THE STATE OF BOROUGH AFFAIRS
Today many government entities are facing dire financial
hardships. The recent Recession has decreased overall revenues.
Just about every day stories abound in the news media about the
financial hardship that exist at the national, state and local levels of
government and the resulting cutbacks that are being instituted to
balance budgets. Simultaneously, the depressed stock market has
significantly increased the amount of funds governmental entities
must contribute to their pension plans. Numerous court decisions
have established the precedent that government entities must fully
fund and/or guarantee pension benefits that are due to retired
employees. Many government entities have responded with service
cut-backs, lay-offs, increasing employee contributions for health care
and decreasing retirement benefits.
The Borough’s common sense approach to financial management
has helped Franklin Park buck this national trend. For example,
Franklin Park has not provided post retirement health care benefits,
excessive pension or early retirement packages. In making these
types of decisions the Borough attempts to balance the interests of
both the citizens of our community and those of our employees; and
tries to strike a fair balance between the two. Our employee turnover
rate for the Borough is extremely low, a sign that Franklin Park
offers a competitive pay and benefit package. In return employees are
expected to deliver efficient and effective services.
In 2011 the Borough will negotiate new labor agreements with
both the Police and Teamsters Union which represents Public Works
employees. As the Borough has in the past we will attempt to strike
a fair balance in reaching agreements with both unions. This strategy
will ensure Franklin Park residents continue to receive the services
they have been accustomed to and that the borough’s tax rate remains
as low as possible.
EARNED INCOME TAX
MANDATORY WITHHOLDING STARTING
JANUARY 1, 2012
PA Act-32 of 2008 was passed to simplify earned income tax
collection for Pennsylvania employers. Under the Act, all Pennsylvania
employers must collect and submit the tax to a single collection
agency. Franklin Park was lumped in with 60 other taxing districts
located in Northern Allegheny County. The Allegheny North Tax
Collection Committee (ANTCC) was created by the 60 communities
to meet the requirements of the Act. ANTCC solicited proposals and
selected Keystone Collection Group as the designated collection
entity for the tax.
Under Act-32 Pennsylvania employers must withhold and remit
earned income tax for every employee, on a quarterly basis. Keystone
Collections, will then process the payments and send the money to the
designated municipality. Starting in 2012 there will be no individual
quarterly payment cards sent to you unless you are self-employed.
For the calendar year 2011 you should continue to send your
quarterly payments including the fourth quarter and final return
that will be due in 2012 to Franklin Park Borough. Franklin Park will
continue collecting 2011 and prior year delinquent taxes at least until
June of 2012.
BOROUGH ORDINANCES UPDATE
After several years of diligent work, the Borough is on the
verge of adopting new Zoning, Subdivision and Land Development
Ordinances. The Environmental Advisory Committee, Planning
Commission and Borough Council each have completed their review
of the draft documents presented by Pashek Associates, a planning
consulting firm. Zoning, subdivision, and other land development
regulations were reviewed in detail and updated. The proposed
Zoning and Subdivision Ordinances provide more specific guidelines
for developers to follow, which should facilitate enforcement.
The Stormwater Ordinance, which already has been adopted,
requires developers and landowners who develop more than 400
sq. ft. of land to control runoff so that neighbors and downstream
communities are not flooded or negatively impacted.
A SPECIAL THANK YOU TO ALL THE
BUSINESSES AND INDIVIDUALS WHO
DONATED PRIZES FOR THE GOLF
OUTING AUCTION.
SCHOLARSHIP GOLF OUTING
On Monday, July 25, 2011, Franklin Park held its 9th Annual
Scholarship Golf Outing. Over 60 golfers signed up for the charitable
event. While the final tabulation is not complete, the funds raised
should enable the borough to award ten (10) $1,000 dollar scholarships
in 2012, the same number awarded this year. Thank you to all who
donated and made this year’s drive a huge success!
Golfers enjoyed both lunch and dinner, a 50/50 raffle, putting
contest, a chance to win $10,000 and a chance to win numerous door
prizes.
The team from Batykefer & Associates took the first place prize,
The Ben Franklin Cup, a $600 gift certificate to the Shannopin
Pro Shop and more importantly one year of bragging rights! The
Meritage Group team won second place honors and won a $400 gift
certificate. Last, but not least, the David Ward CPRC team won third
place honors and collected a $300 gift certificate for their effort.
Kudos to the Borough employees who coordinated the activities,
which made this year’s outing a success. A special thank you and
acknowledgment goes to the Shannopin Country Club for their
continued support, contributions and outstanding hospitality!
2011 COMMUNITY SCHOLARSHIP
FUND DRIVE
The 2011 Community Scholarship Fund Drive received a
significant boost when Mr. Bobby Wright, owner of the Wright
Automotive Dealerships, donated $2,500. The donation earned
Mr. Wright the title of “Golf Outing Sponsor”. Mr. Wright is
a borough resident. As the event sponsor, Wright Automotive
hosted the golf outing dinner and related activities. Franklin Park
Borough wishes to publicly thank Mr. Wright for his past and
current donations.
