THE STATE OF BOROUGH AFFAIRS<br />

Today many government entities are facing dire financial<br />

hardships. The recent Recession has decreased overall revenues.<br />

Just about every day stories abound in the news media about the<br />

financial hardship that exist at the national, state and local levels of<br />

government and the resulting cutbacks that are being instituted to<br />

balance budgets. Simultaneously, the depressed stock market has<br />

significantly increased the amount of funds governmental entities<br />

must contribute to their pension plans. Numerous court decisions<br />

have established the precedent that government entities must fully<br />

fund and/or guarantee pension benefits that are due to retired<br />

employees. Many government entities have responded with service<br />

cut-backs, lay-offs, increasing employee contributions for health care<br />

and decreasing retirement benefits.<br />

The <strong>Borough</strong>’s common sense approach to financial management<br />

has helped <strong>Franklin</strong> <strong>Park</strong> buck this national trend. For example,<br />

<strong>Franklin</strong> <strong>Park</strong> has not provided post retirement health care benefits,<br />

excessive pension or early retirement packages. In making these<br />

types of decisions the <strong>Borough</strong> attempts to balance the interests of<br />

both the citizens of our community and those of our employees; and<br />

tries to strike a fair balance between the two. Our employee turnover<br />

rate for the <strong>Borough</strong> is extremely low, a sign that <strong>Franklin</strong> <strong>Park</strong><br />

offers a competitive pay and benefit package. In return employees are<br />

expected to deliver efficient and effective services.<br />

In 2011 the <strong>Borough</strong> will negotiate new labor agreements with<br />

both the Police and Teamsters Union which represents Public Works<br />

employees. As the <strong>Borough</strong> has in the past we will attempt to strike<br />

a fair balance in reaching agreements with both unions. This strategy<br />

will ensure <strong>Franklin</strong> <strong>Park</strong> residents continue to receive the services<br />

they have been accustomed to and that the borough’s tax rate remains<br />

as low as possible.<br />

EARNED INCOME TAX<br />

MANDATORY WITHHOLDING STARTING<br />

JANUARY 1, 2012<br />

PA Act-32 of 2008 was passed to simplify earned income tax<br />

collection for Pennsylvania employers. Under the Act, all Pennsylvania<br />

employers must collect and submit the tax to a single collection<br />

agency. <strong>Franklin</strong> <strong>Park</strong> was lumped in with 60 other taxing districts<br />

located in Northern Allegheny County. The Allegheny North Tax<br />

Collection Committee (ANTCC) was created by the 60 communities<br />

to meet the requirements of the Act. ANTCC solicited proposals and<br />

selected Keystone Collection Group as the designated collection<br />

entity for the tax.<br />

Under Act-32 Pennsylvania employers must withhold and remit<br />

earned income tax for every employee, on a quarterly basis. Keystone<br />

Collections, will then process the payments and send the money to the<br />

designated municipality. Starting in 2012 there will be no individual<br />

quarterly payment cards sent to you unless you are self-employed.<br />

For the calendar year 2011 you should continue to send your<br />

quarterly payments including the fourth quarter and final return<br />

that will be due in 2012 to <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>. <strong>Franklin</strong> <strong>Park</strong> will<br />

continue collecting 2011 and prior year delinquent taxes at least until<br />

June of 2012.<br />

BOROUGH ORDINANCES UPDATE<br />

After several years of diligent work, the <strong>Borough</strong> is on the<br />

verge of adopting new Zoning, Subdivision and Land Development<br />

Ordinances. The Environmental Advisory Committee, Planning<br />

Commission and <strong>Borough</strong> Council each have completed their review<br />

of the draft documents presented by Pashek Associates, a planning<br />

consulting firm. Zoning, subdivision, and other land development<br />

regulations were reviewed in detail and updated. The proposed<br />

Zoning and Subdivision Ordinances provide more specific guidelines<br />

for developers to follow, which should facilitate enforcement.<br />

The Stormwater Ordinance, which already has been adopted,<br />

requires developers and landowners who develop more than 400<br />

sq. ft. of land to control runoff so that neighbors and downstream<br />

communities are not flooded or negatively impacted.<br />

SCHOLARSHIP GOLF OUTING<br />

On Monday, July 25, 2011, <strong>Franklin</strong> <strong>Park</strong> held its 9th Annual<br />

Scholarship Golf Outing. Over 60 golfers signed up for the charitable<br />

event. While the final tabulation is not complete, the funds raised<br />

should enable the borough to award ten (10) $1,000 dollar scholarships<br />

in 2012, the same number awarded this year. Thank you to all who<br />

donated and made this year’s drive a huge success!<br />

Golfers enjoyed both lunch and dinner, a 50/50 raffle, putting<br />

contest, a chance to win $10,000 and a chance to win numerous door<br />

prizes.<br />

The team from Batykefer & Associates took the first place prize,<br />

The Ben <strong>Franklin</strong> Cup, a $600 gift certificate to the Shannopin<br />

Pro Shop and more importantly one year of bragging rights! The<br />

Meritage Group team won second place honors and won a $400 gift<br />

certificate. Last, but not least, the David Ward CPRC team won third<br />

place honors and collected a $300 gift certificate for their effort.<br />

Kudos to the <strong>Borough</strong> employees who coordinated the activities,<br />

which made this year’s outing a success. A special thank you and<br />

acknowledgment goes to the Shannopin Country Club for their<br />

continued support, contributions and outstanding hospitality!<br />

2011 COMMUNITY SCHOLARSHIP<br />

FUND DRIVE<br />

The 2011 Community Scholarship Fund Drive received a<br />

significant boost when Mr. Bobby Wright, owner of the Wright<br />

Automotive Dealerships, donated $2,500. The donation earned<br />

Mr. Wright the title of “Golf Outing Sponsor”. Mr. Wright is<br />

a borough resident. As the event sponsor, Wright Automotive<br />

hosted the golf outing dinner and related activities. <strong>Franklin</strong> <strong>Park</strong><br />

<strong>Borough</strong> wishes to publicly thank Mr. Wright for his past and<br />

current donations.<br />

SCHOLARSHIP RECIPIENTS<br />

At the May 18, 2011 public meeting, <strong>Borough</strong> Council and Mayor<br />

awarded ten $1,000 scholarships to graduating seniors from our<br />

community. Council President Amy Sable announced the winners and<br />

Mayor Dennis O’Keefe presented each recipient with a scholarship<br />

voucher. Thanks to the generosity of our residents and businesses all<br />

funds used for the scholarships came from private donations. The<br />

Scholarship Program began in 2004 when four $750 scholarships<br />

were awarded. It has grown since and the staff is seeking ways to<br />

increase it further yet. To date, the <strong>Borough</strong> has awarded $62,000 to<br />

