Franklin Park’s Silver Anniversary <strong>of</strong><br />

THE FESTIVAL IN THE PARK 2010<br />

This year, the Festival in the Park will celebrate its 25th year! Our summer tradition <strong>of</strong> our community day will be held on<br />

Saturday, June 26, 2010. The day will be kicked <strong>of</strong>f at 2:30PM and be filled with inflatables that are fun for all ages, pie<br />

eating contests, water balloon tosses, a petting zoo and several different types <strong>of</strong> entertainment. The summer celebration<br />

will be held on the lower fields <strong>of</strong> Blueberry Hill Park. Come and enjoy the day; watch your children play, cool down<br />

in the shade under our new two-story pavilion, sample the festival foods, explore the Log House and take in the musical<br />

entertainment. In the evening, cap your night <strong>of</strong>f with a magnificent display <strong>of</strong> fireworks that will start around 9:30PM.<br />

Keep your eyes open for the Festival mailer for a complete schedule <strong>of</strong> the day’s events.<br />

Local Service Tax<br />

Franklin Park Borough instituted a Local Services Tax (LST) effective January 1, 2010. The Borough opted to institute<br />

the LST rather than lower the community service standards we maintain. The tax levies a $52 fee on any employee who<br />

works in Franklin Park. It also applies to self-employed individuals, if the work/tasks they perform are primarily carried<br />

out within the Borough. Anyone earning less than $12,000 annually is exempt from the tax. Employers are required to<br />

collect this tax and make quarterly payments to the Borough. Most communities surrounding Franklin Park have already<br />

levied this tax in prior years.<br />

In instituting this tax the Borough considered:<br />

1. For the past 47 years, from 1963 to 2010,<br />

the <strong>borough</strong> increased property taxes only<br />

once, in 2003.<br />

2. Of the 130 communities in Allegheny County,<br />

Franklin Park has the lowest overall tax burden.<br />

3. Annually, Franklin Park conducts a survey<br />

<strong>of</strong> other like communities in the North Hills.<br />

Our millage rate is 24% below the average and<br />

the per capita expenditure 13% below.<br />

4. Statewide, for every dollar that is spent by<br />

other <strong>borough</strong>s on a per capita basis,<br />

Franklin Park spends 66 cents.<br />

FRANKLIN PARK BOROUGH WINS A<br />

STATEWIDE AWARD<br />

On March 10, 2009 the Pennsylvania Recreation and<br />

Park Society, Inc. (PRPS) selected Franklin Park Borough’s<br />

“Ultimate Sports and Recreation Summer Camp” as<br />

the winner <strong>of</strong> its annual Excellence in Programming<br />

competition.<br />

PRPS presented the Excellence in Programming award<br />

during an awards ceremony at the 62nd Annual PRPS State<br />

Conference held at Hershey Lodge in Hershey, PA.<br />

The Ultimate Sports and Recreation Summer Camp<br />

program, instructed by Dave Gray, <strong>of</strong>fers children ages 6 to<br />

14 the opportunity to participate in a variety <strong>of</strong> activities.<br />

(See program description under youth programs). In 2009<br />

we incorporated SPARK (Sports, Play & Active Recreation<br />

for Kids) programming into our camp. SPARK is a program<br />

supported by UPMC to provide children the opportunity<br />

to be active and prevent childhood obesity. (Representatives<br />

from SPARK visited our program and stated that it is the<br />

perfect example <strong>of</strong> the way a program should be conducted.<br />

In 2010 we are continuing to build on this by <strong>of</strong>fering our<br />

new Eco-Adventure Camp).<br />

PARK IMPROVEMENTS/FUTURE<br />

DEVELOPMENT<br />

In 2009, a number <strong>of</strong> improvements were made in the<br />

<strong>park</strong>s that enhanced <strong>park</strong> aesthetics and provided greater<br />

opportunities for <strong>park</strong> use. At Old Orchard Park several<br />

new flower beds were installed throughout the <strong>park</strong>. A<br />

section <strong>of</strong> split rail fence was installed at the <strong>park</strong>ing lot<br />

to delineate and separate the <strong>park</strong>ing area from the trail.<br />