SCHOLARSHIP RECIPIENTS
At the May 18, 2011 public meeting, Borough Council and Mayor
awarded ten $1,000 scholarships to graduating seniors from our
community. Council President Amy Sable announced the winners and
Mayor Dennis O’Keefe presented each recipient with a scholarship
voucher. Thanks to the generosity of our residents and businesses all
funds used for the scholarships came from private donations. The
Scholarship Program began in 2004 when four $750 scholarships
were awarded. It has grown since and the staff is seeking ways to
increase it further yet. To date, the Borough has awarded $62,000 to
63 well deserving recipients.
After applications are received they are turned over to the
Scholarship Selection Committee consisting of seven members from
our community. The Committee evaluates the applications based on
Community Service, Employment, School Activities, a one page essay,
grade point average and SAT score. This year 42 applications were
received, and they were all outstanding. Given the competitiveness
of the applications, the Committee had its work cut-out for them.
The students that were chosen demonstrated a high level of academic
performance, an exemplary involvement in their school or community
and provided countless hours performing volunteer work to benefit
others. The 2011 scholarship winners are:
FRANKLIN PARK’S GOLDEN ANNIVERSARY
1961-2011
1961 President Kennedy took office and sent the first U.S. troops into Vietnam. Russian Yuri Gagarin was the first human to orbit the
earth, construction of the Berlin Wall began and an unknown group calling itself The Beatles performed for the first time. Americans paid 27
cents for a gallon of gas and watched weekly installments of Perry Mason, Twilight Zone and Candid Camera on boxy black and white TVs.
West Side Story and Disney’s The Parent Trap played at local drive-in theaters. Barbie got a boyfriend named Ken, American Alan Shepard
went hurtling into subspace in a Mercury capsule and Franklin Township morphed into the Borough of Franklin Park.
A quiet rural community during its first 138 years, Franklin Township was suddenly faced with population growth and the need for public
water, sewage, and zoning in the years following WWll. The Baby Boom was in full swing with young urban families searching for the ideal
suburban community in which to raise their children and many were building homes in Franklin Township.
To meet the needs of a growing population, township supervisors created a planning commission and enacted the first ordinances, one
of which required large building lots. One half acre was required where public water was available with a larger lot needed if well water was
used.
A developer took issue with the lot size requirement and in the late 1950s planned to create a new borough within Franklin Township
where he could build on smaller lots. At the time, Franklin was a second-class township, meaning it could not prevent any part of itself from
seceding nor could it protect itself from annexation from other communities.
Unknown to local officials, the municipal planner who was preparing a master plan for the township was at the same time preparing a plan
for the developer who hoped to create King Ridge Borough in the Reis Run Road area. A mix up in the planner’s office sent the King Ridge
plans to township officials and the plot was discovered. Had the plan succeeded, King Ridge would have seceded from the township and as a
borough, could have then annexed what was left of Franklin Township.
Springing into action, officials decided the best course of action to preserve the community was to seek borough status from the county
courts since a borough could not be annexed nor could any part secede. Armed with petitions from the majority of property owners and
after a short delay from a group of residents opposed to the change, local officials won borough status in August 1961. Franklin Township
thus became the Borough of Franklin Park.
Read more about it in Franklin Park Stories ($20) available in the municipal building.
BOROUGH ORDINANCES TO BE ADOPTED SOON
Continued from Page 1
According to Tim Phillips, the Borough Building Inspector and
Zoning Officer, the updates achieved the following:
• Addressed many of the problems and inconsistencies we
found over the years in the existing ordinances.
• Kept uses and zoning districts consistent so that property
values would not be diminished.
• Design standards were added for multifamily buildings to
keep a rural residential look throughout the Borough.
• Landscaping and buffer yard requirements were revised
to protect residential properties from non-residential sites.
• Additional regulations were added to protect natural
resources and features throughout the borough from over
development.
• Transition details were added as an overlay to allow nonresidential
development to blend with residential properties
without a major neighborhood character change.
The staff is currently incorporating all of the recommendations
and suggested changes into the final documents. Once completed,
they will be placed on the Borough Website and paper copies will
be available at the municipal building for our residents to review.
Borough Council plans to hold public hearings on the proposed
ordinances later this year. The hearings, which will be publicly
advertised before they are held, will give residents an opportunity
to comment on the proposed regulations. After public comments
are considered, Council will be in a position to adopt the new
ordinances.