63 well deserving recipients.<br />

After applications are received they are turned over to the<br />

Scholarship Selection Committee consisting of seven members from<br />

our community. The Committee evaluates the applications based on<br />

Community Service, Employment, School Activities, a one page essay,<br />

grade point average and SAT score. This year 42 applications were<br />

received, and they were all outstanding. Given the competitiveness<br />

of the applications, the Committee had its work cut-out for them.<br />

The students that were chosen demonstrated a high level of academic<br />

performance, an exemplary involvement in their school or community<br />

and provided countless hours performing volunteer work to benefit<br />

FRANKLIN PARK’S GOLDEN ANNIVERSARY<br />

1961-2011<br />

1961 President Kennedy took office and sent the first U.S. troops into Vietnam. Russian Yuri Gagarin was the first human to orbit the<br />

earth, construction of the Berlin Wall began and an unknown group calling itself The Beatles performed for the first time. Americans paid 27<br />

cents for a gallon of gas and watched weekly installments of Perry Mason, Twilight Zone and Candid Camera on boxy black and white TVs.<br />

West Side Story and Disney’s The Parent Trap played at local drive-in theaters. Barbie got a boyfriend named Ken, American Alan Shepard<br />

went hurtling into subspace in a Mercury capsule and <strong>Franklin</strong> Township morphed into the <strong>Borough</strong> of <strong>Franklin</strong> <strong>Park</strong>.<br />

A quiet rural community during its first 138 years, <strong>Franklin</strong> Township was suddenly faced with population growth and the need for public<br />

water, sewage, and zoning in the years following WWll. The Baby Boom was in full swing with young urban families searching for the ideal<br />

suburban community in which to raise their children and many were building homes in <strong>Franklin</strong> Township.<br />

To meet the needs of a growing population, township supervisors created a planning commission and enacted the first ordinances, one<br />

of which required large building lots. One half acre was required where public water was available with a larger lot needed if well water was<br />

used.<br />

A developer took issue with the lot size requirement and in the late 1950s planned to create a new borough within <strong>Franklin</strong> Township<br />

where he could build on smaller lots. At the time, <strong>Franklin</strong> was a second-class township, meaning it could not prevent any part of itself from<br />

seceding nor could it protect itself from annexation from other communities.<br />

Unknown to local officials, the municipal planner who was preparing a master plan for the township was at the same time preparing a plan<br />

for the developer who hoped to create King Ridge <strong>Borough</strong> in the Reis Run Road area. A mix up in the planner’s office sent the King Ridge<br />

plans to township officials and the plot was discovered. Had the plan succeeded, King Ridge would have seceded from the township and as a<br />

borough, could have then annexed what was left of <strong>Franklin</strong> Township.<br />

Springing into action, officials decided the best course of action to preserve the community was to seek borough status from the county<br />

courts since a borough could not be annexed nor could any part secede. Armed with petitions from the majority of property owners and<br />

after a short delay from a group of residents opposed to the change, local officials won borough status in August 1961. <strong>Franklin</strong> Township<br />

thus became the <strong>Borough</strong> of <strong>Franklin</strong> <strong>Park</strong>.<br />

BOROUGH ORDINANCES TO BE ADOPTED SOON<br />

According to Tim Phillips, the <strong>Borough</strong> Building Inspector and<br />

Zoning Officer, the updates achieved the following:<br />

• Addressed many of the problems and inconsistencies we<br />

found over the years in the existing ordinances.<br />

• Kept uses and zoning districts consistent so that property<br />

values would not be diminished.<br />

• Design standards were added for multifamily buildings to<br />

keep a rural residential look throughout the <strong>Borough</strong>.<br />

• Landscaping and buffer yard requirements were revised<br />

to protect residential properties from non-residential sites.<br />

• Additional regulations were added to protect natural<br />

resources and features throughout the borough from over<br />

development.<br />

• Transition details were added as an overlay to allow nonresidential<br />

development to blend with residential properties<br />

without a major neighborhood character change.<br />

The staff is currently incorporating all of the recommendations<br />

and suggested changes into the final documents. Once completed,<br />

they will be placed on the <strong>Borough</strong> Website and paper copies will<br />

be available at the municipal building for our residents to review.<br />

<strong>Borough</strong> Council plans to hold public hearings on the proposed<br />

ordinances later this year. The hearings, which will be publicly<br />

advertised before they are held, will give residents an opportunity<br />

to comment on the proposed regulations. After public comments<br />

are considered, Council will be in a position to adopt the new<br />

ordinances.<br />

SCHOOL HONORS VETERANS<br />

NOTICE TO ALL PROPERTY OWNERS/<br />

RENTERS RENTING PROPERTY IN<br />

FRANKLIN PARK BOROUGH<br />

In accordance with Ordinance 96-71, landlords are required to<br />

keep <strong>Borough</strong> records up to date with information regarding tenants<br />

or occupants. You are required to report any changes in tenants or<br />

occupants within thirty (30) days of the change. This information is<br />

required whether actual rent is collected or not. <strong>Borough</strong> files must<br />

contain names of all tenants or occupants living within the <strong>Borough</strong>.<br />

BEST BARGAIN IN TOWN!<br />

Sign up now for an annual subscription to the McCandless-<strong>Franklin</strong><br />

<strong>Park</strong> Ambulance Authority. Both family and individual subscriptions<br />

are offered. The $50.00 fee for the family subscription covers all family<br />

members residing in your household. An individual subscription is<br />

$25.00 per year. Your subscription provides unlimited EMERGENCY<br />

medical care and medically necessary ambulance transportation<br />

at no extra cost for the entire year. In addition, subscribers<br />

receive a reduced rate for certain coach and wheelchair van trips.<br />

Subscribing to the Ambulance Authority will accomplish two<br />

important goals. First, it will enable your family to avoid the high cost<br />

incurred when utilizing the ambulance service. And second, it will help<br />

maintain the high standard of excellent health care currently offered<br />

by the Ambulance Authority in our community. THE AMBULANCE<br />

AUTHORITY RECEIVES NO TAX SUPPORT!<br />

The minimum cost for an emergency ambulance call is $600. Does<br />

your insurance cover ambulance service…and if so, does it cover all<br />

or just part of the bill?<br />

June enrollment campaign, please call the McCandless-<strong>Franklin</strong> <strong>Park</strong><br />