Many “thanks” go out to several Borough residents and<br />

Scouts that helped with the flower beds.<br />

The main loop <strong>of</strong> the hiking trail at Linbrook Park is<br />

completed. This trail was constructed entirely by several<br />

Boy Scouts working on their Eagle Scout badges. Current<br />

plans are to incorporate two connecting loops into the<br />

main trail. These loops will also be constructed by the<br />

Boy Scouts. Perhaps our largest project for 2009 was the<br />

development <strong>of</strong> the new Lacrosse field at Linbrook Park.<br />

Although the field will not be ready for use in 2010, in<br />

order to establish a good turf on the field, it will be a<br />

tremendous asset to the <strong>park</strong>. When it is ready for full use<br />

it will be a full size regulation lacrosse field overlaid with<br />

a full size s<strong>of</strong>tball field. The backstop and the first and<br />

third baselines will not be on the lacrosse field.<br />

At Blueberry Hill Park the major emphasis for 2009 was<br />

the completion <strong>of</strong> the new pavilion in the meadow area.<br />

This is a unique, first class pavilion that is two stories<br />

high. The upper level is a standard pavilion that will<br />

seat approximately 160 people. The lower level provides<br />

another picnic area that will seat approximately 30 people.<br />

Both <strong>of</strong> these areas are available to rent, either separately<br />

or together. The lower level also contains restrooms, a<br />

storage area and a concession area which will be used<br />

for special events. Another improvement to Blueberry in<br />

2009 was the re-siding <strong>of</strong> the baseball concession stand.<br />

This was badly needed as the old siding was in very poor<br />

condition.<br />

Several other general improvements in the <strong>park</strong>s in<br />

2009 included the construction <strong>of</strong> new bleachers for the<br />

baseball/s<strong>of</strong>tball fields, soccer field and cricket field. Three<br />

<strong>of</strong> the ball field infields were reconstructed to provide<br />

better drainage and create better playing conditions.<br />

Numerous landscaping projects throughout the <strong>park</strong>s<br />

were completed to enhance the aesthetics <strong>of</strong> the <strong>park</strong>s.<br />

Due to economic conditions, several <strong>of</strong> the budgeted<br />

projects for 2009 had to be eliminated.<br />

The emphasis for <strong>park</strong> projects in 2010 will continue<br />

to be more towards completing pending projects and<br />

improving existing facilities. This work will include;<br />

BLUEBERRY HILL PARK CLOSED ON JUNE 10TH<br />

Blueberry Hill Park will be closed to the general public on June 10, 2010 from 9:00AM - 3:00PM so that it can<br />

be used by the Western Pennsylvania Chapter <strong>of</strong> The American Public Works Association’s Equipment Show. The<br />

purpose <strong>of</strong> the Equipment Show is to educate municipal <strong>of</strong>ficials on the latest equipment and technologies available<br />

to increase efficiency and effectiveness <strong>of</strong> public works departments. Equipment vendors will display and demonstrate<br />

the new equipment for snow removal, street paving and repair, sanitary and storm sewer maintenance, sport field<br />

maintenance, roadside vegetation control and any other tasks that are performed by public works departments. Elected<br />

<strong>of</strong>ficials, municipal managers, public works directors and supervisors and any other person from western Pennsylvania<br />

municipalities whose jobs involve the construction and maintenance <strong>of</strong> municipal facilities are invited to attend.<br />

accepting contracts for rental <strong>of</strong> the Activity Center,<br />

Pavilion and Gazebo for all 2011 dates starting the<br />

secure a date, the Borough must receive a completed<br />

rental agreement and a deposit check made payable<br />

to “Franklin Park Borough”. We cannot reserve your<br />

BLUEBERRY HILL PARK GAZEBO<br />

The gazebo provides a beautiful setting for something<br />

HOW TO RESERVE FRANKLIN PARK<br />

RECREATIONAL FACILITIES<br />

Picnic shelters, ballfields, volleyball and basketball courts can be reserved for group use. Groups using a facility are required<br />

to leave such facility clean, orderly and deposit garbage in appropriate receptacles.<br />

Permits for picnic shelters may be obtained through the Franklin Park Borough Office.<br />

Athletic teams or organizations desiring to use ballfields must obtain a permit from the Franklin Park Borough Office. Pro<strong>of</strong><br />

<strong>of</strong> adequate insurance coverage and a modest user fee will be required.<br />

The volleyball and basketball facilities at Blueberry Hill Park may be reserved on Mondays or Thursdays. Permits for twohour<br />

periods may be issued for those days. On other days the volleyball and basketball facilities are available on a first come -<br />

first serve basis.<br />

The activity center, gazebo and pavillion at Blueberry Hill Park can be reserved for various group functions.<br />