RECYCLING REMINDER TO
COMMERCIAL/INSTITUTIONAL ENTITIES
Pursuant to PA Act 101 Franklin Park Borough adopted
Ordinance No. 377-91 requiring Franklin Park business
establishments, office buildings, churches, schools and other
non-profit organizations to recycle the following materials:
• High-grade office paper
• Corrugated cardboard
• Aluminum and bi-metal beverage cans
• Plastic containers
• Glass
*IMPORTANT NOTE* Recycling by businesses, office/
apartment buildings, churches and schools is mandatory
in Franklin Park Borough. If your hauler does not offer
recycling you will need to find one that can meet this
requirement. As the owner of the business or office/
apartment building it is your responsibility to establish a
recycling program or you will be in violation of Ordinance
No. 377-91 and could face fines of not less than $25 nor
more than $1,000, and costs of prosecution for each and
every offense.
You can also place Newspaper/Magazines/Office Paper in the
Abitibi Bins located at most churches and schools in the borough
which they use as fundraisers.
The Ordinance also requires these institutions to file an
annual report with the borough. The report form is mailed
at the beginning of each calendar year. Franklin Park must
submit recycling reports to Allegheny County and to the State of
Pennsylvania. The information you provide is utilized to complete
these two reports.
If you have a private hauler who picks up your recyclables you
are required to complete the top portion of the annual report,
indicate who your hauler is and mark what items you recycle.
You do not have to provide the weight of any of the items, as the
Borough will obtain them from the hauler.
If you personally take your recyclables to a drop off location,
you must complete the top portion of the annual report, indicate
where the items were taken and supply us with a tonnage of each
item.
If you have any questions concerning the requirements of
Franklin Park’s Recycling Ordinance, please feel free to contact
either Donna Platt or Ambrose Rocca at 412-364-4115.
YARD WASTE DROP OFF SITE –
BLUEBERRY HILL PARK
The Yard Waste Drop-off Site will close from December 1, 2011
to March 1, 2012. The drop off site is to be used for items such as
tree or brush trimmings, leaves and grass clippings (bags must
be emptied do not leave any bags at drop off site). The same
restrictions apply to the drop off site that apply to the curbside
brush chipping; only brush trimmings up to 4” in diameter can
be accepted. No stumps, logs, concrete, dirt, clay, stone,
mulch or anything that won’t degrade can be placed at the
site.
The borough also asks that you please utilize the April and
November curbside brush chipping and leaf bag pick up whenever
possible. This site is provided for brush and tree trimmings
only. If you have a tree or trees to dispose of, you must
contact a private contractor. A permit is required and can be
obtained at the municipal building.
ENVIRONMENTAL ADVISORY COUNCIL
The Environmental Advisory Council (EAC) is an advisory
body to Borough Council. The EAC meets monthly to
discuss, comment and make recommendations on pending
developments; environmental issues; comprehensive plan,
zoning, and ordinance updates; and other environmental
matters, such as updating local environmental inventories
and assessments, as well as tracking environmentally related
compliance to approved plans. Watch the Boroughs electronic
bulletin board for upcoming activities. The EAC is comprised
of Borough residents; its chairperson attends Planning
Commission and Borough Council meetings to comment on
each land development application and other environmental
matters that may come before those meetings. The EAC is
currently seeking applications for a new member; interested
residents are encouraged to submit a Letter of Interest to the
Borough Manager.
RECYCLING:
The May free Electronics Recycling Event at the Borough
building was a big success! Goodwill of Southwestern PA has
already agreed to come back next year. A total of 13.5 tons
were collected. There was a steady stream of vehicles being
quickly unloaded by Goodwill. By donating your unwanted
electronics, you are helping Goodwill provide employment to
those who refurbish and salvage them. Tax donation receipts
are provided. Start setting aside your unwanted computers,
keyboards, mice, monitors, printers, fax machines, TVs, VCRs,
stereo systems, cell phones, digital cameras/camcorders,
and microwaves for next year’s events. All data hard drives
are destroyed to Department of Defense standards. After the
hard drives are wiped clean, the computers are refurbished
and sold at the CRC store “Computer Works of South Side”
at 2700 East Carson Street, or they are de-manufactured to
remove valuable components and precious metals that are
sold as salvage materials. The remaining non-usable parts
are recycled in an environmentally friendly manner.
Recycling tonnage has increased 30%, from 127.48 tons
to 171.24 tons for the first quarter of 2011, as compared
to 2010. Paper recycling in the Borough has increased via
Fayette Waste with the new categories of acceptable items
including food boxes, phone books, office paper, catalogues,
and junk mail in addition to newspapers and magazines. This
is in addition to efforts of local schools and churches that
collect recyclable paper of multiple categories in the green
and yellow Abitibi Bins.
PUBLIC WORKS DEPARTMENT UPDATE
Franklin Park survived another winter of snow and ice that has caused the usual heaving and cracking of pavement on many
of our roads. The road crew has been busy this spring rebuilding storm sewer inlets that have collapsed or deteriorated over the
winter months. With almost 3,000 storm sewer inlets it’s an ongoing yearly project.
With summer’s arrival, paving has begun on all the streets in the Sturbridge Plan. Below is a list of all roads to be paved this year,
which works out to be about four road miles.