Ambulance Authority, 412-367-5883 (non-emergency number).<br />

RESIDENTS WITH SPECIAL NEEDS<br />

The <strong>Borough</strong> maintains an Operation Plan to assist in responding<br />

to various emergencies. In part, the Plan requires the <strong>Borough</strong> to<br />

maintain the names of individuals who are non-ambulatory; non-<br />

English speaking or otherwise would need assistance in case of an<br />

evacuation order. If you or a member of your family fall into one<br />

of these categories and would need help in case of an evacuation<br />

order, please call 412-364-4115. Indicate your name, address, type<br />

of disability, and language spoken. The <strong>Borough</strong> will incorporate<br />

their names into the Plan so that help can be rendered in case of<br />

emergency.<br />

SOLICITATION PERMITS<br />

<strong>Borough</strong> residents are advised that commercial solicitors must<br />

obtain a borough issued permit prior to knocking on your door or<br />

placing door hanging advertisements. Applicants are screened with<br />

a background check. However, non-profit, charitable, religious or<br />

associations and the president’s name. The list<br />

Gas leaks, crimes and safety concerns are examples<br />

of when the list is utilized. We update this information<br />

annually. Each homeowners association president or<br />

key contact will soon receive a notice seeking updated<br />

information. We ask that you respond to this request<br />

RESIDENTIAL REFUSE AND RECYCLING<br />

<strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> is currently contracted with Fayette Waste to haul our residential waste. The customer service phone<br />

number for Fayette Waste is 1-888-606-0362. The <strong>Borough</strong> will be bidding a new contract for our refuse hauler later this year.<br />

Fayette Waste is the <strong>Borough</strong>’s waste hauler until December 31, 2011.<br />

Garbage should be placed at the curb the evening before your scheduled pick up day. Residents should place all refuse in plastic<br />

garbage bags to avoid garbage from falling out on to the street. The number of bags our hauler will pick up each week is based<br />

on your type of service. If you use the sticker service then only items placed at the curb that contain a sticker will be taken. If<br />

you subscribe to the unlimited service then the hauler is required to take an unlimited number of bags from you each week.<br />

IMPORTANT NOTICE: In accordance with DEP regulations, refuse haulers are no longer permitted to take grass clippings,<br />

leaves, brush and/or yard waste of any type. Leaves will ONLY be collected during the spring and fall leaf collections, which occur<br />

in April and November. At these times the leaves should be placed in the brown biodegradable bags for special collection to be<br />

composted. All yard waste can be taken to the Yard Waste Drop Off Site at Blueberry Hill <strong>Park</strong> (permit required) see Page 9 for<br />

details.<br />

RECYCLING REMINDER TO<br />

COMMERCIAL/INSTITUTIONAL ENTITIES<br />

Pursuant to PA Act 101 <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> adopted<br />

Ordinance No. 377-91 requiring <strong>Franklin</strong> <strong>Park</strong> business<br />

establishments, office buildings, churches, schools and other<br />

non-profit organizations to recycle the following materials:<br />

• High-grade office paper<br />

• Corrugated cardboard<br />

• Aluminum and bi-metal beverage cans<br />

• Plastic containers<br />

• Glass<br />

*IMPORTANT NOTE* Recycling by businesses, office/<br />

apartment buildings, churches and schools is mandatory<br />

in <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>. If your hauler does not offer<br />

recycling you will need to find one that can meet this<br />

requirement. As the owner of the business or office/<br />

apartment building it is your responsibility to establish a<br />

recycling program or you will be in violation of Ordinance<br />

No. 377-91 and could face fines of not less than $25 nor<br />

more than $1,000, and costs of prosecution for each and<br />

every offense.<br />

You can also place Newspaper/Magazines/Office Paper in the<br />

Abitibi Bins located at most churches and schools in the borough<br />

which they use as fundraisers.<br />

The Ordinance also requires these institutions to file an<br />

annual report with the borough. The report form is mailed<br />

at the beginning of each calendar year. <strong>Franklin</strong> <strong>Park</strong> must<br />

submit recycling reports to Allegheny County and to the State of<br />

Pennsylvania. The information you provide is utilized to complete<br />

these two reports.<br />

If you have a private hauler who picks up your recyclables you<br />

are required to complete the top portion of the annual report,<br />

indicate who your hauler is and mark what items you recycle.<br />

You do not have to provide the weight of any of the items, as the<br />

<strong>Borough</strong> will obtain them from the hauler.<br />

If you personally take your recyclables to a drop off location,<br />

you must complete the top portion of the annual report, indicate<br />

where the items were taken and supply us with a tonnage of each<br />

item.<br />

YARD WASTE DROP OFF SITE –<br />

BLUEBERRY HILL PARK<br />

The Yard Waste Drop-off Site will close from December 1, 2011<br />

to March 1, 2012. The drop off site is to be used for items such as<br />

tree or brush trimmings, leaves and grass clippings (bags must<br />

be emptied do not leave any bags at drop off site). The same<br />

restrictions apply to the drop off site that apply to the curbside<br />

brush chipping; only brush trimmings up to 4” in diameter can<br />

be accepted. No stumps, logs, concrete, dirt, clay, stone,<br />

mulch or anything that won’t degrade can be placed at the<br />

site.<br />

The borough also asks that you please utilize the April and<br />

November curbside brush chipping and leaf bag pick up whenever<br />

possible. This site is provided for brush and tree trimmings<br />

only. If you have a tree or trees to dispose of, you must<br />

contact a private contractor. A permit is required and can be<br />

obtained at the municipal building.<br />

ENVIRONMENTAL ADVISORY COUNCIL<br />

The Environmental Advisory Council (EAC) is an advisory<br />

body to <strong>Borough</strong> Council. The EAC meets monthly to<br />

discuss, comment and make recommendations on pending<br />

developments; environmental issues; comprehensive plan,<br />

zoning, and ordinance updates; and other environmental<br />

matters, such as updating local environmental inventories<br />

and assessments, as well as tracking environmentally related<br />

compliance to approved plans. Watch the <strong>Borough</strong>s electronic<br />