VOLUNTEERS NEEDED<br />

We are in need <strong>of</strong> volunteers to assist with our summer<br />

playground program. This is a great opportunity for<br />

youth and teens to do some volunteer community<br />

service. Not only is this an enriching experience, but it<br />

could be considered in the selection <strong>of</strong> candidates for the<br />

Franklin Park Borough Scholarship Fund. Adults are<br />

also welcome to volunteer to help with the playground<br />

program.<br />

Many residents, especially Boy Scout Troop 36, have<br />

volunteered their time over the years to make our programs<br />

successful. We sincerely appreciate their help and look<br />

forward to working with them in the future. However,<br />

we need more volunteers as our programs expand. Please<br />

consider volunteering for some <strong>of</strong> our other programs<br />

such as: the Easter Egg Hunt, Special Needs Program,<br />

Halloween Party, etc. The personal satisfaction that can be<br />

THE LITTLE ACHIEVERS PROGRAM SERIES:<br />

The following six, one-hour programs are designed to provide your preschool child an opportunity to learn and/or<br />

exercise in a fun-filled environment. Please register for the programs separately. Registration is required at least five<br />

days prior to each program. You do not have to register for all six, as they are separate programs.<br />

IMAGINATION STATIONS<br />

Children can let their creative imaginations run wild in this learning series where little ideas rule the room! Each<br />

week students will be encouraged to use various materials to create different masterpieces. Sharing ideas and finished<br />

products will encourage your little ones to be confident in their work. Each session will run typical to a preschool<br />

environment. The class is fully engaged in different hands-on activities including small and large motor skills. All<br />

START SMART TENNIS<br />

This program is a developmentally appropriate introductory tennis program for children ages 5 – 7. The program<br />

prepares children for organized tennis in a fun, non-threatening environment without competition or the fear <strong>of</strong><br />

getting hurt. Specific equipment will be used to teach ground strokes, serving, volleying and<br />

running/agility. The program features four different stations, where children can learn about and<br />

practice various aspects <strong>of</strong> the game. Children are taught to master simple tennis skills, such as<br />

balancing a tennis ball on their racket while moving in different directions, bouncing the ball<br />

on their racket as many times as possible, hitting the ball in midair in the direction <strong>of</strong> their<br />

parent and negotiating an agility course created by the instructor before the session. At least<br />

BELLY DANCE FOR TEENS<br />

Belly dance has many benefits, including those particularly important to teenagers such as boosting<br />

self-esteem, toning muscles, alleviating PMS symptoms and forming a supportive non-competitive<br />

sisterhood with other young women. This class covers the same curriculum as the adult Belly<br />

Dancing class. Students should dress in a comfortable shirt (you do not have to show your stomach<br />

– ever), dance shoes and either loose dance/athletic pants or a long skirt with leg warmers. In<br />

order to participate fully in the belly dancing class, a hip scarf must either be purchased or<br />

rented. If you choose to purchase the scarf, the price is $35, payable to the instructor on the<br />

first night. Or you can choose to rent it for only $5 for all 8 weeks.<br />

CHILDREN’S ART CLASS – DRIVE THROUGH HISTORY<br />

This class will cover early history <strong>of</strong> the founding <strong>of</strong> our country and numerous fine artists from the period. To name<br />

a few <strong>of</strong> the projects, underground railroad secret code quilts, colony map making, <strong>franklin</strong><br />

fabric “kites”, Bunker Hill battle flags and famous founders clay sculptures. Class cost will<br />

include all supplies <strong>of</strong> paint, oil pastel, watercolor, clay, pen & ink plus more. Local Artist<br />

and Homeschool teacher, Linda Frank brings her fun and informative teaching style to this<br />

1-½ hour class, starting each class with the 15 minute humorous and informative DVD<br />

sessions. If this is a teaching need <strong>of</strong> yours and you have any questions, please email Linda<br />

Get ready for an amazing week <strong>of</strong> eco-adventures in and around some <strong>of</strong> Blueberry Hill Park’s wild places and open<br />

spaces. The objective <strong>of</strong> the Ultimate Eco-Adventure Camp is to foster within each camper the appreciation, knowledge,<br />

values and skills necessary to inspire sound decisions that are in balance with the human and natural environments.<br />

Events throughout the week will consist <strong>of</strong> indoor and outdoor hands-on activities, hiking,<br />

cooperative games, nature projects, scientific experimentation, wildlife & plant identification,<br />