COLLECTION OF LEAVES, BRUSH AND CHRISTMAS TREES
LEAF BAG COLLECTION
The Borough will only collect leaves in biodegradable paper bags. Please refrain from putting rocks, sticks, plastic bottles, etc.
in the bags. These items will contaminate the mulch. Do not close leaf bags with duct tape!! Duct tape is not biodegradable and
must not be used. Please leave enough room at the top of the bag so you can either fold or roll it closed.
Biodegradable bags are available at the municipal building at a cost of $.40 each, or you may purchase them at retail stores. The
leaf mulch will be available at Blueberry Hill Park in the spring.
Fall Collection Dates: Mondays only – November 7 through November 28, 2011
(All bags must be placed at the curb. Pick-up begins at 6:00AM)
Spring Collection Begins: Monday, April 2, 2012
(All brush must be placed at curb by 7:00AM)
Collection will begin on the dates listed above. The chipper will pass through the Borough one time. If your brush is not out at
the curb when the chipper passes, you have two options: (1) take your brush to the yard waste drop off site on Blaine’s Way in
Blueberry Hill Park. (2) wait until the next collection date. If you are interested in the first option, a permit is required and must
be obtained at the Borough Office.
The chipping service may take one or two weeks to get to all areas of the Borough depending on the amount of brush placed
at the curb. Although we cannot provide specific dates, they will get to your area as soon as possible. It is imperative that all
residents have your brush at the curb on the first Monday of the chipping season! Please cut and place your brush
perpendicular to the curb with the butt end out.
This service is provided for brush and tree trimmings only. No thorn bushes will be accepted. If you have a tree or trees to
dispose of, you must contact a private contractor. Borough crews will not spend more than 15 minutes of chipping brush at your
home. Please cut and place your brush accordingly. Chips and compost are free to Borough residents only. The wood chips and
leaf compost will be located at the south end of Blaine’s Way in Blueberry Hill Park, near McDevitt Road.
NO DUMPING OF ANY KIND IS PERMITTED IN ANY BOROUGH PARK.
CHRISTMAS TREE CHIPPING
Christmas trees should be placed at the curb on Monday, January 9, 2012 or Monday, January 16, 2012 at 7:00AM. The public
works crews will pick up trees, for chipping, only on these two dates! Please do not leave any plastic around the tree.

RETIRED EMPLOYEE
Congratulations to Carolyn Smith who retired from Franklin Park in December 2010. Carolyn was hired in June 1999 as a part-time
Earned Income Tax Clerk where she assisted residents and was indispensable during April tax crunch time. In July 2007 she moved into the
Treasurer’s Office/Accounts Payable, in a part-time position where she continued to show her outstanding work ethic. Carolyn will be greatly
missed by her co-workers, Borough Council and staff would like her to know they valued her work, diligence and smile. Thank you for all your
years of dedication. We wish Carolyn and her family the very best in the years ahead. As a long time resident we are sure she will continue to
be a vital part of the Franklin Park community.
LISTENING TO OUR YOUTH –
JUNIOR COUNCILPERSON PROGRAM
At the June 2011 regular meeting, Borough Council approved a
new Jr. Councilperson, Rebecca Leech, for the 2011/2012 school
year. In doing so, Borough Council entered into a 10 year long
commitment to get Franklin Park Borough’s youth involved in local
government. Departing after completing two years of service as
the Jr. Councilperson, Brennan McGovern will be attending Elon
University and majoring in journalism and political science.
“It has been a great experience serving on the Borough Council, both
learning about how government operates and working with Council
to try to solve issues facing the borough. I believe the knowledge
and experience I have gained while serving as the Jr. Councilperson
is invaluable, and I hope I have helped to make a difference in the
Franklin Park Community,” stated Brennan McGovern.
Young adults are a vital sector of the community that local
government officials seldom hear from and this program seeks to
eliminate this gap. Through this program the Jr. Councilperson is
able to get a better understanding of local government and how it
works, provide a youthful perspective and actually participate in the
decision making process. The hope is that the Jr. Councilperson
would be able to explain to his/her peers what municipal government
is about and would be a positive role model.
Below is a list of the young adults that have served in this position
from its inception:
1. Jacob Ramsey (2002/2003)
2. Alexander Durstein (2003/2004)
3. Grady Nye (2004/2005)
4. Mollie Rosenzweig (2005/2006)
5. Kaitlyn Kirby (2006/2007)
6. Brenna Thorpe (2007/2008)
7. Bryan Hogg (2008/2009)
8. Brennan McGovern (2009/2011)
9. Rebecca Leech (2011/2012)
Borough Council would like to thank all those young adults who
have shown great commitment to their community and wish them
much luck in their future endeavors.