bulletin board for upcoming activities. The EAC is comprised<br />

of <strong>Borough</strong> residents; its chairperson attends Planning<br />

Commission and <strong>Borough</strong> Council meetings to comment on<br />

each land development application and other environmental<br />

matters that may come before those meetings. The EAC is<br />

currently seeking applications for a new member; interested<br />

residents are encouraged to submit a Letter of Interest to the<br />

<strong>Borough</strong> Manager.<br />

RECYCLING:<br />

The May free Electronics Recycling Event at the <strong>Borough</strong><br />

building was a big success! Goodwill of Southwestern PA has<br />

already agreed to come back next year. A total of 13.5 tons<br />

were collected. There was a steady stream of vehicles being<br />

quickly unloaded by Goodwill. By donating your unwanted<br />

electronics, you are helping Goodwill provide employment to<br />

those who refurbish and salvage them. Tax donation receipts<br />

are provided. Start setting aside your unwanted computers,<br />

keyboards, mice, monitors, printers, fax machines, TVs, VCRs,<br />

stereo systems, cell phones, digital cameras/camcorders,<br />

and microwaves for next year’s events. All data hard drives<br />

are destroyed to Department of Defense standards. After the<br />

hard drives are wiped clean, the computers are refurbished<br />

and sold at the CRC store “Computer Works of South Side”<br />

at 2700 East Carson Street, or they are de-manufactured to<br />

remove valuable components and precious metals that are<br />

sold as salvage materials. The remaining non-usable parts<br />

are recycled in an environmentally friendly manner.<br />

Recycling tonnage has increased 30%, from 127.48 tons<br />

to 171.24 tons for the first quarter of 2011, as compared<br />

to 2010. Paper recycling in the <strong>Borough</strong> has increased via<br />

Fayette Waste with the new categories of acceptable items<br />

including food boxes, phone books, office paper, catalogues,<br />

and junk mail in addition to newspapers and magazines. This<br />

is in addition to efforts of local schools and churches that<br />

collect recyclable paper of multiple categories in the green<br />

and yellow Abitibi Bins.<br />

PUBLIC WORKS DEPARTMENT UPDATE<br />

<strong>Franklin</strong> <strong>Park</strong> survived another winter of snow and ice that has caused the usual heaving and cracking of pavement on many<br />

of our roads. The road crew has been busy this spring rebuilding storm sewer inlets that have collapsed or deteriorated over the<br />

winter months. With almost 3,000 storm sewer inlets it’s an ongoing yearly project.<br />

With summer’s arrival, paving has begun on all the streets in the Sturbridge Plan. Below is a list of all roads to be paved this year,<br />

which works out to be about four road miles.<br />

The <strong>Borough</strong> will only collect leaves in biodegradable paper bags. Please refrain from putting rocks, sticks, plastic bottles, etc.<br />

in the bags. These items will contaminate the mulch. Do not close leaf bags with duct tape!! Duct tape is not biodegradable and<br />

must not be used. Please leave enough room at the top of the bag so you can either fold or roll it closed.<br />

Biodegradable bags are available at the municipal building at a cost of $.40 each, or you may purchase them at retail stores. The<br />

leaf mulch will be available at Blueberry Hill <strong>Park</strong> in the spring.<br />

the curb when the chipper passes, you have two options: (1) take your brush to the yard waste drop off site on Blaine’s Way in<br />

Blueberry Hill <strong>Park</strong>. (2) wait until the next collection date. If you are interested in the first option, a permit is required and must<br />

be obtained at the <strong>Borough</strong> Office.<br />

The chipping service may take one or two weeks to get to all areas of the <strong>Borough</strong> depending on the amount of brush placed<br />

at the curb. Although we cannot provide specific dates, they will get to your area as soon as possible. It is imperative that all<br />

residents have your brush at the curb on the first Monday of the chipping season! Please cut and place your brush<br />

perpendicular to the curb with the butt end out.<br />

This service is provided for brush and tree trimmings only. No thorn bushes will be accepted. If you have a tree or trees to<br />

dispose of, you must contact a private contractor. <strong>Borough</strong> crews will not spend more than 15 minutes of chipping brush at your<br />

home. Please cut and place your brush accordingly. Chips and compost are free to <strong>Borough</strong> residents only. The wood chips and<br />

leaf compost will be located at the south end of Blaine’s Way in Blueberry Hill <strong>Park</strong>, near McDevitt Road.<br />

NO DUMPING OF ANY KIND IS PERMITTED IN ANY BOROUGH PARK.<br />

CHRISTMAS TREE CHIPPING<br />

Christmas trees should be placed at the curb on Monday, January 9, 2012 or Monday, January 16, 2012 at 7:00AM. The public<br />

works crews will pick up trees, for chipping, only on these two dates! Please do not leave any plastic around the tree.


REMINDER – SENIOR CITIZEN TAX<br />

RELIEF PROGRAM<br />

In November 2004, <strong>Borough</strong> Council passed Ordinance No. 531-<br />

04 adopting the Senior Citizen Tax Relief Program. This program<br />

entitles all qualified senior citizens, living in the <strong>Borough</strong> of <strong>Franklin</strong><br />

<strong>Park</strong>, to a flat 30% discount of the real estate tax on their primary<br />

resident.<br />

To qualify for this program, the applicant must fill out an<br />

application form, meet three criteria, and forward the application to<br />

the Allegheny County Treasurer. After Allegheny County approves<br />

the application, the discount will be applied as a reduction on the<br />

borough tax statement. Noted: Senior Tax Relief.<br />

Below are the requirements necessary to qualify:<br />

1) Property Ownership: Must have owned and occupied a<br />

primary residence in Allegheny County continuously for<br />

the past 10 years. A property owner who has moved within<br />

the past 10 years, and has continued to own and occupy the<br />

new property as a primary residence shall be eligible.<br />

2) Age:<br />

Must be age 60 or older, or if married either spouse must<br />

be age 60.<br />

Be a widow or widower age 50 to 60 years,<br />

Permanently disabled and age 18 to 60 years.<br />

3) Income: Gross household income must be $30,000 or less.<br />

For calculating income use only 50% of your Social Security<br />

Benefit, SSI and Railroad Retirement Tier 1 Benefits<br />

(except Medicare benefits).<br />

A qualified applicant continues to receive tax relief as long as<br />

applicant is the property owner/occupant, and the household income<br />

does not exceed $30,000. Please feel free to call Allegheny County<br />

Supervisor, Mike Roach at 412-350-3875. As of February 2011, (147)<br />

Senior Citizens have taken advantage of this program.<br />

TRANSPORTATION<br />

Even after the elimination of the Port Authority Transit 13J Bus<br />

Route, <strong>Franklin</strong> <strong>Park</strong> Municipal Building grounds continue to serve<br />

as a park & ride lot. The PAT service was replaced by Lenzner Coach<br />

Lines. The Company applied for and received permission to operate<br />

a private service from <strong>Franklin</strong> <strong>Park</strong> to the City of Pittsburgh. To<br />

obtain more information regarding the daily bus service to Pittsburgh<br />

residents should call Lenzner Coach Lines at 412-307-4674.<br />

Residents may also utilize PAT bus service to access Pittsburgh by<br />

driving to the Movie Theatre off of McKnight Road in McCandless.<br />

RETIRED EMPLOYEE<br />

Congratulations to Carolyn Smith who retired from <strong>Franklin</strong> <strong>Park</strong> in December 2010. Carolyn was hired in June 1999 as a part-time<br />