This program has existed for 15+ years in surrounding states and now it is in its development<br />

stage here in Pennsylvania. It is designed for boys and girls ages 4-15 to help promote and<br />

instill self-esteem, self-confidence, coordination, physical fitness, flexibility and team work<br />

wrapped up in a fun and exciting program. This is a “pay as you go” program with a one time<br />

registration fee. The registration fee is $7.00 and each class is $7.00 per week.<br />

SUMMER RECREATION AND SPORT SKILLS PROGRAM<br />

The Summer Recreation Program is sponsored by the joint recreation board <strong>of</strong> Franklin Park Borough, Town <strong>of</strong><br />

McCandless, Marshall Township, Bradford Woods Borough and North Allegheny School District. The program consists<br />

<strong>of</strong> four weeks <strong>of</strong> various activities for students who have completed first grade. The program is <strong>of</strong>fered from June 14th<br />

through July 9th, starting at 8:45AM – 12:00PM. The locations for the program include: Marshall Middle School,<br />

Bradford Woods Elementary, Ingomar Middle School, Hosack, McKnight Elementary and Warrendale Park.<br />

The Sports Skill Program consists <strong>of</strong> a variety <strong>of</strong> sports including: basketball, cross country, field hockey, football, ice<br />

hockey, soccer, tennis, volleyball and wrestling. Schedules vary for each sport.<br />

AQUAFINA PITCH, HIT & RUN<br />

You are invited to participate in the FREE Aquafina Pitch, Hit & Run Program for boys and girls ages 7 – 14. The<br />

program encourages youth participation and allows them to showcase their pitching, hitting & running abilities.<br />

All boys and girls ages 7 – 14 compete in their age group (7/8, 9/10, 11/12, 13/14). The four levels <strong>of</strong> competition<br />

Eric Kasperowicz’s Youth Football Camp marks its 15th Year the summer <strong>of</strong> 2010. All camps will be non-contact camp<br />

that will feature an emphasis on techniques and the fundamentals <strong>of</strong> football. There will be individual time spent with<br />

each player as well as instruction based on age and level <strong>of</strong> play. We will also provide an opportunity for competition<br />

and teamwork during each practice session and plan on having each player leave our camp a better football player than<br />

The North Allegheny High School Baseball Staff and Players present a 4-day baseball camp for ages 6 to 14 at Blueberry<br />

AMERICAN RED CROSS BABYSITTER TRAINING<br />

This course will provide anyone over the age <strong>of</strong> eleven with the information and skills necessary to provide safe and<br />

responsible care for children. The training will help participants develop skills in leadership, pr<strong>of</strong>essionalism, safety,<br />

basic care, safe play and first aid. Participants will receive an American Red Cross Babysitter Certificate. Individuals<br />

ADULT RECREATIONAL BASKETBALL<br />

The over 22 adult basketball program held at Franklin Elementary Gymnasium on Thursday evenings from 7:30-9:30<br />

p.m. has had good participation throughout the year. We have been playing four or five full court games each evening<br />

with plenty <strong>of</strong> exercise and friendly competition. This program will continue at the school through May 20, 2010.<br />

Anyone over the age <strong>of</strong> 22 interested in playing some hoops, getting some exercise and meeting some new people is<br />

encouraged to join us on Thursday evenings. THE GYMNASIUM WILL BE CLOSED ON MARCH 25,2010.<br />

SQUARE DANCE<br />

LINE DANCING<br />

Come and join us in the fun as we begin a ten-week line dancing class. We will start with the basic components used<br />

in line dances, so even if you have never line danced before, you will find the classes easy and lots <strong>of</strong> fun. This class<br />

will feature different line dances and more elaborate movements for those that have previously taken the class, but<br />

beginners will be able to join in without difficulty.<br />

The music we dance to ranges from slow and easy to upbeat and energetic. We will dance to oldies, show tunes,<br />

BELLY DANCE<br />

Students will learn basic belly dance steps from several different styles and some <strong>of</strong> the dance’s history. Belly dance<br />

is a great high-energy, low-impact dance allowing you to have fun, improve posture and build confidence – yet it is<br />

gentle on your body. In addition to learning basic steps, students will learn a warm-up and a routine. No prior dance<br />

experience is necessary! Students should dress in a comfortable shirt (you do not have to show your stomach – ever),<br />

dance shoes and either loose dance/athletic pants or a long skirt with leg warmers. In order to participate fully in the<br />

belly dancing class, a hip scarf must either be purchased or rented. If you choose to purchase the scarf, the price is<br />

$35, payable to the instructor on the first night. Or you can choose to rent it for only $5 for all 8 weeks. This is a<br />

wonderful class to build and strengthen the bond between a mother and a daughter.<br />