Annually, in April Franklin Park Borough Council seeks resumes
from students at North Allegheny or any other eligible school
districts. The term lasts the school year. Interested candidates
should submit their resumes to the North Allegheny guidance office
or to the Franklin Park Borough Office. If you are interested in
learning more about this program feel free to call the Borough Office
412-364-4115 ext. 310. If you are a young adult in Franklin Park and
SERGEANT WILLIAM “BILL” CREESE
1935-2011
On June 7th, retired Franklin Park Police Sergeant William “Bill”
Creese died following a heart attack at UPMC Passavant Hospital.
His passing was a great loss for his family, friends and also for our
community. “Hero…solid values……,” were a few of the words Police
Chief Don Dorsch used to describe Sergeant Creese during his eulogy.
“Bill was most proud of his community and how he served it,”
stated Chief Dorsch.
A military funeral was held at Franklin Park’s Fairmount ARP
Presbyterian Church where Bill was a lifetime member and deacon.
Countless friends and well-wishers joined the Creese family to pay
their final respects.
Officer Creese was part of a prominent local family whose
ancestors first settled this community over 200 years ago. Traditional
values and an appreciation for his heritage were important to Bill
and involvement in his community was a priority. Many borough
teenagers knew Officer Creese was a force to be reckoned with when
it came to underage drinking and speeding, but friends and family
knew him as a kind, caring and quiet man with a good sense of humor.
Growing up in Franklin Park, he played league baseball and
developed a love of the outdoors and hunting that would continue
throughout his life. Bill attended Franklin School before graduating
from Perry High School in 1953. In 1955, he enlisted in the army
and would spend sixteen months stationed in Korea with the 304th
Signal Battalion. Following his discharge in 1957, he returned home
and married his high school sweetheart, Martha.
Although Bill was in business with his father as a house painter,
he always wanted to become a police officer and after taking a Civil
Service exam, he was hired by the Franklin Park Police Department
in 1973. He would serve for twenty-six years and rise to the rank of
Sergeant before retiring in 1999. Retirement did not mean an end
of community service, however, Bill was appointed to serve on the
borough’s history committee where his lifetime knowledge of the
borough was an invaluable asset.
Bill is survived by his wife Martha, who also served the
Borough as Real Estate Tax Collector and later served on
Borough Council, his daughters Cathy and Janice, son Wes,
eight grandchildren and many friends. He represented the best
of Franklin Park, having served his family, nation, community
and his church with honor and dignity. He will be greatly missed.
POLICE DEPARTMENT
of Borough Council and Mayors has been able to keep pace with
our changing community. Through training, several of our officers
introduced its first website. www.franklinparkpolice.com
The goal of the site is to provide residents with the latest
information on events, safety tips and criminal activity.
Some of the highlighted features of our site are:
► A “Crime Map” page which has an interactive map,
detailing recent criminal activity in the Borough.
► A “Safety Tips” page listing suggestions and reminders
for homeowners and motorists.
► A “Links” page that connects you with other sites where
you can find useful information and answers to commonly
asked questions.
Nixle - In addition, the Franklin Park Police Department, in
cooperation with Nixle, is offering a new, free service, which
1. Who do I call to have police dispatched and is there a nonemergency
number?
► ►Emergency: 911
Non-Emergency: 412-473-3056
Office Number: 412-364-1227 (Mon-Fri. 8:00am-4:30pm)
2. Is there a “leash law” in Franklin Park Borough?
► ►There is a leash law in Franklin Park Borough and pet
owners must keep pets secured on their property as required
by law. If your pet becomes lost, please notify the dispatch
center or the Police Department. Most of the time, the pet has
been taken to the police station kennel or to our pet control
service. The police department has a 4AVID chip reader,
which can quickly identify a pet and its owner. Most local
veterinarians offer the AVID chips and can answer questions
you may have.
3. Are there restrictions on street parking?
► ►There is an ordinance that prohibits parking on the streets
between the hours of 2AM and 6AM. Please remember not to
block intersections or fire hydrants. Fine: $5.00-$75.00 dollars.
This is critical in the winter months so that the public works
department can properly clear your street.
4. Is there a residential speed limit?
► ►Speeding vehicles are still the number one complaint from
our residents. Please observe posted speed limits. If you live in
a plan, the residential speed limit is 25 MPH. Please be a good
neighbor and observe the speed limit. Officers will be making
extra efforts to enforce speed limits. We also will utilize radar
trailers. Speeding is the number one cause of fatalities in PA.
5. Can I be charged for my home alarm going off accidentally?
► ►Yes, fines for multiple false alarms can range from $25.00-
$300.00 dollars. Residents are asked to please be careful
when using home alarms. We have an over abundance of false
alarms which are accidental. We ask you to use the alarms but
be familiar with their functions. False alarms are a waste of
manpower and resources.
6. How do I report drunk drivers?
► ►Drunk driving continues to be a serious problem nationwide
and locally. Drunk drivers are a threat to you and your loved
ones. Report drunk drivers on your cell phone by calling
911 and let the police take action from there. Our police
department will arrest driving under the influence violators in
order to protect our citizens. If you do drink-please don’t drive!