Earned Income Tax Clerk where she assisted residents and was indispensable during April tax crunch time. In July 2007 she moved into the<br />

Treasurer’s Office/Accounts Payable, in a part-time position where she continued to show her outstanding work ethic. Carolyn will be greatly<br />

missed by her co-workers, <strong>Borough</strong> Council and staff would like her to know they valued her work, diligence and smile. Thank you for all your<br />

years of dedication. We wish Carolyn and her family the very best in the years ahead. As a long time resident we are sure she will continue to<br />

be a vital part of the <strong>Franklin</strong> <strong>Park</strong> community.<br />

LISTENING TO OUR YOUTH –<br />

JUNIOR COUNCILPERSON PROGRAM<br />

At the June 2011 regular meeting, <strong>Borough</strong> Council approved a<br />

new Jr. Councilperson, Rebecca Leech, for the 2011/2012 school<br />

year. In doing so, <strong>Borough</strong> Council entered into a 10 year long<br />

commitment to get <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>’s youth involved in local<br />

government. Departing after completing two years of service as<br />

the Jr. Councilperson, Brennan McGovern will be attending Elon<br />

University and majoring in journalism and political science.<br />

“It has been a great experience serving on the <strong>Borough</strong> Council, both<br />

learning about how government operates and working with Council<br />

to try to solve issues facing the borough. I believe the knowledge<br />

and experience I have gained while serving as the Jr. Councilperson<br />

is invaluable, and I hope I have helped to make a difference in the<br />

<strong>Franklin</strong> <strong>Park</strong> Community,” stated Brennan McGovern.<br />

Young adults are a vital sector of the community that local<br />

government officials seldom hear from and this program seeks to<br />

eliminate this gap. Through this program the Jr. Councilperson is<br />

able to get a better understanding of local government and how it<br />

works, provide a youthful perspective and actually participate in the<br />

decision making process. The hope is that the Jr. Councilperson<br />

would be able to explain to his/her peers what municipal government<br />

is about and would be a positive role model.<br />

Northland Public Library directly serves five municipalities in the North Hills, including Bradford Woods, <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>, Marshall<br />

Township, Town of McCandless and Ross Township. More than 35,000 people currently hold a library card, including more than 5,500<br />

<strong>Franklin</strong> <strong>Park</strong> residents. Our collection includes more than 200,000 items, including books, videos, DVDs, and audio books. More than 1.1<br />

million people came to the library last year, while nearly 1.2 million items were circulated. The library also features more than 70 computers<br />

with free Internet access available to the public, and is equipped for wireless Internet use.<br />

Northland Library offers programs and services for people of all ages. Our adult programs include free income tax preparation service for<br />

senior citizens and low-income families, helpful medical seminars featuring well-known area physicians, book discussion groups, a knitting and<br />

crocheting club, an astronomy club, travel video, foreign film and documentary film presentations, and more than 20 different free computer<br />

classes each month. Children’s programs include our Summer Reading Clubs for children and teens, storytimes for children of all ages, various<br />

The library offers the Northland Library Tutor program, a free, online service that provides tutoring assistance to students from kindergarten<br />

SERGEANT WILLIAM “BILL” CREESE<br />

1935-2011<br />

On June 7th, retired <strong>Franklin</strong> <strong>Park</strong> Police Sergeant William “Bill”<br />

Creese died following a heart attack at UPMC Passavant Hospital.<br />

His passing was a great loss for his family, friends and also for our<br />

community. “Hero…solid values……,” were a few of the words Police<br />

Chief Don Dorsch used to describe Sergeant Creese during his eulogy.<br />

“Bill was most proud of his community and how he served it,”<br />

stated Chief Dorsch.<br />

A military funeral was held at <strong>Franklin</strong> <strong>Park</strong>’s Fairmount ARP<br />

Presbyterian Church where Bill was a lifetime member and deacon.<br />

Countless friends and well-wishers joined the Creese family to pay<br />

their final respects.<br />

Officer Creese was part of a prominent local family whose<br />

ancestors first settled this community over 200 years ago. Traditional<br />

values and an appreciation for his heritage were important to Bill<br />

and involvement in his community was a priority. Many borough<br />

teenagers knew Officer Creese was a force to be reckoned with when<br />

it came to underage drinking and speeding, but friends and family<br />

knew him as a kind, caring and quiet man with a good sense of humor.<br />

Growing up in <strong>Franklin</strong> <strong>Park</strong>, he played league baseball and<br />

developed a love of the outdoors and hunting that would continue<br />

throughout his life. Bill attended <strong>Franklin</strong> School before graduating<br />

from Perry High School in 1953. In 1955, he enlisted in the army<br />

and would spend sixteen months stationed in Korea with the 304th<br />

Signal Battalion. Following his discharge in 1957, he returned home<br />

and married his high school sweetheart, Martha.<br />

Although Bill was in business with his father as a house painter,<br />

he always wanted to become a police officer and after taking a Civil<br />

Service exam, he was hired by the <strong>Franklin</strong> <strong>Park</strong> Police Department<br />

in 1973. He would serve for twenty-six years and rise to the rank of<br />

Sergeant before retiring in 1999. Retirement did not mean an end<br />

of community service, however, Bill was appointed to serve on the<br />

borough’s history committee where his lifetime knowledge of the<br />

borough was an invaluable asset.<br />

Bill is survived by his wife Martha, who also served the<br />

<strong>Borough</strong> as Real Estate Tax Collector and later served on<br />

<strong>Borough</strong> Council, his daughters Cathy and Janice, son Wes,<br />

eight grandchildren and many friends. He represented the best<br />

of <strong>Franklin</strong> <strong>Park</strong>, having served his family, nation, community<br />

and his church with honor and dignity. He will be greatly missed.<br />

POLICE DEPARTMENT<br />

The Police Department along with the present and past members<br />

of <strong>Borough</strong> Council and Mayors has been able to keep pace with<br />