SPECIAL NEEDS FAMILY FUN DAY<br />

Come out and enjoy an afternoon <strong>of</strong> activities designed specifically for all special needs people and their families.<br />

Activities include: s<strong>of</strong>tball skills, soccer, basketball, volleyball, golf, bocce, carnival games and many others. The<br />

activities are conducted on an individual basis with the special needs person and their “buddy”. This is a recreational<br />

day for special needs participants to have fun regardless <strong>of</strong> their abilities. All activities are user friendly and easily<br />

accessible.<br />

Volunteers are a vital part <strong>of</strong> this program, so please consider volunteering for registration, food service or to be a<br />

“buddy”.<br />

AIKIDO<br />

Aikido is a martial art that uses graceful movements derived from Japanese swordsman- ship (swords not used), as well<br />

as redirection <strong>of</strong> the attacker’s energy, to carry out throws and locks. Students <strong>of</strong> any age and any physical ability can<br />

practice Aikido, since it emphasizes proper form over an opponent’s strength. The class is open to students <strong>of</strong> all levels<br />

a disciplined fashion, but focused on fun. Pittsburgh Shotokan will teach the course. The primary instructor for the<br />

Fiesta San Antonio – Plus Austin & Texas Hill Country - April 19-24, 2010<br />

This six day trip will leave Pittsburgh by air to San Antonio. Often referred to as the “American Venice,” San Antonio<br />

features historic architecture, sidewalk cafes and a beautiful river walk as the city’s centerpiece. Enjoy a delightful fivenight<br />

stay at a downtown hotel located near the famous River Walk and Alamo. Day two will begin with a guided<br />

tour <strong>of</strong> San Antonio with a stop at the Alamo. Later that day you will enjoy some <strong>of</strong> the events <strong>of</strong> Fiesta San Antonio<br />

including: concerts, fireworks, street carnivals and decorated barges parading down the San Antonio River. On day<br />

Allegheny Mountains Amtrak Adventure - July 17 & October 13, 2010<br />

This one day excursion will depart the Pittsburgh area for Greensburg where you will board Amtrak’s “Pennsylvanian”<br />

for a scenic train ride to Altoona. Relax in the comfortable reclining coach seats while enjoying the beautiful views<br />

that can only be seen by rail. You will travel through the peaceful mountain town <strong>of</strong> Loreto and visit the Basilica <strong>of</strong><br />

St. Michael the Archangel along with Saint Francis University and the Mount Assisi Sunken Gardens. Johnstown will<br />

be the next stop and the famous Johnstown Flood Museum will be the first destination. Later on you will have the<br />

chance to climb aboard the Inclined Plane for a scenic ride over 500 feet high to an observation platform overlooking<br />

the city. You will then depart from Johnstown for an evening arrival in Pittsburgh.<br />

The tour cost is $99 per person and this price includes all motorcoach and rail transportation, group luncheon and<br />

Lancaster County by Rail<br />

This two day, one night trip will depart from Greensburg by motorcoach where you will board Amtrak’s “Pennsylvanian”<br />

for a scenic ride through Lancaster. You will journey through the Alleghenies and around Horseshoe Curve, an<br />

engineering masterpiece. Upon arrival in the Lancaster area, you will then have the chance to go shopping at the Birdin-Hand<br />

Farmers Market, which features Amish made goods. Later in the afternoon, you will head to the Sight and<br />

Sound Millennium Theatre for the original production <strong>of</strong> "In the Beginning". Before retiring to your hotel room for<br />

the evening you will enjoy a Pennsylvania Dutch dinner. The following day will begin with an Amish Country tour.<br />

There will be a stop made at an Amish Quilt and Craft shop where you will learn more about the history and traditions<br />

<strong>of</strong> the Amish people. The next stop will be the Kitchen Kettle Village, which features 32 country shops. Once these<br />

stops have been made, you will then travel north into Harrisburg and visit the State Capitol Building. We will receive<br />

a guided tour which will feature the 272-foot dome, striking sanctuary, mural paintings and stained-glass windows.<br />

After this tour has been completed, we will then begin our travel home by motorcoach.<br />

The tour costs include: motorcoach and rail transportation, one night lodging, two meals - one breakfast, one dinner,<br />

Christmas in Bethlehem by Rail - Early December 2010<br />

Depart Greensburg aboard Amtrak’s Pennsylvania for a scenic ride through Harrisburg. Travel across the state aboard<br />