Drunk driving is the second highest cause of highway fatalities
in PA.
7. Is hunting permitted in Franklin Park Borough?
►► Residents are reminded that very few areas of the
Borough are open to hunting. Hunters are required to
maintain 150 yards from an occupied structure. All hunters
are to have permission from landowners to hunt on private
property. Residents are encouraged to report any violations
to the PA Game Commission(724-238-9523) or the Police
Department(412-364-1227) during office hours. Gun safety is
14
FREQUENTLY ASKED QUESTIONS/POLICE DEPARTMENT
also a big concern for the police department and we would ask
residents to keep this utmost in their minds when storing guns
in the home. The police department will supply free gun locks
to any resident who wants them – just give us a call. Rimfire
rifles, shotguns, bow & arrow and cross bows are the only
hunting implements permitted in Allegheny County. Hunting
season generally runs from September to January. There is
absolutely no hunting permitted in any Borough park or on any
Borough property.
8. I have seen Officers at my child’s school, why are they often
there?
► ►The police department performs daily school patrols at our
elementary and middle schools. It keeps the police officers
visible and approachable for the students and teachers. We
want to give the students and teachers a sense of having a
safe environment in which to work and learn. We also want
residents to feel comfortable using the NA Tip line for sharing
any confidential information they feel is important for the
police department to know. NA Tipsline: 724-933-TIPS (8477)
9. Does Franklin Park Borough have a Homeland Security
Coordinator?
► ►Franklin Park’s Emergency Management coordinator is Dr.
Thomas Stein. Dr. Stein has outstanding qualifications and in
the event of an emergency Franklin Park is indeed fortunate to
have Dr. Stein at the helm. We ask the citizens of Franklin Park
to always be vigilant when it comes to homeland security. If you
see something that looks out of place, whether it is a package,
vehicle or person in a place that would case alarm, please call
the police.
10. Are there still Neighborhood Watch programs?
► ►Our Crime Prevention unit is looking for residents who want
to be active in their neighborhoods and form or contribute to
their Neighborhood Watch. Please contact us so that we can
assist you with information and resources.
11. What programs does the Franklin Park Police Department
offer?
► The police department offers a variety of programs, some
are listed below
Station Tours
Personal Safety Programs
Boy/Girl Scout Presentation
Identity Theft
Sr. Citizen Safety
Scams & Frauds
Crime Watch Meeting
Drug Presentations
Business Safety
Internet Safety
These are only some of the programs available, if you have
something that you are interested in learning about, but don’t
see it on the list, we may have a program available. Call the
police department – we are looking forward to working with
you!
12. What should I do if I suspect drug activity in my
neighborhood or that my child may be using drugs?
► The police department has continued concern with the
ise in drug use among our young people. We believe that
drug use and consequently the need for drug money, is the
motivation behind many of the thefts that occur. If you suspect
drug activity in your neighborhood, please call the police
department. Your identity can be kept confidential at your
request. If you are unsure what ‘drug activity’ is, please feel
free to contact us and we can make sure you understand the
patterns and activities involved. Parents should be mindful
of what their children are doing and with whom they are
associating. If you need help with your child, you can inquire at
your school or call our office for assistance.
13. Where is the office of the District Judge?
► In 2012 Franklin Park Borough will be moved from District
Justice Wagner’s office to the office of:
District Court 05-3-02 Justice Robert L. Ford
190 Ohio River Blvd. P.O. Box 153
Leetsdale, PA 15056
Phone 724-266-7179
14. Where can I get fingerprinted or obtain a police report and
what is the cost?
► The police department can fingerprint residents during
office hours Monday-Friday 8:00AM-4:30PM for a cost of $5.00.
Police reports can be obtained during office hours for a cost of
$15.00
15. Where can I obtain a handicapped tag?
► To obtain a handicapped tag residents can stop by the police
station for an application or your local State Representative’s
office. Complete application, along with certification from a
health care provider and mail it to PennDOT for approval.
CRIME PREVENTION
Theft from vehicles – Unfortunately, this crime most often
occurs from unlocked vehicles! Taking the time to lock your
vehicle and remove any valuables from easy view are huge
steps in helping prevent a criminal’s interest in targeting your
car. The second part is contacting the Police Department
for any suspicious activity you may observe. CALL 911.
Identity theft – This continues to be an increasing crime.
Criminals can get your information over the Internet, over the
phone or even from your trash and you won’t know they are
using it until you receive a bill. Be careful how you use your
credit cards and to whom you give your personal information.
In some cases, the criminals have obtained the victim’s social
security and driver’s license information. Be careful with your
personal information! Destroy or shred any paperwork you
throw away and try to pick up your mail as promptly as you can.