our changing community. Through training, several of our officers<br />

have specific areas of expertise that have enhanced our ability<br />

to solve and prevent crimes in our community. We also hope that<br />

residents will utilize our new website. This new website should<br />

assist residents with general information and answer questions<br />

you may have regarding the police department. Please check<br />

to both your neighborhood and everyday life. Information<br />

can be sent to you via your cell phone by text message or<br />

through email and is accessible at any time over the web<br />

without any concern for spam. We hope that this new site<br />

will provide faster, more accurate and reliable information<br />

2. Is there a “leash law” in <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>?<br />

► ►There is a leash law in <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong> and pet<br />

owners must keep pets secured on their property as required<br />

by law. If your pet becomes lost, please notify the dispatch<br />

center or the Police Department. Most of the time, the pet has<br />

been taken to the police station kennel or to our pet control<br />

service. The police department has a 4AVID chip reader,<br />

which can quickly identify a pet and its owner. Most local<br />

veterinarians offer the AVID chips and can answer questions<br />

you may have.<br />

3. Are there restrictions on street parking?<br />

► ►There is an ordinance that prohibits parking on the streets<br />

between the hours of 2AM and 6AM. Please remember not to<br />

block intersections or fire hydrants. Fine: $5.00-$75.00 dollars.<br />

This is critical in the winter months so that the public works<br />

department can properly clear your street.<br />

4. Is there a residential speed limit?<br />

► ►Speeding vehicles are still the number one complaint from<br />

our residents. Please observe posted speed limits. If you live in<br />

a plan, the residential speed limit is 25 MPH. Please be a good<br />

neighbor and observe the speed limit. Officers will be making<br />

extra efforts to enforce speed limits. We also will utilize radar<br />

trailers. Speeding is the number one cause of fatalities in PA.<br />

5. Can I be charged for my home alarm going off accidentally?<br />

► ►Yes, fines for multiple false alarms can range from $25.00-<br />

$300.00 dollars. Residents are asked to please be careful<br />

when using home alarms. We have an over abundance of false<br />

alarms which are accidental. We ask you to use the alarms but<br />

be familiar with their functions. False alarms are a waste of<br />

manpower and resources.<br />

6. How do I report drunk drivers?<br />

► ►Drunk driving continues to be a serious problem nationwide<br />

and locally. Drunk drivers are a threat to you and your loved<br />

ones. Report drunk drivers on your cell phone by calling<br />

911 and let the police take action from there. Our police<br />

department will arrest driving under the influence violators in<br />

order to protect our citizens. If you do drink-please don’t drive!<br />

Drunk driving is the second highest cause of highway fatalities<br />

in PA.<br />

7. Is hunting permitted in <strong>Franklin</strong> <strong>Park</strong> <strong>Borough</strong>?<br />

►► Residents are reminded that very few areas of the<br />

<strong>Borough</strong> are open to hunting. Hunters are required to<br />

maintain 150 yards from an occupied structure. All hunters<br />

are to have permission from landowners to hunt on private<br />

property. Residents are encouraged to report any violations<br />

to the PA Game Commission(724-238-9523) or the Police<br />

Department(412-364-1227) during office hours. Gun safety is<br />

in the home. The police department will supply free gun locks<br />

rifles, shotguns, bow & arrow and cross bows are the only<br />

hunting implements permitted in Allegheny County. Hunting<br />

season generally runs from September to January. There is<br />

absolutely no hunting permitted in any <strong>Borough</strong> park or on any<br />

<strong>Borough</strong> property.<br />

8. I have seen Officers at my child’s school, why are they often<br />

there?<br />

► ►The police department performs daily school patrols at our<br />

elementary and middle schools. It keeps the police officers<br />

visible and approachable for the students and teachers. We<br />

want to give the students and teachers a sense of having a<br />

safe environment in which to work and learn. We also want<br />

residents to feel comfortable using the NA Tip line for sharing<br />

any confidential information they feel is important for the<br />

► The police department has continued concern with the

drug use and consequently the need for drug money, is the<br />

motivation behind many of the thefts that occur. If you suspect<br />

drug activity in your neighborhood, please call the police<br />

department. Your identity can be kept confidential at your<br />

request. If you are unsure what ‘drug activity’ is, please feel<br />

free to contact us and we can make sure you understand the<br />

patterns and activities involved. Parents should be mindful<br />

of what their children are doing and with whom they are<br />

associating. If you need help with your child, you can inquire at<br />

► The police department can fingerprint residents during<br />

office hours Monday-Friday 8:00AM-4:30PM for a cost of $5.00.<br />

$15.00<br />

15. Where can I obtain a handicapped tag?<br />

► To obtain a handicapped tag residents can stop by the police<br />

station for an application or your local State Representative’s<br />

office. Complete application, along with certification from a<br />

health care provider and mail it to PennDOT for approval.<br />

CRIME PREVENTION<br />

Theft from vehicles – Unfortunately, this crime most often<br />

occurs from unlocked vehicles! Taking the time to lock your<br />

vehicle and remove any valuables from easy view are huge<br />

steps in helping prevent a criminal’s interest in targeting your<br />

car. The second part is contacting the Police Department<br />

for any suspicious activity you may observe. CALL 911.<br />

Identity theft – This continues to be an increasing crime.<br />

Criminals can get your information over the Internet, over the<br />

phone or even from your trash and you won’t know they are<br />

using it until you receive a bill. Be careful how you use your<br />

credit cards and to whom you give your personal information.<br />

In some cases, the criminals have obtained the victim’s social<br />

security and driver’s license information. Be careful with your<br />

personal information! Destroy or shred any paperwork you<br />

throw away and try to pick up your mail as promptly as you can.<br />

Thefts from residences/burglary – Residents should never<br />

let anyone into their homes without first checking identification<br />

and being certain they are legitimate. It is rare for utility workers,<br />

government employees or anyone else to have a legitimate<br />

reason for wanting to enter your home. An unscheduled stop<br />

coupled with a request to enter your home, are signs that you<br />

should call police. Senior Citizens are always a target. Don’t be<br />

afraid to ask questions and ask for identification. If you suspect<br />

anything, close and lock your doors and call 911. The police will<br />

respond to check and identify the individual(s) in question.<br />

Residents hiring domestic help should make sure that the<br />

company and employees are screened and references should<br />

be provided. The police have investigated many thefts from<br />

homes in which jewelry has been found missing months<br />

later. Residents should do their homework before they hire<br />

housecleaning or yard service providers. Remember, keep<br />

your valuables in a home safe. The inconvenience may save you<br />

the anguish of losing valuables and keepsakes that most likely<br />

will not be recovered.<br />

FRANKLIN PARK FIREFIGHTERS UPDATE<br />

The executive officers of the <strong>Franklin</strong> <strong>Park</strong> Volunteer Fire Company No. 1 for 2010 are: Brian Marriner, president; Bill Boucek, vice<br />