Amtrak’s spacious passenger car equipped with comfortable reclining coach seats. Journey into the heart <strong>of</strong> the Alleghenies<br />

and around Horseshoe Curve; an engineering masterpiece completed in 1854. Enjoy spectacular views<br />

CLOVER HILL GOLF COURSE<br />

Clover Hill Golf Course is located at 2200 Reis Run Road and is owned and operated by the Borough <strong>of</strong> Franklin<br />

Park. The golf course is open to the public and <strong>of</strong>fers discounted fees to the residents <strong>of</strong> Franklin Park, with additional<br />

discounts <strong>of</strong>fered to all seniors. The greens fees, season passes and cart fees will remain unchanged for the 2010 golf<br />

season. This is the fifth consecutive season that fees have not been increased, in spite <strong>of</strong> the numerous increases in costs<br />

associated with the operation <strong>of</strong> the golf course, many cost saving measures have been instituted to control expenditures;<br />

many <strong>of</strong> these are due to technology advances, equipment maintenance and the hard work and dedication <strong>of</strong> the<br />

outstanding golf course staff. The quality <strong>of</strong> and integrity <strong>of</strong> the golf course has and will continue to be a top priority,<br />

with Clover Hill maintaining its reputation <strong>of</strong> presenting exceptional playing conditions. With the difficult economic<br />

conditions being experienced throughout our country, Clover Hill Golf Course continues to <strong>of</strong>fer an outstanding<br />

value to our customers. For those who want to further enhance that value we have a two for one coupon available in<br />

the Enjoyment Book.<br />

We have postponed the renovations to the first, fifth and ninth holes until at least 2011. The golf course will<br />

complete the repayment <strong>of</strong> its government obligation bonds in 2010. These bonds were issued to cover the costs <strong>of</strong><br />

the golf course construction, building the clubhouse and the maintenance facility and the initial equipment purchases<br />

used in the maintenance and care <strong>of</strong> the golf course. With the debt service retired, the golf course will be in a better<br />

economic position to possibly move forward with the proposed renovations at a future date.<br />

We just completed our first year using our new point <strong>of</strong> sale system at the golf course and it operated above our<br />

expectations. Gift cards replaced the old gift certificates and were well received by our customers. Our gift cards are<br />

available in any amount between $10.00 and $500.00 dollars. These make great gifts for any occasion and can be used<br />

at any time for both fees and for merchandise purchases. They are also a convenient way for juniors to pay to golf<br />

without having to carry cash.<br />

The golf course will again sponsor Jr. Team Golf throughout the golf season. We set aside Saturday tee times for<br />

their weekly on-course competitions. This has evolved into a premier program for young athletes, and we anticipate a<br />

significant increase in participating juniors this season.<br />

The golf course also <strong>of</strong>fers free USGA handicapping service to any and all junior golfers. This is an ideal way<br />

for young players to benchmark the progress and development <strong>of</strong> their golf game. The clubhouse staff can enroll<br />

players into the program at any time. The handicapping service is also available to any player eighteen and above for a<br />

nominal fee <strong>of</strong> $20.00. By having a certified handicap, players can participate in many events and tournaments, which<br />

require a handicap to participate. Clover Hill Golf Course is a member <strong>of</strong> the Western PA Golf Association, which<br />

hosts numerous tournament opportunities to players <strong>of</strong> all age and skill levels. They require all players to maintain a<br />

certified handicap to play in their events. This also allows players <strong>of</strong> any skill level to compete against each other in a<br />

fair and balanced manner.<br />

Tee times continue to grow in popularity and are available anytime except during league play. They can be made<br />

up to two weeks in advance but at least one hour before scheduled tee time. We also continue to host special events,<br />

Season passes are available to our customers. Free handicap service is provided to all season pass members. Juniors<br />

can also use their restricted passes on weekends when school is in session. Pass holders must still follow course rules<br />

round, a significant savings over daily fee play.<br />

IMPORTANT EARNED INCOME TAX CHANGE FOR<br />

2009 TAX FILING<br />

PA Act 32 <strong>of</strong> 2008 changed the way business losses are treated. In the past, taxpayers were permitted to deduct a<br />

loss from an unincorporated business from earned income. Alternatively, a taxpayer could not <strong>of</strong>fset losses from one<br />

business against pr<strong>of</strong>its from another. Starting in 2009 this has been reversed by PA Act 32 <strong>of</strong> 2008, which amends Act<br />