Thefts from residences/burglary – Residents should never
let anyone into their homes without first checking identification
and being certain they are legitimate. It is rare for utility workers,
government employees or anyone else to have a legitimate
reason for wanting to enter your home. An unscheduled stop
coupled with a request to enter your home, are signs that you
should call police. Senior Citizens are always a target. Don’t be
afraid to ask questions and ask for identification. If you suspect
anything, close and lock your doors and call 911. The police will
respond to check and identify the individual(s) in question.
Residents hiring domestic help should make sure that the
company and employees are screened and references should
be provided. The police have investigated many thefts from
homes in which jewelry has been found missing months
later. Residents should do their homework before they hire
housecleaning or yard service providers. Remember, keep
your valuables in a home safe. The inconvenience may save you
the anguish of losing valuables and keepsakes that most likely
will not be recovered.
Congratulations
to this year’s scholarship winners
FRANKLIN PARK FIREFIGHTERS UPDATE
The executive officers of the Franklin Park Volunteer Fire Company No. 1 for 2010 are: Brian Marriner, president; Bill Boucek, vice
president; Bob Waldron, secretary; Ron Holmes, treasurer; Rob Gross, financial secretary; Jack Hurley, corresponding secretary. Directors
are Ed Maus, Bill Smith, David Voderick and Charles Wilker.
The fire officers are: Gary Scheller, chief; Ron Merriman, assistant chief and fire marshal; Bob Neugebauer, deputy chief; Bill Chicots,
captain; Bill Miller, assistant captain; Scott Merriman, deputy captain; Bob Jarvis, Bob George, Barry Marriner and Tom Losco, lieutenants;
Jason Thompson, chief engineer; Andy Nock, communication and training officer; Mel Henning, safety officer. Fire police officers are George
Martin, captain; Bill Smith, lieutenant.
During 2011 the following members were recognized for these service anniversary dates:
Bill Chicots - 25 Years Jim Neugebauer Sr - 35 Years
Bob George - 25 Years Mike Marchase - 45 Years
Rob Gross - 25 Years
Organized in 1922, the company currently has over 40 active firefighters along with other members serving as fire police officers who assist
with public safety and traffic control during emergency situations. While not still actively fighting fires, nearly 20 older members, some with
over 50 years of service, continue to provide valuable service in the maintenance of the fire stations and equipment and other administrative
functions.
Happy Birthday to Jim Hammit who has over 50 years of service with the Fire Company will be turning 87 this year. Jim, a combat wounded
WWII Veteran, has been the Fire Company Captain, Fire Police Captain and Fire Police Lt. Jim still comes to the fire station weekly to take
part in meetings and training sessions.
In 2010 the Fire Company responded to 259 alarms, up from 210 in 2009. Most of the actual emergencies continue to be vehicle fires and
accidents, especially on I-79 and I-279. Severe weather also provides for numerous special emergencies including utility wires down and trees
blocking roadways. Fortunately, less than 20 percent of the emergencies were due to an actual fire situation. There are fewer major structure
fires today due to the much broader use of smoke detectors and security systems in homes and businesses. By being alerted when a fire first
gets started, home and business occupants and the fire company have been able to get fires under control very quickly, many times before
major damage occurs. So, a smoke detector is also a wise investment, not only for personal safety but by helping to detect a fire situation
before it gets out of control.
Specifications for a new fire engine are nearing completion. The specifications will be sent to manufacturers in the fall for bids. The new
fire engine will replace a 1990 fire engine.
The Fire Company purchased enough hydrant markers in the fall of 2010 to mark every fire hydrant within the Borough limits. The markers
are 5 feet high and are reflective. After the “big snow” of 2009 the Fire Company decided that this purchase would be in the best interest
of the entire community. The Fire Company had help attaching the 287 markers to each hydrant by Matt Waldron and his fellow Boy Scouts
from Troop 36. Matt took this project on as part of his Eagle Scout Project. If you see a marker missing from a hydrant please call the Fire
Company business line and leave a message for the Chief. If you see someone vandalizing or trying to remove one from a hydrant please call
911 and report the incident to the Franklin Park Police. Thank you for helping us to help you.
Resident John Cross joined the Fire Company in 2010. Many new residents to our borough are surprised to learn that the fire and rescue
services of our community are provided by an all-volunteer fire company. The Franklin Park Volunteer Fire Company is always accepting
new members. To be a firefighter or a fire police officer, you must be at least 18 years of age, in good health and complete a state certified
training consisting of classroom and practical exercises at the Allegheny County Fire Academy located in North Park. If you do not want to
be a firefighter or fire police officer you can still join the fire company as an Associate Member, work on the building and grounds, vehicle
maintenance or fundraising. Interested parties can stop by the fire station located on Rochester Road any Thursday at 7 PM. Leave a message
on the fire company business line 412-364-5670 or call Chief Gary Scheller 412-367-4738 or President Brian Marriner 412-364-1408.
