Council, Mayor, all administrative employees, legal, engineering and the municipal building, will increase<br />

by 9.0%. This figure includes a $150,000 expenditure for repairs to the Northmont Farm Dam. The primary challenge in<br />

the next several years will be to limit overall expenditures to the available revenue levels. Most likely this will require<br />

postponing public works and recreation expansion projects.<br />

The “line” functions, which include: police, fire, building/codes, public works, parks/recreation and library will decrease by<br />

10.8% or $490,348. Much of this decrease is attributable to the number of miles that will be resurfaced. Only three miles of<br />

roadway is scheduled in 2009. Six were completed in 2008. The budget provides funds to implement the recommendations<br />

contained in the Comprehensive Plan. The update includes all borough codes to insure more stringent development<br />

guidelines. The budget also allocates funds to improve <strong>Park</strong>s & Recreation facilities. A new Lacrosse field will be constructed<br />

and a newly completed picnic pavilion will be furnished. The <strong>Park</strong>s & Recreation budget will be offset by a grant in the<br />

amount of $58,425 that the Recreation Department was able to obtain from the State.<br />

Complete the implementation of new financial management software.<br />

Implement recommendations contained in the new Comprehensive Plan. The primary objective in 2009<br />

will be to complete the Zoning and Subdivision Ordinance update to achieve the Comprehensive Plan<br />

objectives. Adopt a new Zoning Map to reflect the changes proposed in the updates. The Stormwater<br />

Ordinance was updated in 2008.<br />

The borough plans to spend $574,214 to upgrade equipment and facilities.<br />

The <strong>Borough</strong> will pay down $975,000 of principal debt. The total current bond debt is $5,085,000.<br />

The cost of road salt increased from $45 to $104 per ton. <strong>Franklin</strong> <strong>Park</strong> uses 4,500 tons per year. Originally,<br />

this placed an additional burden of $275,000 on the GF. The staff was able to reduce this impact to $110,000<br />

by procuring salt under the old agreement.<br />

In summary, the 2009 Budget maintains necessary expenditure levels for all departments and reduces the Public Works<br />

Department’s budget. That department was given a sizeable increase in 2008. Likewise, the 2009 budget prepares the<br />

borough for the future by updating its codes to encourage quality commercial and residential developments. Based on an<br />

analysis of survey data gathered by the North Hills Council of Governments, <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> continues to provide<br />

a very efficient and effective level of service to its residents. Should any citizen wish further information about the survey,<br />

please contact the municipal building. The long-term financial forecast for budgetary purposes is cautionary. One of the<br />

most pressing needs will be to rebuild the year-end cash balance. In part, this can be accomplished by postponing any new<br />

capital construction projects until 2013, the year the GF begins to receive loan repayments from the sanitary sewer funds.<br />

In consideration of my or my child’s participation in all of the <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> Recreational Program activities in which I or my child participate(s), I, intending to be legally bound, do<br />

hereby, for myself, my heirs, executors and administrators, waive and release, acquit and forever discharge the <strong>Borough</strong> of <strong>Franklin</strong> <strong>Park</strong>, or the <strong>Borough</strong> of <strong>Franklin</strong> <strong>Park</strong>’s Recreation and <strong>Park</strong>s<br />

Department, or any of their officers, agents, volunteers working under the direction of the <strong>Borough</strong>, firms and corporations, whether herein named or referred to or not, from any and all future<br />

rights, claims, causes of action, civil claims, demands, costs, attorney fees, loss of service, expenses, compensation, third party actions, suits at law or equity, including suits for contribution and<br />

indemnity, of whatever nature, and all consequential damages on account of, or in any way associated with the above mentioned program or with arriving to and/or returning from any activity<br />

associated with the program.<br />

I/we further state that I/we have carefully read the foregoing release and know the contents thereof, and I/we sign the same as my/our own free act. I/we acknowledge that signature by either<br />

parent or by one guardian hereby binds all parents and/or guardians of any minor participant.<br />

Please register early. Programs are filled on a first-come, first-served basis.<br />

PROGRAM REGISTRATION INFORMATION<br />

WAITING LISTS<br />

When programs reach their maximum enrollment, interested participants are placed on a waiting list in the order registrations are received. These lists provide us with<br />

a name and phone number in case of cancellations or the addition of new classes.<br />

PROGRAM CANCELLATIONS OR CHANGES<br />

The <strong>Borough</strong> reserves the right to cancel, postpone, or change the time, date, cost or location of programs or to make any revisions that may be necessary.<br />

REFUNDS<br />

Refunds will be granted according to the following guidelines:<br />

1. If a minimum number of participants are not reached, the program will be cancelled and a full refund will be issued.<br />

2. If a maximum number of participants are reached, the program will be closed and a full refund will be issued.<br />

3. If for any unforeseen reason the <strong>Borough</strong> has to cancel a program, a full refund will be issued.<br />

4. All requests for refund must be submitted in writing to the <strong>Borough</strong> at least one week prior to the program start date. No refunds will be issued after that time. A<br />

processing fee of $5.00 or 25% of the program fee, whichever is less, will be deducted from the refund amount. Please allow 2-4 weeks for refunds to be processed.<br />

PROGRAM FEES<br />

Program fees are determined by the instructor’s fee and include supply costs and other expenses for minimum enrollment. All fees collected support and finance the<br />

program.<br />

NOTE: Some classes may require additional fees or supplies.<br />