511 <strong>of</strong> 1965 (Local Tax Enabling Act). Now a business loss cannot be used to <strong>of</strong>fset earned income. A loss from one<br />

business, however, can be used to <strong>of</strong>fset net pr<strong>of</strong>its from another business. If you have any questions feel free to call<br />

the EIT <strong>of</strong>fice, 412-364-4115 Ext. 304. Also when submitting final filing due April 15th, please remember to submit<br />

pro<strong>of</strong> <strong>of</strong> earnings like W-2’s or schedule C’s, etc. along with the WT 40 Forms. Those who are on extension, please<br />

DISASTER/EMERGENCY MOBILE FIELD HOSPITAL<br />

TO BE DISPLAYED<br />

The Emergency Medical Services Institute will be deploying a 50 bed field hospital at Blueberry Hill Park on the<br />

practice football field April 23 – 25, 2010. It will be used for continuous operations training for EMS Strike Teams,<br />

regional EMS personnel and the Medical Reserve Corps. This set up is part <strong>of</strong> a state-wide Medical Surge System<br />

for use in times <strong>of</strong> disaster/emergency where our hospitals are overwhelmed, damaged or destroyed. The public is<br />

welcome to come and see this capability that will include field shower/laundry and field kitchen. Those that may be<br />

interested in joining the Allegheny County Health Department sponsored Medical Reserve Corps can check out the<br />

web site and registration at www.achd.net. You do not have to have any medical background or training to join the<br />

Corps as they need cooks, clerical, security, communications and mechanical personnel.<br />

2010 BUDGET - GENERAL FUND SUMMARY<br />

On December 16, 2009 Franklin Park Borough Council adopted the 2010 Annual Budget. The Budget totals $6,585,086 and provides<br />

necessary and essential services to our residents. In order to balance the Budget it was necessary to reduce road resurfacing to 1.5 miles.<br />

In a normal year the Borough resurfaces 3.1 miles. Additionally, the Budget contains $68,614 for equipment depreciation. Normally<br />

$175,000 is spent for this category. Combined, these two measures shaved approximately $400,000 from the Budget. Given the Borough<br />

has fully depreciated its equipment and roads in the past, this one-time measure should not impact the quality <strong>of</strong> life for our residents.<br />

The current state <strong>of</strong> the local and national economy will impact <strong>borough</strong> revenues in 2010. The budget anticipates that declining revenues<br />

will be <strong>of</strong>fset by taxes paid by new residents moving into the Borough. Overall, GF revenues are projected to increase 1/10 <strong>of</strong> 1%. Expenditures<br />

have been adjusted to reflect a static economy. GF expenditures will increase 1/8 <strong>of</strong> 1%. To help <strong>of</strong>fset increasing costs Franklin Park instituted<br />

a Local Service Tax in 2010. According to initial estimates the tax will generate approximately $67,600 in revenue. Up to now the Borough<br />

was able to function without this tax. Most local governments in the North Hills area have instituted this tax in previous years.<br />

During the last several years the Borough issued an average <strong>of</strong> 80 to 90 new residential building permits each year. The Budget presumes<br />

the number <strong>of</strong> new residential permits will decline by 50%; and, in the foreseeable future development is likely to remain at that lower level.<br />

In spite <strong>of</strong> this worsening forecast, Franklin Park remains an attractive destination as evidenced by the number <strong>of</strong> new residents moving into<br />

the Borough each year. The Borough remains one <strong>of</strong> the premier communities in the Pittsburgh Metropolitan Area. Two new developments in<br />

the southern end <strong>of</strong> the Borough were approved in 2008 & 2009. Currently, there is a backlog <strong>of</strong> approximately 200 lots for which developers<br />

have not yet obtained building permits. This figure is lower than previous years. The data affirms that future development will slow.<br />

General government expenditures which include: Council, Mayor, all administrative employees, legal, engineering and the municipal<br />

building, decreased by 2.4%. The primary challenge in the next several years will be to limit overall expenditures to available revenue levels.<br />

Most likely this will require postponement <strong>of</strong> most public works and recreation improvement projects.<br />

The “line” functions, which include: police, fire, building/codes, public works, <strong>park</strong>s/recreation and library decreased by 10.5% or $422,525.<br />

Much <strong>of</strong> this decrease is attributable to the lower number <strong>of</strong> road miles that will be resurfaced. As stated above only 1.5 miles <strong>of</strong> roadway is<br />

scheduled in 2010. Three miles were resurfaced in 2009 and six in 2008. The budget provides funds to implement the recommendations<br />

contained in the Comprehensive Plan. First and foremost is the update <strong>of</strong> all <strong>borough</strong> codes to insure more stringent development guidelines.<br />