SANTA’S ANNUAL VISIT
The annual visit of Santa Claus sponsored by the Franklin Park
volunteer firefighters will be held on Sunday, December 18, 2011 from
1 PM to 5PM. Santa will be riding on the fire truck and will travel over
all the streets and roads in the borough. Parents should listen for the
fire truck siren and escort younger children to the truck to receive a
candy present from Santa.
Santa’s visit is a borough tradition that has continued for many years.
The members of the fire company sponsor Santa’s visit to express their
appreciation to the borough residents for their financial support.
FIRE COMPANY NEWS BRIEFS
1. Please keep the fire hydrants clear of high grass, low tree and shrubbery branches and snow. This really does help the volunteer
firefighters during an emergency. During heavy snowstorms, locating the fire hydrants is a major concern. Also please do not place trash
cans and recycling materials around the fire hydrant during the weekly trash pickup. This also makes it difficult for the firefighters to
locate a hydrant during an emergency. Remember the hydrant near your home may be needed for an emergency.
2. Dial 9-1-1 for ALL emergencies--fire, police and ambulance. Give specific information including your name, telephone number and
address. If you are not certain of the address, give landmarks, major buildings, road intersections or anything that might be unique. This
will help the dispatcher determine the location of the emergency. If possible, have someone wait near the street to direct the emergency
vehicles to the proper location.
3. Open burning of any type is not allowed in Allegheny County. Thus, the burning of leaves, scrap building materials, brush, trees, or any
other type of combustible material is prohibited in Franklin Park. Recreational campfires no larger than three feet in diameter are allowed,
if a permit is obtained (three days) in advance from the borough office at the municipal building (lower level), located at the corner of West
Ingomar Road and Rochester Road.
4. Today, many residences and commercial buildings have fire and burglar alarm systems wired into the structure. It is the responsibility
of the property owner to be certain that the system is operating properly, is serviced on a routine basis, and that a system malfunction or
defective sensor is repaired as soon as possible. Multiple false alarms to the same structure by either the police or fire department can
result in a substantial fine to the property owner. Also, the occupants of the structure should know the access code(s) of the system and
how to turn the system off or at least silence the alarm and be able to contact the alarm company. All of this information is available from
your alarm system manual or company. There are many types of alarm systems and thus it is impossible for the police officer or fire officer
to know how to turn off every system.
5. The banquet hall, located above the main fire station at 2360 Rochester Road has an inviting décor including chandelier lighting, a
stage, large dance floor, the choice of round or rectangle banquet tables, padded chairs, a fully equipped kitchen and a beverage service
bar. The air conditioned hall will hold up to 300 guests and there is ample parking available. The banquet hall is an ideal location for
wedding showers and receptions, reunions, anniversaries, parties, fundrasisers, graduation parties and other events. You can hire your
own caterer. For full or partial hall rental rates and available dates, please contact Ed Maus at 412-364-5377.
6. The Ladies Auxiliary of our volunteer fire company is always accepting new members. You do not have to be related to a member of the
fire company in order to qualify for membership. Business meetings, social events and several fundraising projects are regular activities.
During major emergencies, the members provide food and beverages to the firefighters. For information, call the fire company business
office at (412) 364-5670.
7. The fire company’s annual fund drive letter was mailed in July to all residences in the borough. The fund drive provides nearly half of
the fire company’s annual budget so your contribution is very important. If you have not yet mailed in your contribution, please do so.
The fire company members sincerely receive your donation as a tangible expression of appreciation for the volunteer services we provide.
8. The Fire Company will launch a website in the fall.
for the day. Clap two times and we are off to table time where we will use various materials and create an array of masterpieces. Each class
will reinforce number and letter recognition, social interaction, and listening skills. The children will become accustomed to a routine and
adapt to a “my first” classroom environment. All learning levels and styles are expected! Parents are not required to stay for the duration of
the program! Imagination Stations was designed for the three year old child who is anxiously awaiting the start of a four year old preschool
program.
FAMILY FITNESS OUTDOOR ADVENTURE
*The need for increased fitness across the country is striking. According to the Centers for Disease Control and Prevention, 17.6%
of U.S. teenagers were obese in 2007 – more than triple the rate in 1980. The CDC says, obesity puts teens at increased risk for heart
disease, bone and joint problems, sleep apnea and psychological problems.
Solution: Children learn what they watch. Join this 6 week family style outdoor fitness program with Coach Dave Gray. Parents
and children will be doing the outdoor obstacles course, games, and drills to make fitness and physical activity fun and exciting.
Every class will be different, keeping everyone interested while providing challenges that will invigorate the mind and bodies. We
will play games that focus on fitness and effort, not performance and ability. Family Fitness Adventure workouts are FUN for every
level of athleticism, and for every type of child and adult. Coach Dave Gray will create a positive and energetic atmosphere for you
and your child to develop the love of fitness at an early age…. “I Will Motivate your Family!!”
practice Aikido, since it emphasizes proper form over an opponent’s strength. The class is open to students of all levels with or