president; Bob Waldron, secretary; Ron Holmes, treasurer; Rob Gross, financial secretary; Jack Hurley, corresponding secretary. Directors<br />

are Ed Maus, Bill Smith, David Voderick and Charles Wilker.<br />

Organized in 1922, the company currently has over 40 active firefighters along with other members serving as fire police officers who assist<br />

with public safety and traffic control during emergency situations. While not still actively fighting fires, nearly 20 older members, some with<br />

over 50 years of service, continue to provide valuable service in the maintenance of the fire stations and equipment and other administrative<br />

functions.<br />

Happy Birthday to Jim Hammit who has over 50 years of service with the Fire Company will be turning 87 this year. Jim, a combat wounded<br />

WWII Veteran, has been the Fire Company Captain, Fire Police Captain and Fire Police Lt. Jim still comes to the fire station weekly to take<br />

part in meetings and training sessions.<br />

In 2010 the Fire Company responded to 259 alarms, up from 210 in 2009. Most of the actual emergencies continue to be vehicle fires and<br />

accidents, especially on I-79 and I-279. Severe weather also provides for numerous special emergencies including utility wires down and trees<br />

blocking roadways. Fortunately, less than 20 percent of the emergencies were due to an actual fire situation. There are fewer major structure<br />

fires today due to the much broader use of smoke detectors and security systems in homes and businesses. By being alerted when a fire first<br />

gets started, home and business occupants and the fire company have been able to get fires under control very quickly, many times before<br />

major damage occurs. So, a smoke detector is also a wise investment, not only for personal safety but by helping to detect a fire situation<br />

before it gets out of control.<br />

Specifications for a new fire engine are nearing completion. The specifications will be sent to manufacturers in the fall for bids. The new<br />

fire engine will replace a 1990 fire engine.<br />

The Fire Company purchased enough hydrant markers in the fall of 2010 to mark every fire hydrant within the <strong>Borough</strong> limits. The markers<br />

are 5 feet high and are reflective. After the “big snow” of 2009 the Fire Company decided that this purchase would be in the best interest<br />

of the entire community. The Fire Company had help attaching the 287 markers to each hydrant by Matt Waldron and his fellow Boy Scouts<br />

from Troop 36. Matt took this project on as part of his Eagle Scout Project. If you see a marker missing from a hydrant please call the Fire<br />

Company business line and leave a message for the Chief. If you see someone vandalizing or trying to remove one from a hydrant please call<br />

911 and report the incident to the <strong>Franklin</strong> <strong>Park</strong> Police. Thank you for helping us to help you.<br />

Resident John Cross joined the Fire Company in 2010. Many new residents to our borough are surprised to learn that the fire and rescue<br />

services of our community are provided by an all-volunteer fire company. The <strong>Franklin</strong> <strong>Park</strong> Volunteer Fire Company is always accepting<br />

new members. To be a firefighter or a fire police officer, you must be at least 18 years of age, in good health and complete a state certified<br />

training consisting of classroom and practical exercises at the Allegheny County Fire Academy located in North <strong>Park</strong>. If you do not want to<br />

be a firefighter or fire police officer you can still join the fire company as an Associate Member, work on the building and grounds, vehicle<br />

maintenance or fundraising. Interested parties can stop by the fire station located on Rochester Road any Thursday at 7 PM. Leave a message<br />

SANTA’S ANNUAL VISIT<br />

The annual visit of Santa Claus sponsored by the <strong>Franklin</strong> <strong>Park</strong><br />

volunteer firefighters will be held on Sunday, December 18, 2011 from<br />

1 PM to 5PM. Santa will be riding on the fire truck and will travel over<br />

all the streets and roads in the borough. Parents should listen for the<br />

fire truck siren and escort younger children to the truck to receive a<br />

candy present from Santa.<br />

Santa’s visit is a borough tradition that has continued for many years.<br />

The members of the fire company sponsor Santa’s visit to express their<br />

appreciation to the borough residents for their financial support.


FIRE COMPANY NEWS BRIEFS<br />

1. Please keep the fire hydrants clear of high grass, low tree and shrubbery branches and snow. This really does help the volunteer<br />

firefighters during an emergency. During heavy snowstorms, locating the fire hydrants is a major concern. Also please do not place trash<br />

cans and recycling materials around the fire hydrant during the weekly trash pickup. This also makes it difficult for the firefighters to<br />

locate a hydrant during an emergency. Remember the hydrant near your home may be needed for an emergency.<br />

2. Dial 9-1-1 for ALL emergencies--fire, police and ambulance. Give specific information including your name, telephone number and<br />

address. If you are not certain of the address, give landmarks, major buildings, road intersections or anything that might be unique. This<br />

will help the dispatcher determine the location of the emergency. If possible, have someone wait near the street to direct the emergency<br />

vehicles to the proper location.<br />

3. Open burning of any type is not allowed in Allegheny County. Thus, the burning of leaves, scrap building materials, brush, trees, or any<br />

other type of combustible material is prohibited in <strong>Franklin</strong> <strong>Park</strong>. Recreational campfires no larger than three feet in diameter are allowed,<br />

if a permit is obtained (three days) in advance from the borough office at the municipal building (lower level), located at the corner of West<br />

Ingomar Road and Rochester Road.<br />

4. Today, many residences and commercial buildings have fire and burglar alarm systems wired into the structure. It is the responsibility<br />

of the property owner to be certain that the system is operating properly, is serviced on a routine basis, and that a system malfunction or<br />

defective sensor is repaired as soon as possible. Multiple false alarms to the same structure by either the police or fire department can<br />

result in a substantial fine to the property owner. Also, the occupants of the structure should know the access code(s) of the system and<br />

how to turn the system off or at least silence the alarm and be able to contact the alarm company. All of this information is available from<br />

your alarm system manual or company. There are many types of alarm systems and thus it is impossible for the police officer or fire officer<br />

to know how to turn off every system.<br />

5. The banquet hall, located above the main fire station at 2360 Rochester Road has an inviting décor including chandelier lighting, a<br />

stage, large dance floor, the choice of round or rectangle banquet tables, padded chairs, a fully equipped kitchen and a beverage service<br />

bar. The air conditioned hall will hold up to 300 guests and there is ample parking available. The banquet hall is an ideal location for<br />

wedding showers and receptions, reunions, anniversaries, parties, fundrasisers, graduation parties and other events. You can hire your<br />

own caterer. For full or partial hall rental rates and available dates, please contact Ed Maus at 412-364-5377.<br />