It is anticipated this work will be completed 2010. The budget also allocates funds to Parks & Recreation to take advantage <strong>of</strong> State grant<br />

dollars. New lights will be installed at the volleyball court. This cost will be <strong>of</strong>fset by a matching grant in the amount <strong>of</strong> $26,000 that the<br />

Recreation Department secured from the State.<br />

The last category <strong>of</strong> G.F. expenditures is comprised <strong>of</strong>: debt, insurances, benefits, transfer & miscellaneous costs. This category <strong>of</strong> the<br />

budget increased by 8%. The primary factor behind the increase, hospitalization premiums rose by approximately $60,000.<br />

Notable highlights in the 2010 GF Budget are:<br />

• Continue to improve the Geographical Information System (GIS) installed in 2008.<br />

• Implement Building & Code enforcement s<strong>of</strong>tware purchased in 2009.<br />

• Complete the implementation <strong>of</strong> new financial management s<strong>of</strong>tware.<br />

• Implement recommendations contained in the new Comprehensive Plan. The primary objective in 2010 will be to complete<br />

the Zoning and Subdivision Ordinance update and adopt a new Zoning Map to reflect the changes proposed in the updates.<br />

• The <strong>borough</strong> plans to spend $171,374 to upgrade equipment and facilities. This is a decrease <strong>of</strong> $407,875 from the 2009 level.<br />

• The Borough will pay down $995,000 <strong>of</strong> principal debt. The current bond debt is $4,110,000.<br />

• The 2010 Budget was balanced by cutting back road improvement and equipment depreciation.<br />

Also, construction <strong>of</strong> new facilities was scaled back, dramatically.<br />

In summary, the 2010 Budget maintains necessary expenditure levels to provide essential services to our residents. It significantly reduces<br />

the Road Department budget. That department was given a sizeable increase in 2008 and returned to normal levels in 2009. Likewise, the<br />

Budget prepares the Borough for the future by updating its codes to encourage quality commercial and residential developments. Based on an<br />

analysis <strong>of</strong> survey data gathered through the North Hills Council <strong>of</strong> Governments, Franklin Park Borough continues to provide a very efficient<br />

and effective level <strong>of</strong> service to its residents. One <strong>of</strong> the most pressing needs will be to rebuild the year-end cash balance. In part, this can be<br />

accomplished by postponing new capital construction projects.

In consideration <strong>of</strong> my or my child’s participation in all <strong>of</strong> the Franklin Park Borough Recreational Program activities in which I or my child<br />

participate(s), I, intending to be legally bound, do hereby, for myself, my heirs, executors and administrators, waive and release, acquit and forever discharge<br />

the Borough <strong>of</strong> Franklin Park, or the Borough <strong>of</strong> Franklin Park’s Recreation and Parks Department, or any <strong>of</strong> their <strong>of</strong>ficers, agents, volunteers working under<br />

the direction <strong>of</strong> the Borough, firms and corporations, whether herein named or referred to or not, from any and all future rights, claims, causes <strong>of</strong> action, civil<br />

claims, demands, costs, attorney fees, loss <strong>of</strong> service, expenses, compensation, third party actions, suits at law or equity, including suits for contribution and<br />

PROGRAM REGISTRATION INFORMATION<br />

Priority Registration Policy<br />

Please register early. Programs are filled on a first-come, first-served basis.<br />

Waiting Lists<br />

When programs reach their maximum enrollment, interested participants are placed on a waiting list in the order registrations are received. These lists provide us with a name and<br />

phone number in case <strong>of</strong> cancellations or the addition <strong>of</strong> new classes.<br />

Program Cancellations or Changes<br />

The Borough reserves the right to cancel, postpone, or change the time, date, cost or location <strong>of</strong> programs or to make any revisions that may be necessary.<br />

Refunds<br />

Refunds will be granted according to the following guidelines:<br />

1. If a minimum number <strong>of</strong> participants are not reached, the program will be cancelled and a full refund will be issued.<br />

2. If a maximum number <strong>of</strong> participants are reached, the program will be closed and a full refund will be issued.<br />

3. If for any unforeseen reason the Borough has to cancel a program, a full refund will be issued.<br />

Please allow 2-4 weeks for refunds to be processed.<br />

Program Fees<br />

Program fees are determined by the instructor’s fee and include supply costs and other expenses for minimum enrollment. All fees collected support and finance the program.<br />

NOTE: Some classes may require additional fees or supplies.<br />