6. The Ladies Auxiliary of our volunteer fire company is always accepting new members. You do not have to be related to a member of the<br />

fire company in order to qualify for membership. Business meetings, social events and several fundraising projects are regular activities.<br />

During major emergencies, the members provide food and beverages to the firefighters. For information, call the fire company business<br />

7. The fire company’s annual fund drive letter was mailed in July to all residences in the borough. The fund drive provides nearly half of<br />

the fire company’s annual budget so your contribution is very important. If you have not yet mailed in your contribution, please do so.<br />

The fire company members sincerely receive your donation as a tangible expression of appreciation for the volunteer services we provide.<br />

Children can let their imaginations come to life in this three class learning series where little ideas rule the room! Your child will begin<br />

for the day. Clap two times and we are off to table time where we will use various materials and create an array of masterpieces. Each class<br />

You are invited to participate in the 2011 NFL Punt, Pass & Kick Competition, hosted by Champions Youth Fitness and <strong>Franklin</strong> <strong>Park</strong><br />

<strong>Borough</strong>. Last year more than 3.5 million boys and girls around the Nation participated in this exciting program. The Punt, Pass & Kick<br />

program is open to boys and girls ages 6 to 15, competing separately against their peers. In addition, Punt, Pass & Kick is a free program with<br />

no entry fee or purchase required to enter.<br />

Our local competition will be held on Saturday, September 17, 2011; at 1:00 PM. Participants will compete at the Blueberry Hill <strong>Park</strong><br />

The over-22-adult basketball program at <strong>Franklin</strong> Elementary Gymnasium on Thursday evenings from 7:30 PM - 9:30 PM has had<br />

good participation throughout the years. We have been playing four or five full court games each evening with plenty of exercise<br />

KARATE<br />

The practice of Karate tones the body, develops balance and coordination, quickens reflexes and builds stamina. But moreover,<br />

the serious practitioner develops composure, greater self-control and confidence. Each class is conducted in a disciplined fashion,<br />

but focused on fun. Pittsburgh Shotokan will teach the course. The primary instructor for the course will be Pat Heffley a member<br />

of the teaching cadre and a 2 nd Degree Black Belt. Three other black belts will assist in the training.<br />

The course will allow for various levels of proficiency and is open to all ages and both genders.<br />

ZUMBA<br />

It’s JUST the LARGEST Latin inspired fitness program in the world. Zumba is the fitness craze that is sweeping the nation and<br />

music to create dynamic, fun, and effective cardio and body sculpting workout. The class is designed to utilize an interval training<br />

format, combining various rhythms with movement that tone and sculpt the entire body. Alberto “Beto” Perez is the creator of<br />

and inspiration behind Zumba. As a professional dancer, choreographer, and aerobics instructor from Columbia, South America,<br />

Beto designed a conditioning system that integrates steps of popular dances with fitness. The steps are EASY and FUN, so that<br />

WINTER BONFIRE AND ACTIVITIES<br />

Everyone is welcome to enjoy cookies and hot-chocolate while you keep warm with your friends around a large bonfire. Don’t<br />

avoid the great outdoors this winter, enjoy it! Youth groups, scouts, families, or individuals are invited to create a snow sculpture<br />

(weather permitting) that will be judged. A prize will be awarded for the best sculpture. You will also be able to enjoy a carriage ride<br />

through the park with your family and/or friends. Bring your sled and enjoy our thrilling sled-riding hill. We are requesting that<br />

disease, bone and joint problems, sleep apnea and psychological problems.<br />

and children will be doing the outdoor obstacles course, games, and drills to make fitness and physical activity fun and exciting.<br />

HALLOWEEN COSTUME PARTY<br />

The Recreation Board’s Annual Halloween Costume Party is scheduled for Sunday, October 30, 2011, at Blueberry Hill <strong>Park</strong><br />

Activity Center. The fun begins at 1:30 PM with a variety of Halloween games for the children to play. At 2:00 PM we will start<br />

the costume parade. The children’s costumes (ages 0-15) will be judged in five different categories (most original, funniest,<br />

scariest, prettiest, cutest). Adults (ages 16 & up) are encouraged to dress up and try to win one of three prizes for best adult<br />

costume. Treat bags will be provided for EVERYONE in costume!<br />

DRESS-A-PET COSTUME DUO<br />

This event will be held in conjunction with the Costume Party held on October 30, 2011 as<br />

an additional judgment category. This event is open to all ages and will welcome pets of all<br />

types. Judging for this particular category will be held at approximately 2:30 PM. A prize will<br />

be awarded to the best-dressed owner and pet duo. So whether you choose to dress as an<br />

Batman and Robin or Santa and Rudolph, originality is the key. Good Luck to you and your<br />

AIKIDO<br />

Aikido is a martial art that uses graceful movements derived from Japanese swordsmanship (we use wooden swords and staffs),<br />

as well as redirection of the attacker’s energy, to carry out throws and locks. Students of any age and any physical ability can<br />

practice Aikido, since it emphasizes proper form over an opponent’s strength. The class is open to students of all levels with or<br />

without martial arts experience. An adult should accompany children under 10.<br />

Priority Registration Policy<br />

Please register early. Programs are filled on a first-come, first-served basis.<br />

Waiting Lists<br />

When programs reach their maximum enrollment, interested participants are placed on a waiting list in the order registrations are received. These lists provide us with a name and<br />

phone number in case of cancellations or the addition of new classes.<br />

Program Cancellations or Changes<br />

The <strong>Borough</strong> reserves the right to cancel, postpone, or change the time, date, cost or location of programs or to make any revisions that may be necessary.<br />

Refunds<br />

Refunds will be granted according to the following guidelines:<br />

1. If a minimum number of participants are not reached, the program will be cancelled and a full refund will be issued.<br />

2. If a maximum number of participants are reached, the program will be closed and a full refund will be issued.<br />

3. If for any unforeseen reason the <strong>Borough</strong> has to cancel a program, a full refund will be issued.<br />

4. There will be a $5 processing fee for all program cancellation requests.<br />

Please allow 2-4 weeks for refunds to be processed.<br />

Program Fees<br />

Program fees are determined by the instructor’s fee and include supply costs and other expenses for minimum enrollment. All fees collected support and finance the program.<br />
